AGREEMENT
This agreement is effective as of the 20th day of April, 1984, by
and between the County of San Bernardino, a body corporate and
politic (hereinafter collectively referred to as "COUNTY" ) and
the following incorporated cities within the COUNTY:
CHINO
REDLANDS
BARSTOW
LOMA LINDA
COLTON
NEEDLES
(Hereinafter referred to individually and collectively as
CITY. )
RECITALS
WHEREAS, COUNTY has entered into Agreement Number 84-156 with
Donald A. Cotton and Associates (hereinafter referred to as
CONSULTANT) for assistance in preparation of a Revised Housing
Element; and
WHEREAS, Section 4 of Agreement Number 84-156 states that the
cities within the COUNTY can participate in the portion of the
Work Program involving the updating of needs assessment
information; and
WHEREAS, the COUNTY has agreed to provide the CONSULTANT with a
list of these cities within twenty (20) working days of the
execution of Agreement Number 84-156; and
WHEREAS, this Agreement is subject to the conditions and
requirements of paragraphs 3 . 1 . 3 , 3 .1 .4, 3 .3 .2 and 4 of Agreement
Number 84-156, which are incorporated herein by reference; and
WHEREAS, city participation is permitted so long as it does not
delay performance of the specified Work Program for the COUNTY in
the specified time frame, and so long as the data prepared for
the CITIES is the same type of data, and is prepared in the same
detail and format as the data prepared for the COUNTY; and
WHEREAS, those cities desirous of additional consultant services
may contract separately with CONSULTANT; and
WHEREAS, the COUNTY shall retain control of the products for the
CITIES until reimbursement is made by the CITIES; and
WHEREAS, the price for these products is $1, 100.00 for each city;

NOW, THEREFORE, for and in consideration of mutual covenants and
conditions herein contained, the COUNTY and CITY do agree to the
following:
1 . AGREEMENT OF CITIES
1.1 Each CITY shall pay $1,100.00 to the COUNTY within a maximum
four (4) weeks of the receipt of the invoice as delivered by
the COUNTY.
2. AGREEMENTS OF COUNTY
2.1 The COUNTY agrees to have the CONSULTANT prepare the
information required in Phase II of the Work Program
indentified in Agreement Number 84-156 for each city°
participating in this agreement.
2.2 Upon receipt of the above products, the COUNTY will deliver
an -invoice in quadruplicate to the CITY.
2.3 COUNTY will transmit the product to each CITY upon receipt:
of the payment from that CITY.
3. This agreement shall be effective .for each CITY that signs this
agreement.
4. This Agreement may be executed in counterparts, each of which so
executed shall be deemed an original irrespective of the date of
the execution, and said counterparts, together shall constitute
one and the same agreement.

SUBJECT: AGREEMENT TO ALLOW THE PARTICIPATION OF THE CITIES OF
CHINO, REDLANDS, BARSTOW, COLTON, LOMA LINDA AND
NEEDLES It" THE PREPARATION OF THE REVISED HOUSING
ELEMENT FOR THE COUNTY
RECOMMENDATION: APPROVE agreement with the cities of Chino,
Redlands, Barstow, Colton, Loma Linda , and Needles in the amount of
$6, 600 .00 to allow participation by these cities in the preparation
of the Revised Housing Element for the County.
BACKGROUND: On March 26, 1984 the Board of Supervisors approved an
agreement in the amount of $26 , 740 . 00 with Donald A. Cotton and
Associates for consultant assistance in the preparation of a
Revised Housing Element. Section 4 on page 4 of this agreement
permits the County's cities to contract with the County to have its
consultant update the housing needs assessment of each city ' s
general plan at a substantial savings . To allow the interested
cities the time necessary to commit the necessary funds , the County
agreed to provide the consultant with a list of the interested
cities by April 20, 1984. An agreement with the cities which
defines both the conditions of the payments to the consultant and
the reimbursement by the cities is attached. The cost for each
city is $1 , 100.00 .
As of the date when this transmittal was prepared there were four
cities that had written commitments to the County to participate.
These are the cities of Chino, Reelands , Loma Linda, and Barstow .
The cities of Colton and Needles have informed the County that they
will have commitments for this participation on April 17 , 1984.

On March 26, 1984, an agreement was made with a consultant to assist in the
preparation of the County Housing Element. This agreement permitted the
County's cities to contract with the County to have its consultant update
the housing needs assessment of each city's general plan at a substantial
savings. The above cities have committed to this participation. The County
is to be reimbursed for the funds expended.
