Fire Station#1 Remode Dear Chief Enslow. �� ` This is a proposal for incorporating Schedule 3 items into the subject project. You may include it by reference in a standard.City consultant services agreement as was the case in our previous agreement for Schedules 1 and 2. Hereinafter the word Owner shall designate the City of Redlands and the word Architect shall designate Armantrout Architects,a sole proprietorship, (Leon H.Armantrout,A.I.A,owner). SCOPE OF WORD• Incorporate Schedule 3 items listed below into drawings and specifications already completed for Schedules 1 and 2 so that a complete bid package can be assembled covering Schedules 1,2 and 3. Schedule 3 Items Schedule 3 provides for continued general improvements and upgrades beyond those already submitted under schedules 1 and 2. 1. Dorms - Individual reading lights are needed for each bed. - 4-5 foot high dividing walls are needed between beds. - Individual(spacious)lockers for each firefighter assigned to each station are required. - Consider purchase of new beds/mattresses. - Three people are assigned to one sleeping area. Three lockers are required in each sleeping area. - Adel one additional bed for paramedic students or inters,and locker. - Install(bound fault plugs at sinks. - Set lavatories into counter tops. - Nine,personnel are on duty per shift days There are also paramedic trainees from Crafton Hills College on a regular basis,therefore: a. 19 beds are required, to handle two(2)crews. b. 27 lockers are required to handle or-duty crews, not counting trainees Renovation and remodel of bathroom and shower facilities to incorporate separate facilities for women firefighters and separation partitions for sleeping and lockers. Install exhaust fan in shower and drying room. -Estimated Cost 0, - 45,000 2. Upgrade of communications systems including intercoms,phones,radio room,etc. Furr out walls to conceal conduit runs,wiring and other utilities. • Estimated Cast Range$ 15,1X0- 20,000 page I of 3. Rehabilitation of Battalion Chief s and Captain's offices,including cabinets,shelves.bookcases, and furniture. Convert downstairs Battalion Chief's Office and adjoining closets to Battalion Chief Dorm with bathroom and shower. - Estimated Cost Range $10,000- $15,000 4. Expansion and improvements to interior storage spaces including janitor's closet. - Estimated Cost Range$5,000- $ 10,000 5. Repairs to the exterior of the building including patching of stucco,painting all exterior surfaces, seal planters. - Estimated Cost Range$20,000- $40,000 6. Refurbish hose tower. Install new automatic lift equipment, and hose bib at the top Estimated Cost Range$10,000-$20,000 7. Engine Room: - Install Washer and Dryer access from the apparatus Room Floor,use part of the Heater Room (11,5) - Provide four(4)AIR outlets on apparatus floor,using minimum 3/4"piping. - Provide six(6)overhead outlets,one at each bay,with a 30 amp for the engine heater/battery chargers. - Install overhead reels for water and compressed air in apparatus room. - Emergency generator should be wired for direct start when power fails. - Install night lights on the time clock or photo cell. - Install lighting at the bottom of fire poles. - Install auto remote door operators on the four outside doors. - Provide diesel exhaust for all units. -Estimated Cost Range$5,000- $10,000 S. Resurfacing and repairs to rear parking lot. Evaluate condition of existing storm drain, repair if necessary and upgrade parking lot drainage system. Estimated Cost Range$15,000-$30,000 To Schedule 3 Estimated Costs $110,000-$190,000 COAMENSATIN& AIETHOD Of PAYMENT: Architects fee for the above mentioned scope of work for is a fixed fee of$23,400.00 total for schedule 3 as broken down below. (Not including any reimbursables or additional services that may incur during the project. See sections below) This includes the fees of structural, mechanical, plumbing and electrical engineers. This fee is based on the conceptual cost estimate that was submitted and approved by the city. Should the scope of the project and resultant cost be expanded and/or increased by the Owner the amount of the fee shall be increased accordingly by an appropriate similar percentage amount. Billings will be submitted at the end of each month according to the proportion of the work submitted and are due within 30 days of invoice date. An Administrative and start-up fee of$ 6,450.00 is due upon signing of this contract. Progress Payments will be subitted as work is completed. page 2 of 5 Administration&Startup Fee $6,450.00 Constr. Reimbursables other than consultants fees are not to exceed$2,500.00 unless prior authorization from Owners is obtained.) Reproduction of documents and plotting for submittals or bidding Models,mockups,special renderings and special samples if requested by the Owner Travel,transportation and living expenses in connection with approved visits ordered by the Owner Overtime work if requested and authorized by the Owner. Overtime will also apply to time in excess of eight hours per day,and all time on Saturdays,Sundays.and holidays Photographic film and processing Long distance communications • Additional insurance coverage or limits,if requested in excess of that normally carried by the Architect. Postage,couriers,and handling of documents • Fees paid for securing approval of authorities having jurisdiction over the Project ADI)ITIQNAL SERVICE : (To be provided only if authorized or directed by the owner. Additional Services provided by consultants are billed with a 1.25 coordination factor.) Making revisions to the work(when such revisions are,inconsistent with approvals or instructions previously given; when revisions are made necessary by changes in laws or codes or changes in the project scope. )• Revisions in work due to design changes or changes in project scope initiated by the Owner after approvals are given at the stages of the work as designated above. Representation at public hearings • Display models or renderings of the project • Coordination with Design and Installation of Fire Sprinkler System throughout the building should the city elect to do so. A budget with reasonable contingencies that meets the project requirements. All consultants in the areas of surveying,hydraulic,civil, geotechnical engineering, environmental testing, hazardous waste removal and any others required not specifically set forth above as included in the Architects Scope of Work. A designated project manager authorized to serve as a single-source of project management on behalf of the Owner with whom the Architect can communicate about any and all aspects of the project and who shall be authorized to issue instructions and provide project coordination. All legal, accounting and insurance counseling services. Engineering for repair of Storin Drain if required. Prompt payment of invoices. page 3 of 5 T-ERAJI—JINAIJON, SUSPENSLON, R ABANDONMENT: In the event of termination, suspension or abandonment of the project, the Architect shall be equitably compensated for services performed. Failure of the owner to mare payments to the Architect in accordance with this Agreement shall be considered substantial nonperformance and is sufficient cause for the Architect to either suspend or terminate services. Either the Architect or the Owner may terminate this Agreement after giving no less than seven days' written notice if the ether party substantially fails to perform in accordance with the terms of this Agreement. 5CELI.A +El►US -"Rte ONS- This Agreement shall be ,governed by the law of the location of the project. The Owner and Architect, respectively,bind themselves,their partners, successors, assigns and legal representatives to the Agreement. Neither party to this Agreement shall assign the contract as a whole without written consent of the other. The Architect shall have no responsibility for the identification, discovery, presence, handling, removal, disposal of, or exposure of persons to, hazardous materials in any form at the project site, but shall coordinate the design work and schedule accordingly to any requirements thus generated. I would be glad to discuss any questions you have or changes you would life to make in this proposal. Arrnantrout,AIA CITY OF REDLANDS January 4, 2000 Approved by Date Pat Gilbreath, Mayor ATTEST: Lorie �oyzer�, i Clerk page 4 of EXHIBff"A" Construction Phase-Administration of the Construction Contract (From AIA Document B-14 1) Duties, responsibilities and limitations of authority of the, Architect shall not be restricted, modified or extended without written agreement of the Owner and Architect with consent of the Contractor, which consent shall not be unreasonably withheld. The Architect shall be a representative of and shall advise and consult with the Owner during construction until final payment to the Contractor is due. The Architect shall have authority to act on behalf of the Owner only to the extent provided in this Agreement unless otherwise modified by written instrument. The Architect shall visit the site at intervals appropriate to the stage of construction or as otherwise agreed by the Owner and Architect in writing to become generally familiar with the progress and quality of the work completed and to determine in general if the Work is being performed in a manner indicating that the Work when completed will be in accordance with the Contract Documents. However,the Architect shall not be required to make exhaustive or continuous on-site inspections to check the quality or quantity of the Work. On the basis of on-site observations as an architect,the Architect shall keep the Owner informed of the progress and quality of the Work, and shall endeavor to guard the Owner against defects and deficiencies in the Work. The Architect shall not have control over or charge of and shall not be responsible for construction means, methods,techniques, sequences or procedures, or for safety precautions and programs in connection with the Work,since these are solely the Contractors' responsibility under the Contract for Construction. The Architect shall not be responsible for the Contractor's schedules or failure to carry out the Work in accordance with the Contract Documents. The Architect shall not have control over or charge of acts or omissions of the Contractor, Subcontractors, or their agents or employees, or of any other persons performing portions of the Work. The Architect shall at all times have access to the Work wherever it is in preparation or progress. Except as may otherwise be provided in the Contract Documents or when direct communications have been specially authorized,the Owner and Contractors communicate through the Architect. Communications by and with the Architect's consultants shall be through the Architect. The Architect shall have authority to reject Work which does not conform to the Contract Documents. Whenever the Architect considers it necessary or advisable for implementation of the intent of the Contract Documents, the Architect will have authority to require additional inspection or testing of the Work in accordance with the provisions of the Contract Documents. whether or not such Work is fabricated, installed or completed. However. neither this authority of the Architect nor a decision made in good faith either to exercise or not to exercise,such authority shall give rise to a duty or responsibility of the Architect to the Contractor, Subcontractors, material and equipment suppliers, it Writs or employees or other persons performing portions of the Work. The Architects review and approve or take other appropriate action upon Contractor's submittals such as Shop Drawings, Product Data and Samples, but only for the limited purpose of checking for conformance with the information given and the design concept expressed in the Contract Documents. The Architect's review shall not constitute approval of safety precautions or of construction means, methods, techniques,sequences or procedures. The Architects approval of a specific item shall not indicate approval of an assembly of which the item is a component. The Architect's decisions on matters relating to aesthetic effect shall be final if consistent with the intent expressed in the Contract Documents. page 5 of 5
