TASK ORDER 11
Mill Creek Water Delively Stud
(Amendment No. 11)
This Task Order (Amendment No. 11) authorizes the ENGINEER to perform
Engineering Services included in this Amendment and in accordance with the
AGREEMENT for the preparation of the Water Resources Management Plan,
6 November 1990.
This Amendment makes the following changes to the AGREEMENT; all other
provisions of the AGREEMENT remain in effect.
ARTICLE 1 — ENGAGEMENT OF THE ENGINEER
No changes.
ARTICLE 2 — SERVICES OF THE ENGINEER
2.1 The Scope of Work is amended to include Attachment A to this
Amendment which defines the scope of work for engineering
services for Task Order 11, Mill Creek Water Delivery Study.
ARTICLE 3 — RESPONSIBILITIES OF THE OWNER
No changes.
ARTICLE 4 — PERIOD OF SERVICE
4.1 The time period for performance of the ENGINEER'S services for
Task Order 11 set forth in Article 2 shall be in accordance with the
schedule defined in Attachment B to this Amendment.
ARTICLE 5 — PAYMENT TO THE ENGINEER

5.4 The total compensation to perform work under this Amendment
for Task Order 11 shall be in accordance with Attachments C and
D to this Amendment.
ARTICLE 6 - INSURANCE AND INDEMNIFICATION
No changes.
ARTICLE 7- GENERAL CONSIDERATIONS
No changes.

Scope of Work
Purpose
As a result of damage to water facilities by the Landers and Big Bear Earthquakes of 1992,
water supplies from the Mill Creek watershed to the City of Redlands (City)have been
reduced. The Monkeyface Falls diversion and SCE's Mill Creek Powerplant No. 2 (M.C. #2)
flowline were put out of commission and not repaired. As shown on the Attachment E, at one
time a number of wells and stream diversions collected flow from the watershed that was
conveyed to M.C. 42 and ultimately to the City. However, due to the M.C.#2 flowline
failure none of the flow now reaches the Tate Water Treatment Plant.
A recent study under Task Order 6 reviewed the costs to repair the Monkeyface diversions.
However, the City has decided not to make repairs. Also, SCE has decided not to repair the
M.C. #2 flowline.
The purpose of this task order is to investigate conceptual level alternatives for collecting the
flow that previous reached Redlands and conveying it to a point near or at the M.C. #2
powerplant.
Scope
Task 1. Review Existing Facilities
Develop a preliminary markup of a USGS Quadrangle Sheets (Quads) that shows existing
facilities that previously delivered water to M.C. #2 flowline (as shown on Attachment E).
Conduct a site review with City Water Operations Supervisor to locate existing facilities.
Include a subconsultant (Barajas & Associates, Inca on the site review with a Global Position
System (GPS)to determine location and elevation of facilities for inclusion into the GIS
database developed for Task Order 7 Mill Creek Sanitary Survey. Measure,photograph, and
sketch all diversion facilities or other above ground system components. Estimate capacities
of diversions from the rag tape measurements.
Meet with Citi-staff to review CH2M HILL markup of USGS Quads to confirm locations
shown for existing water facilities and to add locations for facilities not shown. Confirm gage
and well sites on Quad sheet. Digitize water facilities with attributes into ARC/INFO.
Task 2. Surface Water Hydrology/Historical Diversions and Pumping

Compile USGS gage data and Redlands well pumping records to estimate the historical flow
z in the system. Develop statistical analyses of stream flows,pumping, and diversions and

relate diversions and well pumping to stream flow.
Task 2. Groundwater Hydrology

determine the potential yield and costs for additional wells i athe alluvium of Mill Creek.d 4 and other available

Task 3. Develop Conveyance Alternatives
Formulate up to 3 alternatives for developing additional supplies from a new well(s) and
conveying the flows to the M.C. #2 powerplant location. Identify, size,and develop
estimates of cost for facilities, including well(s),pipelines, energy recovery, and appurtenant
facilities. Select an "best apparent route".
Task 4. Legal/Institutional Issues
Review available water rights documents and agreements for Mill Creek regarding potential
limitations to developing an alternative delivery system for Mill Creek flows. Develop a list
of recommendations and/or questions that should be addressed by legal counsel.
Meet twice with Caltrans to review opportunities to parallel Highway 38 to the M.C. #2
powerplant. The first meeting will focus on opportunities for sharing R/W and the second
along proposed route based on county and USFS data in the GIS database prepared
will present the alternatives for Caltrans comment. Review the land ownership information Task Order 7. Identify APN numbers and identify landowners along the proposed route.under
Task 5. Regulatory Requirements
Develop a list of issues, agencies, and regulations that must be addressed to implement an
alternative delivery system. Conduct a field review of best apparent route and apply data
from Task Order 7 and the SCE FERC License applications to develop a"fatal flaw"analysis
of environmental issues.
Task 6. Technical Memorandum
Develop a draft technical memorandum and display pertinent information using the GIS
database. Present findings to City staff and receive comments. Prepare a final technical
memorandum that addresses City comments.
Products
The product will be a technical memorandum described in Task 6.
