HomeMy WebLinkAboutContracts & Agreements_172-2001_CCv0001.pdf AGREEMENT TO FURNISH ENGINEERING SERVICES RECYCLED WATER PROJECT TASK ORDER NO. 3 (Amendment No. 3) This Task Order No. 3 (Amendment No. 3) authorizes the perforinance of Engineering Services included in this Amendment and in Accordance with the AGREEMENT to perform professional engineering services for recycled water project entered into the 16th day of January, 2001 by and between the City of Redlands, a municipal corporation (hereinafter"CITY"), and Carollo Engineers, a Professional Corporation (hereinafter"ENGINEER"). This Amendment makes the following changes to the AGREEMENT, effective December 18, 2001; all other provisions of the AGREEMENT remain in effect. ARTICLE 1 —ENGAGEMENT OF ENGINEER No changes. ARTICLE 2—SERVICES OF THE ENGINEER 2.1 The Scope of Services is amended to include Attachment"A" of this Amendment, which defines the scope of work for engineering services for Task Order No. 3. ARTICLE 3—RESPONSIBILITIES OF CITY No changes. ARTICLE 4—PERIOD OF SERVICE 4.1 The time period for performance of the ENGINEER's services for Task Order No. 3 set forth in Article 2 shall be in accordance with the schedule defined in Attachment"B"to this Amendment. ARTICLE 5—PAYMENTS TO THE ENGINEER 5.1 The total compensation to perform work under this Amendment for Task Order No. 3 shall be in accordance with Attachments"C" and"D"to this Amendment. ARTICLE 6—INSURANCE AND INDEMNIFICATION No changes. ARTICLE 7—GENERAL CONSIDERATIONS No changes. (KASEY) HAWS TPOUGH1 Mayor Principal r Date: December 18, 2001 z By; GEORG .� ELIEW Pring al ; I ATTEST: City C rk, City of lKaos TASK ORDER NO. 3 ATTACHMENT A City of Redlands Engineering Services for Recycled Water Project Supplemental to Final Design SCOPE OF SERVICES INTRODUCTION The purpose of this Task Order is to provide the City with supplemental engineering services to compliment the final design engineering services for the Redlands Recycled Water Project Treatment Facilities. The City desires to add facilities that will produce high quality recycled water to be available for approved uses. In addition, the City is taking measures to further increase the plant's ability to remove Total Inorganic Nitrogen (TIN) as required by the Regional Water Quality Control Board. The project is based on Treatment Alternatives Feasibility Study, Altemate 3C dated April 25, 2001 and as identified in the Preliminary Design described in the 30% Drawing Submittal dated August 2001. During Preliminary and Final Design, it was determined that the scope of the project changed significantly from the project initially envisioned. Both major processes, membrane filtration, and UV disinfection require significantly more engineering effort than the initial project. The following is our Scope of Services for the supplemental engineering services for final design: SCOPE OF SERVICES Performance of necessary engineering work to supplement the Contract Documents for the construction and upgrades at the Wastewater Treatment and Disposal Facilities: Task 1 — Increased Engineering Effort 1.1 Provide necessary additional structural, mechanical, and electrical drawings for the Membrane Bioreactor System. 1.2 Provide additional interface and coordination in the conversion of the existing aeration basins to two independently operated dentdfication systems. Aeration Basin West will use the new Membrane Reactor for solids separation. Aeration Basin East will continue to use the existing secondary clarifiers for solids separation. 1.3 Provide additional electrical plans and specifications to supplement the design of the membrane reactor system and UV disinfection system. 1.4 Miscellaneous Contract Document issues including modification for prepurchase language to Front End Documents, final construction cost estimate, and project sequencing. HACtienARedlands SBO\CONTRACT\To#3City\To#3R\AttachmentA--Scope.doc Task 2— Prepurchase of Membrane System 2.1 Assist City in developing prepurchase agreement with membrane supplier selected in Preliminary Design Phase. Meet with supplier, review the agreement, and assist City in negotiations. 2.2 Review supplier's preliminary design drawings. This includes finalizing design criteria as recommended by supplier and developing documents for the suppliers performance guarantees. 2.3 Coordinate final design with supplier to determine number and sizes of equipment to be provided by supplier. This includes materials of construction and degree of reliability to be provided by supplier. 2.4 Review and coordinate suppliers P&IDs with City staff, supplier, and Engineer. Task 3—UV Disinfection System Prepurchase 3.1 Assist City in developing prepurchase agreement with UV equipment supplier selected in Preliminary Design Phase. Meet with supplier, review, and assist in negotiating the agreement With the City. 3.2 Review supplier's preliminary design drawings. This includes finalizing design criteria as recommended by supplier and developing documents for the suppliers performance guarantees. 3.3 Coordinate final design with supplier to determine number and sizes of equipment to be provided by supplier. This includes materials of construction and degree of reliability to be provided by supplier. 3.4 Review and coordinate development and submittal of testing protocols for validation of system to DHS. 3.5 Preparation of detailed design drawings and specifications for the construction of a masonry block building to house the Phase 1 UV equipment power and control modules. Task 4--Coordination with Cogeneration Proiect 4.1 Provide electrical interface and coordination between the Cogeneration Project Engineer, Southern California Edison, and electrical requirements of this project. Task 5—Assist with Power Plant Agreement 5.1 Assist the City with negotiations with the Power Plant for recycled water. Includes the review and comments regarding anticipated water quality and projected plant performance. Task 6—Coordination with Degartment of Health Services and Title 22 Report 6.1 Prepare Title 22 Engineering Report for production of recycled effluent in accordance with Department of Health Services (DHS) guidelines. A draft of the report will be H:Vient\Rediands_SBO\CONTRAC-r\To#3CitylTo#3R\AttachmentA-Scope.doc 2 submitted to the DHS for review. A meeting with the DHS staff will be held to review the project components including details of the proposed membrane treatment system and UV disinfection facility. Review comments received from DHS will be addressed and the Title 22 Report will be revised accordingly. Task 7—Additional Up-grades to Existing Facilities 7.1 Review condition of existing headworks and complete final design that provides upgrades identified to meet requirements of new Membrane System. These upgrades include new bar screens and new grit chamber air piping to replace existing worn-out facilities. 7.2 Review existing RAS/WAS Pump Station and provide design for upgrades to accommodate new requirements. Replace existing RAS and WAS pumps with new more energy-efficient models. 7.3 Meet with City staff and coordinate control strategies for existing treatment facilities. Develop P&IDs for selected existing facilities that require upgraded control systems. Task 8— Bid Period Services 8.1 Provide overall support to the City during the bidding period. Questions from prospective bidders will be directed to Carollo Engineers, 225 West Hospitality Lane, Suite 212, San Bernardino, California 92408, Attention: Greg Kowalski (909) 884-2228. 8.2 Engineer will assist the City in conducting a Preconstruction Conference with prospective bidders. Conference to be held at job site. 8.3 Provide an addendum to incorporate revisions identified prior to bid opening into the Contract Documents. 8.4 After receipt of construction bids, Engineer will review bids and make recommendation to City. 8.5 After award of the Construction Contract, Engineer will prepare conformed plans and specifications incorporating items added or modified by addendum during the bidding period. This work will be accomplished on the electronic files. ENGINEER has reviewed the project with CITY and agrees that the following schedule presents a reasonable time frame in which to complete the work. Item Time 1. Receive Value Engineering Comments December 14, 2001 2. Submit Final Contract Documents January 31, 2002 3. Conformed Drawings April 30, 2002 ENGINEER and CITY mutually agree that they will work earnestly toward meeting the above tentative schedule. Should the Scope of Services change or should problems arise during the work period which could affect the above schedule, it is understood that both ENGINEER and CITY will develop a revised schedule to address such scope changes and problems. The costing herein assumes that all work will be completed by April 30, 2002. Should the project be delayed for any reason beyond ENGINEER's control past this date, ENGINEER reserves the right to renegotiate the Task Order to cover actual increases in cost. It is agreed that the ENGINEER has apportioned the total proposed fee among the Tasks of this Task Order for project management purposes only and that any unused fee from any task may be applied to other Tasks at ENGINEER's discretion.
