HomeMy WebLinkAboutContracts & Agreements_138-2000_CCv0001.pdf AGREEMENT TO FURNISH ENGINEERING SERVICES NITROGEN REMOVAL PLANNING AND PERMIT COMPLIANCE TASK ORDER 4 NITROGEN REMOVAL PLANNING AND PERMIT COMPLIANCE (Amendment No. 4) This Task Order(Amendment No. 4) authorizes the Engineer to perform Engineering Services included in this Amendment and in Accordance with the AGREEMENT for the nitrogen removal planning and permit compliance. This Amendment makes the following changes to the AGREEMENT; all other provisions of the AGREEMENT remain in effect. ARTICLE 1 - ENGAGEMENT OF ENGINEER No changes. ARTICLE 2 -SERVICES OF THE ENGINEER 2.1 The Scope of Work is amended to include Attachment"A"to this Amendment which defines the scope of work for engineering services for Task Order 4, Evaluation of Operation Issues. ARTICLE 3 - RESPONSIBILITIES OF CITY No changes. ARTICLE 4 - PERIOD OF SERVICE 4.1 The time period for performance of the Engineer's services for Task Order 4 set forth in Article 2 shall be in accordance with the schedule defined in Attachment"B"to this Amendment. ARTICLE 5 - PAYMENTS TO THE ENGINEER 5.4 The total compensation to perform work under this Amendment for Task Order 4 shall be in accordance with Attachments"C" and"D"to this Amendment. ARTICLE 6-INSURANCE AND INDEMNIFICATION No changes. BELIEW Print ATTEST: City C10, City of Inds 1211312000 H:\Ctient\Redlands_sAOW\Contra(tnN!tTO4.doc 2 ATTACHMENT A CITY OF REDLANDS WASTEWATER TREATMENT PLANY NITROGEN REMOVAL PLISINING AND PERMIT COMPLIANCE SCOPE OF SERVICES INTRODUCTION The purposes of this Task Order are: (1) to assist the City with designing, procuring materials for, and implementing modifications to the existing nitrogen removal basins at the WWTP in accordance with recommendations of the June, 1999 Nitrogen Removal and Permit Compliance report prepared under Task Order 1 (Amendment 1) of the Agreement. (2) to further develop and expand the study evaluating potential for and extent of nitrogen removal in the natural systems in and underlying the City's effluent disposal ponds as originally authorized by Task Order 2 (Amendment 2) of the Agreement. This work will be performed by a team of Carollo Engineers and Wildermuth Environmental. SCOPE OF SERVICES To provide the needed assistance and perform the required evaluations, the following tasks will be necessary: Task 1 Assist with modification to the existing nitrogen removal basins 1.1 Analyze the flow rates, hydraulics and piping and pumping systems to determine sizes and characteristics required. 1.2 Provide technical specifications for the mechanical equipment ( recirculation pumps and mixers) so that the City may purchase the equipment. 1.3 Design equipment and piping supports and other appurtenances necessary for installation. Design of electrical systems to power, control, and operate the equipment will be designed by the City and is not a part of this scope of services. Task 2 Study of nitrogen removal in the effluent disposal ponds To assist the City in completing the study, developing protocol and methodology, providing assistance and advice during the study, interpreting the results, documenting the work, and obtaining regulatory acceptance, as outlined in the following tasks, Will be necessary. The study covered by this scope is meant to evaluate removal of nitrogen in the soil column under and immediately adjacent to the existing ponds and to determine a fill and drain cycle and other operating criteria consistent with good nitrogen removal. At the option of the City, the scope can be expanded to evaluate other topics such as removal mechanisms, removal of other constituents, area hydrology and other subjects, the need for which may arise during the study. 2.1 Meet with the City to discuss the project and collect available information. 12/13/2000 H:\Client\Redlands-SAOW,ContractNitTO4.doc A-1 2.2 Develop a tentative protocol for the study and meet with the RWQCB to discuss and finalize it. The protocol will include locations and types of monitoring and sampling systems, sampling schedules, analytical methods, report format and content, and timing. It should be recognized that the need to modify parts the protocol should be expected as the study progresses. 2.3 Assist the City by recommending the selection, location, design, installation, and operation of sampling and monitoring systems. 2.4 Provide a monthly overview of operation and findings from the project. Meet with the City to discuss the findings and any apparent need to modify the protocol. 2.5 Prepare monthly reports summarizing the findings for the period for the City to file with the RWQCB. 2.6 Prepare a draft and final report summarizing the work, giving and interpreting findings, and recommending criteria for operating the ponds as a nitrogen removal process. 2.7 After filing the draft report, meet with the City and the RWQCB, if required,to discuss modifications to the City's waste discharge requirements and any benefits of continuing the monitoring program. Services Provided by City The City will provide the following: 1. All construction including that of monitoring wells, sampling stations, lysimeters, and access roads. 2. Geotechnical investigations, if they become necessary, including hydrogeological studies. 3. Sampling and laboratory analyzes of samples. 4. Operation of treatment, pumping, water transmission and flow control systems and the ponds. 5. Information from any previous studies regarding hydrology, monitoring programs, well logs, groundwater quality and depth, and pond operation. 12/13/2000 H:\Ctient\Redlands-SAOW-iContracf,NitTO4.doc A-2 ATTACHMENT B CITY OF REDLANDS WASTEWATER TREATMENT PLANT NITROGEN REMOVAL PLANNING AND PERMIT COMPLIANCE TASK ORDER 4 NITROGEN REMOVAL CAPABILITY OF THE PERCOLATION PONDS SCHEDULE ENGINEER shall commence work immediately following authorization to proceed. ENGINEER has reviewed the project with the CITY and agrees that the following schedule is a reasonable time frame in which to complete the work. Item Time 1. Notice to Proceed from City December, 2000 2. Submit draft report to City May 15, 2001 3. Submit final report to City June 30, 2001 ENGINEER and CITY mutually agree that they will work earnestly toward meeting the above tentative schedule. Should the scope of services change or should problems arise during the work period which could affect the above schedule, it is understood that both the ENGINEER and CITY will develop a revised schedule to address such scope changes and problems. The costing herein assumes that all work will be completed by July 31, 2001.
