AGREEMENT TO FURNISH ENGINEERING SERVICES
FOR
REDLANDS WASTEWATER TREATMENT PLANT EXPANSION
TASK ORDER NO. 12
OPERATIONAL ASSISTANCE
NITROGEN BENCH/FULL SCALE PILOT WORK
This AGREEMENT is made and entered into as of this 21st day
of Febru a , 1989*
by and between City of Redlands, hereinafter
referred to as "OWNER"
and John Cdr0110 Engineers, hereinafter
referred to as "ENGINEER"
In consideration Of the mutual promises, covenants and conditions hereinafter
set forth, the parties d0 hereby agree as follows:
SECTION 1 (Purpose)
The purpose of this Task Order is to authorize and direct the ENGINEER to
proceed with Certain "ADDITIONAL FEE SERVICES" as described in SECTION 2(E) Of
the January, 1987 AGREEMENT, and as more specifically described below.
SECTION 2 (Scope of Work)
A. SERVICES PROVIDED BY ENGINEER

l. Characterize Existinq Operation, Evaluate Data. Additional
information w0V|O be 0DtalngU to determine a mass balance and
measurement of several process flows not now being monitored. JCE
would work with the City's staff to determine these flows. The
SRT^s would be calculated for past operation. The data would be
then analyzed to qua ntifv the performance of the exist ing
denitrification process. The analysis Of the operational parameters
would establish the RAS flows, anoxic reactor detention times and
ML33 concentrations LO be Used in the parallel bench scale pilot
test.
2. Parallel Bench Scale Pilot —Test. The test would be performed
JOlOT|y by JCE and Dr~ Di�ve SteDsel Of the University of
Washington. The testing goal would be to determine the specific
denitrification rate.
3. Prepare Interim Report. The report would present the results of the
exlstlng operation and the bench scale tests. The specific

denitrification rate would be used to determine the optimum size of
an anoxic reactor within the existing nitrification basins. The
report would establish the tentative design criteria.
4. Prepare Equipment Specifications and Advise City Staff in It 's
Installation. JCE would determine the number, lo_cation and size of
mixers needed in the anoxic reactor and would advise the City as to
the best way to get electrical power to the mixers. JCE would
prepare detailed specifications for City to purchase submersible
mixers and flow meters. JCE would provide installation sketches for
equipment, as may be required.
5. Monitoring Full Scale Testing. JCE would visit the plant on a
weekly basis during the four month full scale testing period to
assist the operational staff. During the visits, the operational
data would be monitored and reviewed.
6. Evaluate Data, Confirm Critical Design Criteria, Determine Capacity
of Existing Facilities. Usingtheoperational data from the full
scale winter testing, JCE would establish the design criteria for
the anoxic reactor and nitrification basins. The capacity of the
existing facilities for present and possible future nitrogen
standards would be determined.
7. Prepare/Present Fi nal Report. A summary of all the full scale and
pilot testing work would be prepared and submitted as a final
report. Presentations would be made to the City and staff as
required.
B. SERVICES/WORK TO BE PERFORMED BY THE CITY
1. Perform all chemical analysis for the full scale testing.
2. Perform BODS and suspended solids tests for the bench scale tests.
3. Purchase and install the required mixers and flow meters.
4. If necessary, modify piping to create internal recycle flow.
5. Modify the aeration system as needed to provide optimum aeration and
scum control .
C. SERVICES PROVIDED BY OTHERS
Provide for outside services necessary to complete the bench scale
testing work.
1. Sanitary Consultant. Provide for services of Dr. Dave Stensel to
assist in evaluation of bench scale testing effort.

SECTION 3 (Time of Performance)
The scope of work presented herein assumes that all work would be complete by
]l March 1990. Should the scope of work material change Or go beyond the
above date, a revision to this task order may be required to reflect the
appropriate costs.
SECTION 4 (Payment)
Payment to the ENGINEER for services performed under this Task Order shall be
as provided for 1n SECTION 3B Of the January 1987 AGREEMENT. Payment for
services under this Task Order shall be based DV the ENGINEER'S Direct Salary
times d Multiplier. The Multiplier for this Task Order shall be 2.810. A
cost ceiling of Forty Four Thousand Five Hundred Dollars /$44,500\ is hereby
established for the envisioned work, and will not be exceeded except as
provided for in SECTION 3 of the January 1987 AGREEMENT. Exhibit A and B is
attached hereto and reflects the above costs. Direct job expense would be
billed at the actual invoice cost.
ENGINEER agrees that at the point 75-percent Of budgeted CU5tS have been
expended, the ENGINEER will notify the OWNER in writing, including a brief
report on 'Ob status, percent complete, analysis of budget, and envisioned
expenses to complete the contractual effort.
SECTION 5 (Effective Date)
This Task Order No. 12 is effective DS of 15 February 89.
IM WITNESS WHEREOF, this AGREEMENT is executed by the Mayor and City Clerk of
the CITY OF REDLANDS, pursuant to dCt1OD Of its City COUDC1l authorizing same,
and the ENGINEER has caused this AGREEMENT to be executed the day and year
first written above.
