HomeMy WebLinkAboutContracts & Agreements_76c-1995_CCv0001.pdf AGREEMENT TO FURNISH ENGINEERING SERVICES FOR PREPARATION OF THE WATER RESOURCES MANAGEMENT PLAN TASK ORDER 8 UPPER SANTA ANA RIVER WATER RESOURCES STUDY (Amendment No. 8) This Task Order (Amendment No.8) authorizes the ENGINEER to perform Engineering Services included in this Amendment and in accordance with the AGREEMENT for the preparation of the Water Resources Management Plan, 6 November 1990. This Amendment makes the following changes to the AGREEMENT; all other provisions of the AGREEMENT remain in effect. ARTICLE OF THE ENGINEER No changes. ARTICLE HE ENGINEER 2.1 The Scope of Work is amended to include Attachment A to this Amendment which defines the scope of work for engineering services for Task Order 8, Upper Santa Ana River Water Resources Study ARTICLE 3 RESPONSIBILITIES OF THE O-WNER No changes. ARTICLE ICE 4.1 The time period for performance of the ENGINEERS services for Task Order 8 set forth in Article 2 shall be in accordance with the schedule defined in Attachment B to this Amendment. ARTICLE 5 - PAYMENT TO THE ENGINEER 5.4 The total compensation to perform work under this Amendment for Task. Order 8 shall be in accordance with Attachments C and D � to this Amendment. ARTICLE 6 - iNSLTtANCE AND INDEMNIFICATION No changes. ARTICLE - GENERAL CONSIDERATIONS No changes. By: jams L.Bloomquist, Vice President,CH2M HILL,Inc ATTEST: ' 1-0 nds s 2 a c Task Order 8 Redlands Water Resources Management Plan Upper Santa Ana River Water Resources Studies Attachment A Scope of Work Purpose The purpose of this task order is to provide engineering consulting support to City of Redlands(City) staff on water resources and supply quantity issues on the Santa Ana River. Current and potential future water supplies to the City are potentially threatened by impacts of Seven Oaks Data on City groundwater supplies, by water rights filings by other agencies for a conservation pool behind Seven Oaks Dam, and by FERC licensing activities for SCE hydropower facilities that deliver surface water to the City through a number of water companies. CH2M HILL will work with City staff and others to identify historical flows and water use and assess impacts of projects by others on City water supplies Scope Task 1. Surface Water Hydrology/Historical Diversions Meet with City staff to coordinate City markup of USGS 1:24,000 Quadrangle Sheets (Quads)to confirm locations shown for existing water facilities and to add locations for facilities not shown. Confirm gage and well sites on Quad sheet. Digitize water facilities with attributes into ARC/INFO. Collect USGS gage data in digital format for the Santa Ana River(including diversions) upstream of the confluence with Mill Creek. Collect 13=Valley MWC well pumping records for Pumps I and 2. Develop statistical analyses of stream flows and diversions and relate diversions to stream flow. Task 2. Groundwater Hydrology Review Corps of Engineers analyses of groundwater flows in the vicinity of Seven Oaks Dam. Provide comments on the approach and potential impacts of Seven Oaks Dam on flow to the Redlands Tunnel. Identify additional studies, if necessary, to provide the City more specific information regarding impacts on Redlands water supply from the Tunnel. Task 3. Water Budget Develop a water budget from strewn flow and groundwater use data to demonstrate historical beneficial water use by water rights holders of importance to the City. Legal/Institutional Relationships Review available documents and coordinate with City staff and others to develop a flow chart of legal and institutional relationships that allow Santa Ana River water to serve the City and other local service areas of importance to City water supplies. Develop preliminary flow' chart for review by City and others. Meet with City staff and others to revise and correct flow chart Task 5. Assessment of Impacts Relate the water budget information to the institutional relationship data to identify potential impacts to City water supplies due to: 1. Construction of Seven Oaks Dam without Conservation Pool • With continued SCE powerplant operation • Without SCE powerplant operation 2. Construction of Seven Oaks Dam with Conservation Pool • With continued SCE powerplant operation • Without SCE powerplant operation Task 6. Meetings/General Support The intent of this task is to allow the CH2M HILL Project Manager, Michael Savage, and a CH2M HILL Senior Hydrogeologist, Terry Foreman, to attend meetings not scoped in Tasks I through 5 with City staff, other water agencies, regulatory agencies, SCE,etc. as directed by the City. All meetings and other activities for this task will be documented by a brief summary of activities in the invoice to the City. See attached example of format for documentation. Products The product of Tasks I through 5 will be a technical memorandum consisting of brief text summarizing the tabular and graphical displays of historical surface stream flows and water diversions, specific comments on Corps of Engineers analysis of river underflow at Seven Oaks Dam, flow charts of legablinstitutional relationships, and a summary of potential water supply impacts of the four scenarios identified in Task 5. Due to the variable and unpredictable nature of the issues addressed in this analysis, it is anticipated that the technical memorandum will be a draft document that may indicate additional or unanticipated further analyses. Consequently, revisions and a final of the technical memorandum would be scoped and costed under a separate task order. The products of Task 6 will be meeting summaries for each meeting. Task Order 8 Redlands Water Resources Management Plan Upper Santa Ana River Water Resources Studies Attachment B Schedule Work under this task order initiates on September 25, 1995 and terminates December 30, 1995. Task Order 8 Redlands Water Resources Management Plan Upper Santa Ana River Water Resources Studies Attachment C Fee The fee for this task order is based on the hourly rates shown in Attachment D and Table C-1. The fee will not exceed amount is $61,500 for Tasks I through 5 with out prior written approval of the City Project Manager. The fee for Task 6 is difficult to scope because CH2M HILL staff will serve at the direction of City staff. In order to estimate a fee, the scope of work is defined by a level of effort. The scope and fee are based on 80 hours of labor by Michael Savage and 16 hours of labor by Terry Foreman, a senior Hydrogeologist. The not to exceed amount is$15,000. CH2M HILL is not obligated to exceed the above level of effort and the City is not obligated to pay beyond the fee limit without revisions to this task order.
