HomeMy WebLinkAboutContracts & Agreements_22-2002_CCv0001.pdf AGREEMENT TO FURNISH ENGINEERING SERVICES RECYCLED WATER PROJECT TASK ORDER NO. 4 (Amendment No. 4) This Task Order No. 4 (Amendment No. 4) authorizes the performance of Engineering Services included in this Amendment and in Accordance with the AGREEMENT to perform professional engineering services for recycled water project entered into the 16th day of January 2001 by and between the City of Redlands, a municipal corporation (hereinafter"CITY"), and Carollo Engineers, a Professional Corporation (hereinafter"ENGINEER"). This Amendment makes the following changes to the AGREEMENT, effective December 18, 2001; all other provisions of the AGREEMENT remain in effect. ARTICLE 1 — ENGAGEMENT OF ENGINEER No changes. ARTICLE 2— SERVICES OF THE ENGINEER 2.1 The Scope of Services is amended to include Attachment"A" of this Amendment, which defines the scope of work for engineering services for Task Order No. 4. ARTICLE 3— RESPONSIBILITIES OF CITY No changes. ARTICLE 4— PERIOD OF SERVICE 4.1 The time period for performance of the ENGINEER's services for Task Order No. 4 set forth in Article 2 shall be in accordance with the schedule defined in Attachment"B"to this Amendment. ARTICLE 5— PAYMENTS TO THE ENGINEER 5.1 The total compensation to perform work under this Amendment for Task Order No. 4 shall be in accordance with Attachments"C" and "D" to this Amendment. ARTICLE 6— INSURANCE AND INDEMNIFICATION No changes. ARTICLE 7—GENERAL CONSIDERATION No changes. ATTEST: f t erk, City of I nds February 8, 2002 SBO\DATAIDATAlCiierrtlRediands.SBO\CONTRACT,To#41TO#4.doc 2 TASK ORDER NO. 4 ATTACHMENT A City of Redlands Engineering Services for Recycled Water Project SRF/Value Engineering Assistance SCOPE OF SERVICES INTRODUCTION The purpose of this Task Order is to provide the CITY with supplemental engineering services needed to assist the CITY's value engineering consultant with completing the value engineering study required by the State in order to obtain funding under the State Revolving Fund (SRF) loan program. As described in the tasks below, the engineering services will include providing information on the project's design to the value engineering consultant; reviewing and responding to the value engineer's recommendations; submitting the responses to the State, and revising existing contract documents and developing new plans and specifications to accommodate accepted value engineering recommendations. SCOPE OF SERVICES Performance of engineering services necessary to assist the CITY's value engineering consultant and revising the design to incorporate the accepted recommendations for the 2003 Water Recycling Project. Engineering services shall include assistance with value engineering as defined in the tasks below. Assistance with SRF financing will be provided by others. Task 1 — Support for Value Engineering Consultant Provide information, background, history, and explanation of the project and its design to the City's value engineering consultant. This task will include providing Treatment Alternatives Feasibility Study, 90%plans, specifications, cost estimates, and other documents and information to the value engineering team; meeting with the team to provide an overview of the project and its design; and attending a post value engineering presentation by the value engineering team to receive the team's recommendations. Task 2 —Review of and Response to the Value Engineering Consultant Recommendations Review the value engineering team's recommendations, prepare a preliminary response, discuss this response with the CITY, and prepare a joint response for submittal to the State's funding agency. Develop report to submit to State and discuss the response with the State and address its concerns in a Final Report. February 8, 2002 \\Sbo\data\Data\Ciient\Rediands—SBO\CONTRAC1*\To#4\TO#4.doe A - 1 Task 3— Incorporate Accepted Value Engineering Recommendations Revise the existing plans and specifications to incorporate the accepted value engineering recommendations as summarized below: 3.1 Delete the UV disinfection system's civil, mechanical, structural, electrical, and instrumentation (P&lDs) from the plans and specifications. 3.2 Develop design criteria for the revised disinfection system. Meet with City's staff and present design criteria prior to revising the design. 3.3 Add a sodium hypochlorite disinfection system with chlorine contact basin, bypass system, and effluent pumping system, complete with electrical and controls system. Anticipated drawing list is presented in Exhibit A. Summary of Value Engineering Recommendations is presented in Exhibit B. 3.4 Revise plans and specifications to incorporate other accepted value engineering recommendations as identified in the Value Engineering Report and Designer's Responses. 3.5 Add buried piping between the cogeneration facility and the existing digester control buildings as needed for future transfer of digester gas to the cogeneration facility and future transfer of heat from the cogeneration facility to the digesters. Pumps, hydronic equipment, heat exchangers, temperature controls, gas compressors, and similar equipment are not included in this Task 3. 3.5 Revise the project Engineer's Cost Estimate to reflect modifications noted above. Task 4—Suggestions to Designer Review plans and specifications to include accepted recommendations to Suggestions to Designer. ENGINEER has reviewed the project with CITY and agrees that the following schedule presents a reasonable time frame in which to complete the work. Item Time 1. Receive Value Engineering Comments February 20, 2002 2. Submit Contract Documents to State February 28, 2002 3. Revise Drawings March 29, 2002 ENGINEER and CITY mutually agree that they will work earnestly toward meeting the above tentative schedule. Should the Scope of Services change or should problems arise during the work period which could affect the above schedule, it is understood that both ENGINEER and CITY will develop a revised schedule to address such scope changes and problems. The costing herein assumes that all work will be completed by March 29, 2002. Should the project be delayed for any reason beyond ENGINEER's control past this date, ENGINEER reserves the right to renegotiate the Task Order to cover actual increases in cost.
