AN ORDINANCE OF THE CITY OF REDLANDS AMENDING TITLE
18 OF THE REDLANDS MUNICIPAL CODE BY ADOPTING A
REVISED LAND USE ZONING MAP (ZONE CHANGE NO 456) FOR
CERTAIN PROPERTY CONSISTING OF 6 03 ACRES LOCATED AT
1485 EAST SAN BERNARDINO AVENUE (APN 0168-071-06-0000)
AS RESIDENTIAL ESTATE (R-E) DISTRICT
WHEREAS, in accordance with Government Code section 65855, the Planning
Commission of the City of Redlands has reviewed proposed Zone Change No 456 (the
"Zone Change") to change the City's land use zoning map for 6 03 acres identified as
1485 East San Bernardino Avenue (Assessoi's Parcel Numbei 0168-071-06-0000) from
Agricultural (A-1) District to Residential Estate(R-E) District, and
WHEREAS, the applicant is authorized to represent the legal owner(s) of record,
and the property owner(s) have authorized Redlands Pioneei, LLC, to proceed on then
behalf to pursue the Project Entitlements, and
WHEREAS, on August 8, 2017, the Planning Commission held a noticed public
hearing on the Zone Change and considered veibal and written testimony of City staff,
the applicant for the proposed Zone Change, and testimony from members of the public,
and
WHEREAS, the Planning Commission has recommended to the City Council that
the Zone Change be approved, and
WHEREAS, the Environmental Review Committee reviewed Zone Change No
456 at a noticed public heating on June 5, 2017, and recommended approval of a
Mitigated Negative Declaration foi the Project, and
WHEREAS on August 24, 2017, notice of the City Council's public hearing for
Zone Change No 456 and the related Project Entitlements was published in the Redlands
Daily Facts by the City Clerk, and
WHEREAS, on September 5, 2017, the City Council held a noticed public
hearing on the proposed Zone Change and considered the staff report and oral reports,
the Planning Commission recommendation, and testimony and written evidence
submitted by and on behalf of the applicant, and testimony by members of the public, and
WHEREAS, at the public hearing on September 5, 2017, the City Council
considered and heard public comments on Zone Change No 456 and the Project
Entitlements, and
WHEREAS, the proposed project is subject to the California Environmental
Quality Act (CEQA), the City has prepared an Initial Study and exercised its own

independent judgment and analysis, there is no substantial evidence that the proposed
project may have a significant effect on the environment, the custodian of records is the
City Planner and the Development Services Department, and a Mitigate Negative
Declaration has been prepared in accordance with the State CEQA Guidelines, and
WHEREAS, the City of Redlands General PIan Land Use Map has the subject
property designated as Very Low Density Residential (0 to 2 7 dwelling units per gross
acre) foi future single-family residential development, and the proposed Zone Change
will be consistent with the Genei al Plan, and
WHEREAS, following the public hearing on the Zone Change, at which this City
Council provided opportunity for public testimony, the City Council determined that
adoption of the Zone Change is in the best interests of the public health, safety and
general welfare
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF REDLANDS AS FOLLOWS
SECTION 1 CALIFORNIA ENVIRONMENTAL QUALITY ACT The Project
Entitlements is subject to the California Envnonmental Quality Act (CEQA), the City has
piepared an Initial Study and there is no substantial evidence that the proposed project
may have a significant effect on the environment, and a Mitigated Negative Declaration
has been piepared in accordance with the State CEQA Guidelines
SECTION 2 PROPOSED ZONE CHANGE CONSISTENT WITH THE
EXISTING GENERAL PLAN LAND USE DESIGNATION. The proposed Zone
Change to Residential Estate (R-E) District will be consistent with the General Plan land
use designation as Very Low Density Residential foi the subject property
SECTION 3 ZONE CHANGE APPROVED The zoning designation foi
approximately 6 03 acres of property, identified as 1485 East San Bernardino Avenue
(Assessor's Paicel Number 0168-071-06-0000), on the City's Land Use Zoning Map as
more particularly shown on the map attached hereto as Exhibit "A," is approved to be
changed fiom Agricultural (A-1) to Residential Estate(R-E) District
SECTION 4 EFFECTIVE DATE The Mayor shall sign this ordinance and the
City Clerk shall certify to the adoption of this ordinance and shall cause it, of a summary
of it, to be published once in the Redlands Daily Facts, a newspapei of general circulation
within the City, and thereafter, this ordinance shall take effect in accordance with law
