HomeMy WebLinkAboutContracts & Agreements_100-99_CCv0001.pdf AGREEMENT TO FURNISH ENGINEERING CONSULTING SERVICES ON WATER AND WASTEWATER ISSUES Amendment 3 This Amendment No. 3 authorizes the ENGINEER to perform Engineering Services included in this Amendment and in accordance with the AGREEMENT to Furnish Engineering Consulting Services on Water and Wastewater Issues dated August 6, 1996. This Amendment makes the following changes to the AGREEMENT; all other provisions of the AGREEMENT remain in effect. ARTICLE 1 - ENGAGEMENT OF THE ENGINEER No changes. ARTICLE 2- SERVICES OF THE ENGINEER 2.1 The Scope of Work is amended to include Attachment A to this Amendment which defines the scope of work for engineering services. ARTICLE 3- RESPONSIBILITIES OF CITY No changes. ARTICLE 4- PERIOD OF SERVICE 4.1 The time period for performance of the ENGINEER'S services for Amendment 1 set forth in Article 2 shall be in accordance with the schedule defined in Attachment B to this Amendment. ARTICLES - PAYMENT TO THE ENGINEER 5.1 The total compensation to perform work under this Amendment for Amendment 1 shall be in accordance with Attachments C and D to this Amendment. ARTICLE 6 — INSURANCE AND INDEMNIFICATION No changes. ARTICLE 7— GENERAL CONSIDERATIONS No changes. ATTEST: cittyerk, Ci&�Oedlands 2 AGREEMENT TO FURNISH ENGINEERING CONSULTING SERVICES ON WATER AND WASTEWATER ISSUES Amendment 3 Attachment A Scope of Work Purpose The purpose of this amendment is to continue providing engineering consulting support to City of Redlands(City) City Attorney on water and wastewater issues associated with the proposed project described in Environmental Impact Report,SCH NO.94082084- This amendment covers the work needed to estimate the financial impact to residents in the City of Redlands due to the prevision of private water and wastewater utility service to a proposed development within the City. Using;existing City data and information on the proposed development,the Consultant shall prepare estimates of the short and long-term financial,service and operational impacts of the provision of private utility service to a portion of the City, Scope Task.1: Review of Existing Information Work to be Done. (1) review proposed legislation authorizing the private utility service and existing City documents concerning Water and Wastewater Capital Improvement Programs, (2) discuss historical context,cost basis and features of the City's capital improvement programs with City engineering and finance staff, (3)collect connection and development density information for the portion of the City that is proposed to be served by time developer,and(4)discuss project history with City staff members. Task 2. Estate Impact of Private Water Service Within City of Redlands Work to be done.Examine the relationship between the components of the City's water and wastewater capital improvement plans and the demand for service from the area to served by the private company. Prepare matrix summaries of the cost of the facilities versus the population served to examine the effect of economies of scale. Meet with City staff to determine how future service to the portions of time City not impacted by the developer might be provided and estimate the cast of the facilities needed to provide service to City residents,absent the developer. Task 3. Document Results Prepare summary report showing the cost impact of service by the private company. As a minimum,estimate .) the lost revenues,on a connection fee basis,applied to the total potential water and wastewater connections in the area, 2) compare the results in .) to the residual costs in the capital improvement programs (e.g. -what facilities are still needed to serve the remainder of the City) - this analysis will show the increase in connection fees needed as a result of losing customers to the private company, (3) if the proposed legislation permits private service for other components of infrastructure-schools,roads,flood control- estimate the lost revenue for those components. Meet with City staff and elected officials to present the results. The scope of work is defined by the fee.
