HomeMy WebLinkAboutContracts & Agreements_13-1987_CCv0001.pdf AGREEMENT TO FURNISH ENGINEERING SERVICES FOR REDLANDS WASTEWATER TREATMENT PLANT EXPANSION TASK ORDER NO. 3 (PRELIMINARY AND FINAL DESIGN SERVICES IMMEDIATE CAPACITY PROJECT) This AGREEMENT is made and entered into as of this 21st day of April 1987, by and between City of Redlands, hereinafter referred to as "OWNER" and John Carollo Engineers, hereinafter referred to as "ENGINEER" In consideration of the mutual promises, covenants and conditions hereinafter set forth, the parties do hereby agree as follows: SECTION 1 (Purpose) The purpose of this Task Order is to authorize and direct the ENGINEER to proceed with certain "PRELIMINARY AND FINAL DESIGN SERVICES" as described in SECTION 2(B) of the January, 1987 AGREEMENT, and as more specifically de- scribed below. SECTION 2 (Scope of Work) The following items will be included in this preliminary engineering effort; accordi ngly: 1. Design and prepare plans and specifications for the following faci- lities and equipment necessary to increase the plant's capacity to 6.8 MGD. A. New unlined sludge beds (approximately 1-acre in size). B. Pump station to pump sludge from the digesters to the new sludge beds. C. Pump station to pump sludge from the decant (degasification) basins to the new sludge beds. D. Yard piping to serve the above. E. Provide for temporary access road from the existing plant to the new sludge beds. F New pump, piping, power and controls in the existing headworks pump station. G. New pump, piping, power and controls in the final effluent pump station (if evaluation shows additional pumping to be needed to reliably meet the needs of a 6.8 MGD plant). H. Provide for installation of new Owner-furnished screen in the headworks. I. Provide for piping, controls and appurtenances to activate the second grit chamber, and the installation of City furnished equipment and materials. J. New chemical feed (ferrous chloride) and storage system. 2. Prepare plans and specifications for the portions of the Rapid Bloc renovations to be constructed by construction contractor. 3. Meet with Owner approximately monthly to present progress prints and discuss the project. 4. Submit five copies of plans, specifications and bidding documents to Owner for review at the 50 and 85 percent completion points. 5. Review Owner's comments and make agreed upon revisions to the plans, specifications and bidding documents. 6. Print and furnish Owner with 50 sets of plans, specifications and bidding documents. Specifications and bidding documents will be bound in 8-1/2 x 11 books. 7. Assist Owner in working with RWQCB and in filing for discharge requi rements. A preliminary list of drawing sheets is included as Exhibit B. SECTION 3 (Time of Performance) The ENGINEER and OWNER have agreed upon the scope and recognize that time is of the essence. To this extent, the following schedule has been proposed: Days Following Item Authorization to Proceed 1. Notice to Proceed 0 2. Complete Rapid Bloc Renovation 65 3. Provide 85 Percent Design Submittal 40 4. Provide Final Plans and Specifications 65 The OWNER/ENGINEER agree that each will diligently work toward meeting the above schedule. -2- It is envisioned that all work covered by the Task Order will be completed by September 1987. If for unforeseen reasons the work is delayed beyond this date, the ENGINEER may need to revise the scope and payment provisions for work accomplished at a later date. SECTION 4 (Payment) Payment to the ENGINEER for services performed under this Task Order shall be as provided for in SECTION 3B of the January 1987 AGREEMENT. Payment for services under this Task Order shall be based on the ENGINEER'S Direct Salary times a Multiplier. The Multiplier for this Task Order shall be 2.761. A cost ceiling of Sixty Thousand Seven Hundred Dollars ($60,700.00) is hereby established for the envisioned work, and will not be exceeded except as provided for in SECTION 3 of the January 1987 AGREEMENT. Exhibit A is attached hereto, and reflects the above costs. SECTION 5 (Effective Date) This Task Order No. 3 is effective as of 21 April 1987. IN WITNESS WHEREOF, this AGREEMENT is executed by the Mayor and City Clerk of the CITY OF REDLANDS, pursuant to action of its City Council authorizing same, and the ENGINEER has caused this AGREEMENT to be executed the day and year first written above. SECTION 2 (Scope of Work) The following items will be included in this preliminary engineering effort; accordingly: 1. Further analyze those processes and process combination issues not fully resolved in the Design Update. 2. Select and recommend the process train to be used. 3. Size and develop design criteria for all processes. 4. Develop an hydraulic flow diagram, an hydraulic profile and' a solids balance for the plant. 5. Determine outline dimensions and geometry for major process struc- tures, buildings, and major conduits. Develop preliminary design drawings at full scale for major structures. 6. Prepare a preliminary, full-scale site layout considering hy- draulics, construction requirements, topography and access. 7. Prepare an estimate of electrical loads and preliminary motor horsepower li st. -1- 8. Determine the adequacy of the electrical power source and the exist- ing distribution system. Recommend additions and upgrades where needed. Develop provisions and recommendations for standby elec- trical power. 9. Prepare a cost estimate based on the preliminary designs, refining and updating earlier estimates. 10. Prepare a detailed schedule for all design, construction and permitting. 11. Provide for a geotechnical investigation and report covering new and existing areas of the plant site. 12. Meet with the Owner at least monthly to present and discuss con- cepts, progress and recommendations. 13. Provide review sets of drawings and text at appropriate times during the progress of the work. 14. Furnish three (3) copies of pre-design memorandums and applicable drawings for review by the Owner. 15. Make appropriate changes based on Owner's review comments. 16. Furnish Owner three (3) copies of completed pre-design memorandums and associated drawings. 17.. Assist Owner in working with RWQCB and in filing for discharge requirements. 18. Assist Owner in working with AQMD and in filing for permits. SECTION 3 (Time of Performance) The ENGINEER and OWNER have agreed upon the scope and recognize that time is of the essence. To this extent, the following schedule has been proposed: Days Following Item Authorization to Proceed 1. Notice to Proceed 0 2. Submit Draft Pre-Design Notebook Report 60 3. Submit Completed Pre-Design Memorandums 75 The OWNER/ENGINEER agree that each will diligently work toward meeting the above schedule. It is envisioned that all work covered by the Task Order will be completed by September 1987. If for unforeseen reasons the work is delayed beyond this date, the ENGINEER may need to revise the scope and payment provisions for work accomplished at a later date. -2- SECTION 4 (Payment) Payment to the ENGINEER for services performed under this Task Order shall be as provided for in SECTION 3B of the January 1987 AGREEMENT. Payment for services under this Task Order shall be based on the ENGINEER'S Direct Salary times a Multiplier. The Multiplier for this Task Order shall be 2.761. A cost ceiling of Eighty Three Thousand Five Hundred Dollars ($83,500.00) is hereby established for the envisioned work, and will not be exceeded except as provided for in SECTION 3 of the January 1987 AGREEMENT. Exhibit A is attached hereto, and reflects the above costs. SECTION 5 (Effective Date) This Task Order No. 4 is effective as of 21 April 1987. Outside Services 9 Soils (Geotechnical Report) $25,000 Budget Total $83,320 Say $83,500 JCE 4/13/87 AGREEMENT TO FURNISH ENGINEERING SERVICES FOR REDLANDS WASTEWATER TREATMENT PLANT EXPANSION TASK ORDER NO. 5 (PRELIMINARY AND FINAL DESIGN SERVICES FOR OPERATIONS AND LABORATORY BUILDING) This AGREEMENT is made and entered into as of this 21st day of April 1987, by and between City of Redlands, hereinafter referred to as "OWNER" and John Carollo Engineers, hereinafter referred to as "ENGINEER" In consideration of the mutual promises, covenants and conditions hereinafter set forth, the parties do hereby agree as follows : SECTION 1 (Purpose) The purpose of this Task Order is to authorize and direct the ENGINEER to proceed with certain "PRELIMINARY AND FINAL DESIGN SERVICES" as described in SECTION 2(B) of the January, 1987 AGREEMENT, and as more specifically de- scribed below. SECTION 2 -(Scope of Work) The following items will be included in this engineering effort; accordingly: 1. Meet with Owner to discuss requirements and architectural motifs for the Operations and Laboratory Building. 2. Prepare layouts and floor plans for a building of approximately 5,500 square feet (4,000 square feet operations/1,500 square feet laboratory). Planning shall include future expansions of the building to approximately 12,000 square feet. 3. Prepare Architectural elevations of the building. - Up to three motifs will be shown. 4. Meet with Owner to present and discuss the layouts, floor plans and architectural elevations. Make changes as agreed upon. 5. Prepare plans, specifications and bidding documents for construction of the building including adjacent site work, parking, landscaping, finishes and floor coverings, and laboratory furniture. Laboratory equipment other than major items such as fume hoods and vacuum pumps will not be included. -1- 6. Meet with Owner approximately monthly to present progress prints and discuss the project. 7. Submit five copies of plans, specifications and bidding documents to Owner for review at the 50 and 85 percent completion points. 8. Review Owner's comments and make agreed upon revisions to the plans, specifications and bidding documents. 9. Print and furnish Owner with 50 sets of plans, specifications and bidding documents. Specifications and bidding documents will be bound in 8-1/2 x 11 books. Plans will be reduced to half scale and bound with covers. A preliminary list of drawing sheets is included as Exhibit B. SECTION 3 (Time of Performance) The ENGINEER and OWNER have agreed upon the scope and recognize that time is of the essence. If for unforeseen reasons the work is delayed beyond this date, the ENGINEER may need to revise the scope and payment provisions for work ac- complished at a later date. SECTION 4 (Payment) Payment to the ENGINEER for services performed under this Task Order shall be as provided for in SECTION 3B of the January 1987 AGREEMENT. Payment for services under this Task Order shall be based on the ENGINEER'S Direct Salary times a Multiplier. The Multiplier for this Task Order shall be 2.761.
