Dear Mr. Luebbers
We are extremely pleased to have been selected to represent the City of
Redlands at the federal level.
As outlined in our proposal dated December 27, 1999, Copeland, Lowery &
Jacquez will represent the City of Redlands before Congress and the
Administration. We will work with you on priority issues identified by the
City, including federal funding for priority infrastructure projects and serve
as a resource to identify federal grants, report on legislative and regulatory
initiatives, attend briefings and Congressional hearings, and provide

Pursuant to our proposal, the terms of our relationship are as follows.
Copeland, Lowery & Jacquez will maintain a relationship with the City of
Redlands and will coordinate our day to day activities with the City through
the City Manager, the Mayor, or your designee. The relationship will begin
as of February 1, 2000, and continue through December 31, 2000. This
arrangement would be subject to review at the end of this time frame to
determine if adjustments are warranted. Either party upon 60 days written

provide periodic progress reports and submit billing summaries on a
monthly basis.
In return for the services outlined above, Copeland, Lowery & Jacquez
would receive a monthly amount of$2,500. Reimbursements for expenses
such as local transportation, messenger service, telephone, and pre-
authorized travel would be provided upon submission of itemized invoices.
If the foregoing terms and conditions accurately reflect your understanding
of the relationship, please sign where indicated and return a copy to us.

PROPOSAL
TO PROVIDE WASHINGTON REPRESENTATION SERVICES
TO THE CITY OF REDLANDS
Copeland,Lowery and Jacquez is pleased to have the opportunity to submit the following
proposal to provide Washington representation services to the City of Redlands. We are
extremely interested in the possibility of representing the City of Redlands and believe
our expertise could ensure that the City's interests are broadly and effectively protected
and advanced at the federal level.
FIRM BACKGROUND
Copeland, Lowery& Jacquez is a partnership registered to do business in Washington,
DC as a firm specializing in federal government relations. As the attached firm personnel
biographies indicate,the principles of the firm combined have over 75 years experience
working in the Administration, in Congress, and in private government relations practice.
After several years of working together at larger firms, Jim Copeland and Lynn Jacquez
established their own firm in March of 1992. The third name partner, Bill Lowery, a
former Member of Congress and City Council member and Deputy Mayor of San Diego,
joined the firm in January of 1993. The fourth partner, Jean Denton, a senior associate at
the firm since 1993 and former Congressional staff member, became partner in April of
1999. The newest partner. Jeff Shockey,joined the firm in May after serving as
legislative Director to Congressman Jerry Lewis. The firm also has associates, Merrill
Wegner and Elizabeth McGlynn. In addition the firm has three legislative support

assistants, Peter Larson, Linda Hansen, and Patricia Daley, all of whom have had
experience in positions with Congressional offices, Federal agencies, or private
government relations firms. The firm has a minority-hiring program and,has two women
partners, Lynn Jacquez and Jean Denton who share ownership of the business.
The firm's practice revolves around individualized client service and teamwork. Each
member of the firm takes a hands-on approach with every client and all of the firm's
resources are placed at the disposal of each client. Therefore a client can rely upon the bi-
partisan, multi-faceted substantive experience of each particular firm member. The firm is
widely noted as being particularly experienced in issues related to California in that over
60% of its clients are California-based. The firm has been profiled in both the National
Journal and the Los An4eles Times.
PROPOSED STAFFING OF THE REDLANDS ACCOUNT
While all the resources of the firm's personnel are placed at the disposal of each client for
the purposes of client contact and accountability, an individual partner is designated as
the primary principal for the account. For the representation of the City of Redlands and
its interests, the primary partners would be Jeff Shockey and Bill Lowery. Associates
Merrill Wegner and Elizabeth McGlynn would assist them on a daily basis.
SCOPE OF SERVICES
The services discussed in our recent meeting in Redlands are entirely consistent with the
scope of services the firm provides to its existing local government clients. We believe
the most effective representation of a local government involves arranging the access of
local elected officials and department officials at crucial times to key decision-makers at
the federal level. We try to create on ongoing dialogue between the local government
and its federal counterparts facilitated by our experience and breadth of contacts so that
the client is pro-active in the debate of any issue of significant impact.
As a matter of course, we provide monthly written reports on activities and
developments. However, because many times the development of legislation can be a
daily if not hourly occurrence we recommend the scheduling of regular conference calls
to bring interested parties up to date on recent developments. �Ve have found this to be a
very effective way of filling the information gap between those individuals most directly
involved in an issue and those who would only receive the monthly report. We distribute
an agenda for the calls with discussion topics noted so those who are interested can
participate.
FIRM EXPERIENCE
Copeland, Lowery & Jacquez has extensive experience in the representation of local
(Yovernment and local governmental entities. We are success oriented and focus on issues
that have the most impact on the bottom line. We also have a deep understanding and
appreciation for the burdens placed on local governments in these times of decreasing

Federal monetary support. The firm represents the City of San Diego as well as several
other California cities and provides a full range of representational services for the Mayor
and City Council Members. We also represent Alameda and Merced Counties and
provide a full range of services to them. We represent Ventura County in a more targeted
scope, focusing only on economic development and military base retention. We have
also represented the State of California on base reuse and defense conversion issues.
Given the varying demographics and needs of these local government clients, there really
is no issue of significance to local governments, particularly those in California,that we
have not been involved with.
One of the primary tasks we were charged with when retained by Alameda County was to
improve the County's federal grant process. We helped develop a County-wide
coordination process for the identification of grant opportunities, early notification of
funding availability, dissemination of the grant notice and, most importantly,the
application follow-up strate.—Y% NVe have a firm-developed system that we tailor to each of
our client's needs.
An often-overlooked element to our representation of local governments involves
appropriations. The appropriations process is one of Copeland. Lowery &Jacquez'
strengths. Bill Lowery served as a member of the House Appropriations Committee and
partner Jean Denton served as his appropriations legislative aide. Further, Jeff Shockey
served as Congressman Lewis' key appropriations staff member. All are well versed in
identifying I
ying opportunities for specific funding designations in appropriation bills for our
local government clients.
We also represent several local government entities such as the Bay Area Transit District
and the Santa Barbara Metropolitan Transit District focusing on transportation issues.
Finally, we represent several major corporate entities including SAIC, Pacific Mutual
Insurance, Boeing and AT&T.
APPROACH TO REPRESENTATION OF REDLANDS
Copeland Lowery& Jacquez owes its success primarily to its abilitN, to work Xvith its
clients to develop the most effective strategy given the issues at hand and the existing
political landscape. We devote an extensive amount of time with new clients to immerse
ourselves in relevant issues and to understand the clients' perspectives. We work hand-
in-hand with our clients to devise the most effective strategy for them to achieve their
goals.
If retained by the suggest City of Redlands, we could gest the following approach:

• Based on our knowledge of local government interests, develop a list of currently
pending legislative initiatives that might impact the City and determine City
positions;
• Review the Administration's budget request and identify program areas that impact
the City;

• Develop priorities for the FY 01 appropriations process. We suggest identifying
general programs of interest but in addition developing three to four"demonstration"
projects that could be pursued for the City;
• Determine legislative initiatives that the City wants to sponsor and develop an
implementation strategy.
We strongly recommend a two or three day session of briefings by City Officials in
Washington for key Members of Congress and the Administration and staff. These
briefings should take place in early spring and should focus on the City's FYOI
legislative and appropriation priorities.

would develop a federal grant process tailored to the City's needs. We would report on
legislative and regulatory initiatives, attend briefings and Congressional hearings and

FIRM'S SUCCESSES
We believe we have achieved an unprecedented level of success for our local government
clients. Detailed below, while not an exhaustive list, are accomplishments the firm was
instrumental in achieving:
0 Specific legislative language in the Ryan White AIDS Emergency Assistance Act that
allowed Alameda County to qualify a year early for federal emergency assistance;
0 Language directing the Housing and Urban Development Agency to provide $25
million for the replacement of low income housing destroyed in the Loma Prieta
earthquake;
* Over nine years, in excess of$3)00 million for the Bay Area Transit District;
0 $3.5 million for the construction of a new public health facility in Merced;
* Over four years, in excess of$100 million for the ABPA electric vehicle consortia
program;
0 $3 million EDA grant for Merced defense conversion;
0 $7 million for the Santa Barbara Transit District:
0 Assisted Alameda County in obtaining the largest lead abatement grant awarded by
HUD;
* SI.5 million for the City of Oakland's Jobs for the Homeless Consortium;
0 Funding for a major crime prevention project in Alameda:
* Represented Ventura County in successful effort to avoid closure of major Navy
facility.
* During a five year period, over $30 million earmark for Defense Conversion Center at
San Diego State University,
* Funding for multiple species conservation efforts in Southern California;
* $7.3 million for access roads at the new UC Merced campus-
* Helped secure over$100 million in highway transportation funding, including SR
905, for the San Diego Region in the recent transportation reauthorization-,

* Protected$15 million for the San Diego Federal Court House;
* $550,000 for a Water Resources Institute at California State University, San
Bernardino;
0 $2 million for Seismic Retrofit projects at California State University, San
Bernardino;

0 $100,000 for road improvements in the City of Loma Linda.

EXPERIENCE IN SPECIFIC AREAS
• Economic Development
The firm has been very successful in identifying funding opportunities for

economic development activities. We work with the Commerce Department,
Transportation Department, Housing and Urban Development and Department of
Defense to seek specific opportunities for our local and state government clients.

and have become expert in ferreting out sources of money that can be used for
economic development. We worked for Merced County (Castle Air Force Base),
and are working on behalf of City of San Diego (Naval Training Center) and
Alameda County (closed Naval facilities) to secure funding and federal policies to
promote economic development.
• Public Safe4-,
We were very active in the Processing of the recent crime bill and helped five
cities in Alameda County obtain funding. We have also been actively involved on
behalf of the Probation Departments in identifying funding for alternative
sentencing programs and juvenile programs.
• Housing-
We
ousingWe have been very active in the reform of the McKinney Act programs and
housing reauthorization. We worked with our Congressional delegation to obtain
language benefiting Alameda County in the housing reform bill. We are currently
working on behalf of the City of San Diego to reform federal law pertaining to
residential care facilities. We also have a proven track record with regard to

developing successful strategies for our clients to obtain Economic Development
Initiative earmarks.
• Water Quality
We have been active in the reauthorization of the Clean Water and Safe Drinking
Water Acts. Working with congressional members and staff we were successful
in obtaining language in both bills protecting our clients interests. In addition, we
worked to ensure House passage of critical sewage legislation for the City of San
Diego. We were also successful in obtaining federal funding for the City's
reclamation program.
• Open YpacelRecreation
We have monitored developments in this area for our local government clients
and were successful in obtaining legislation governing the conveyance of park
land to Merced County.
• Tranyportation
As noted above, a large portion of our practice involves transportation issues. We
have had a high level of success in both working the transportation appropriations
process as well as the various transportation agencies to obtain funding for our
transit clients, and for CALSTART/WestStart, a non-profit consortium involved
in advanced transportation technologies.

FEE PROPOSAL
Copeland, Lowery & Jacquez provides a broad range of services to its clients. We work
on a monthly retainer basis and the level of the retainer is determined by the estimated
amount of time necessary to achieve the stated objectives. Retainers from our existing
local government clients range from $210001/month to $22,000/month. In order to devote
the amount of time necessary to accomplish the scope of services outlined in our recent
meeting, we would propose a monthly retainer of$21500. CI_&J would be reimbursed for

pre-approved travel and expenses. This arrangement would begin on January 1, 2000,
and conclude on December ')1. 2000. This arrangement would be subject to review at the
end of this time frame to determine if adjustments are warranted. This contract could be
terminated by either party upon 60 days written notice.
