AGREEMENT BETWEEN
CITY OF REDLANDS (OWNER) AND CAMP DRESSER & McKEE (ENGINEER)
FOR ENGINEERING SERVICES
This AMENDMENT is made and entered this 19"' day of October, 1999.
This AMENDMENT makes the following changes to EXHIBIT A to AGREEMENT
entered into on the 151h day of April, 1997.
PROJECT: Pressure Sustaining Improvements to the Tate Water Treatment Plant
Effluent Pipeline.
ARTICLE I—ENGAGEMENT OF ENGINEER
No changes
ARTICLE 2—SERVICES OF ENGINEER
The Scope of Work, Attachment A, is modified to reflect additional meetings
and coordination efforts with City staff and DHS, additional design changes,
and additional project management due to new City and DHS requirements
that developed during the meetings.
ARTICLE 3—RESPONSIBILITIES OF THE CITY
No changes
ARTICLE 4—PERIOD OF SERVICE
The completion date for the project is extended to November 26, 1999.
ARTICLE 5—PAYMENTS TO THE ENGINEER
For the additional work defined in Article 2, the total budget is increased by
$5,075.00 from $70,425 to $75,500.
ARTICLE 6—INSURANCE AND INDEMNIFICATION

Scope of Work
This amendment is requested due to the following items:
(1) Based on our August 27, 1998 letter arnmending the project's scope of work, CDM
proceeded with design of a diversion structure to relieve water pressure from the
water main from the Tate WTP. A meeting was then scheduled with DHS and City
staff to discuss the new design; the meeting was held at the Tate WTP; several
telephone conversations were also held subsequent to this meeting. As result of these
meetings and telephone conversations, DHS (Kal Baliga's letter dated, December 18,
1998)expressed concern with the possibility of a cross-connection occurring if the
flap gate was not able to be opened and the filter backwash water potentially backing
into the diversion structure.
(2) Further negotiations were held with DHS' (Kal Baliga), Tom Fujiwara, who replaced
Lou Perkins as the Project Manager for the City, and Steve Dickey, to come up with a
viable solution.
(3) As a result of the meetings and telephone calls with DHS and City representatives,
CDM had to change the design to install an altitude valve on the water main that
would overflow into the Mill Creek, and incorporated other design changes such as
the design of a relief valve at the existing 20-inch blowoff pipeline along Julian Road,
providing for protection of the clearwell at the Tate WTP (Steve Dickey indicated to
CDM that the existing diversion line that is constructed off of Julian Way could be
used), and adjusted the telemetry design to conform to the new design alternative.
Ninety percent(90%) drawings and specifications were submitted to DHS and to Tom
Fujiwara on March 30, 1999. DHS approved the 90% design plans and specifications
on April 7, 1999. Comments from the Tom Fujiwara were received in late June 1999.
In summary, the additional scope items are:
• Additional meetings and negotiations with DHS and City staff were needed during the
design phase of the project.
• Design changes that included the design to install an altitude valve on the water main
that would overflow into the Mill Creek; the design of a relief valve at the existing
20-inch blowoff pipeline along Julian Road, providing for protection of the clearwell
at the Tate WTP; and adjustment of telemetry design to conform to the new design
alternative.
