A. SCOPE 1. FEASIBIL TTY STUDY AND PRELIMINARY DESIGN. The engineering services for feasibility study and preliminary design would include the following: a. Conduct an in-depth inspection and study of the reservoir site to determine the most feasible and optimum location, alignment, type and con-1-figuration of the reservoir that would best meet the requirements of the City. b. Evaluate alternative reservoir tvT)es and structural materials including reinforced and prestressed concrete. Further, the aesthetics and economics would be investigated. C. Review the survev data available and determine the need for any additional surve,,ing. d. Assist-- and coordinate with the soil and geologic investi- gations and preliminary surveying, if needed. Determine the requirements to provide services and access roads to the facility and prepare a layout. f. Determine the volume of earth to be excavated and the most economical method of redistribution and/or disposal. g. Determine the requirements at the facility to provide security and vandal-resistant operation. h. Prepare a preliminary report discussing recommended alternatives , available storage capacity, and relative construction costs along with the criteria discussed above. 2. DESIGN ENGINEERING SERVICES. The design engineering services would include the following: a. Preparation of detailed plans and specifications for a single design for construction, including all bidding documents and forms necessary for receiving competitive bids. The plans and specification would conform to all state and local regulations. b. Detailed estimates of quantities and construction costs. c. Assistance in securing bids. d. Analysis of bids. e. Reviewing of shop and working drawings of manufacturers and contractors for substantial conformity with the intent of the contract plans and specifications. f. Assistance in the correct interpretation of the plans and specifications , including the preparation of elementary sketches, if required, to clarify details. g. Reviewing estimates of progress and final Payment to contractors. h. visits by office personnel to the site of the work on an average of one visit per month. i . Ass--stance in final inspection and tests. Correction of plans to show as-built conditions. We would provide any or all of the following field services for design and construction of the project: a. Field engineering surveys to determine topography, profile data, and location of physical features in connection with the design work to be performed. b. Construction staking. C. Detailed field observation during construction. d. Shop and mill inspection. Notwithstanding any inferences, references or omissions to the contrary contained within this proposal, the City of -Redlands understands that Montgomery shall not direct any contractors, subcontractors, etc. , at the job site. Montgomery's duties relative to field observations shall be understood to amount to "monitoring" only in accordance with the requirements as set forth under codes of various municipal, state and other regulatory bodies, and it is hereby agreed that Montgomery will assume no obligation for any acts, errors or omissions of parties other than Montgomery, and the City of Redlands agrees to indemnify, hold harmless and defend Montgomery for acts, errors or omissions of parties other than Montgomery. 4. OUTSIDE SERVICES. a. Employment of soils and foundation engineering firm to perform soils and geotechnical investigations. b. Employment of a testing laboratory for testing of materials during the construction phase of the project. 5. ADDITIONAL SERVICES. Additional services would include any of the following services rendered by us : a. Administration of construction contract. b. As a result of substantial changes ordered by the City in the nature of extent of the work, including meetings and negotiations with the contractor, if any. C. As a result of the delinquency or insolvency of one or more of the contractors. d. As a result_- of fire, flood, earthquake or other acts beyond our control which we would not have avoided by exercising reasonable care and foresight. At the request of the City in connection with any other matter or any item of work not specified herein. B. CLIENT FURNISHED SERVICES. It is understood that the staff of City of Redlands would provide system .operational data that affects the design of proposed reservoir, access to the reservoir site and any other pertinent information for the timely prosecution of the work. The City of Redlands will also prepare the environmental impact documents needed for the project. C. FEES AND CONDITIONS FOR ENGINEERING SERVICES. 1. The fee for engineering services described in paragraph A-!,. A-3, A-4 and A-5 would be based on the current Schedule of Fees and Conditions, a copy of which is attached. Based on our knowledge of the work, we recommend that for services described in paragraph A-1, Feasibility Study and Preliminary Design, an amount of $6,000 be budgeted. 2. The fee for Design Engineering Services described in paragraph A-2 would-be a lump sum, calculated as a percentage of net construction cost of the reservoir. The construction cost is defined as the total cost of construction including all change orders, but exclusive of costs of land, rights-of-way, engineering, field surveying and construction staking, and field and mill in- spection. The percentage figure for the reservoir would be determined from Curve B, appearing in the latest edition of Manual 45 of the American Society of Civil Engineer, the effective date being the date of bid opening. Interpolation between tabulated figures of this curve shall be a straight line. Payment of 85 percent of the fee will be due within the period in which the plans and specifications are prepared. During this period monthly statements will be presented to the City for the percentage of work completed during each month of the design period. The re- maining 15 percent of the fee will be due in approximately equal monthly payments during the Construction period. Computation of the amount due during the design period would be based on our estimate of the construction cost. An adjustment would be made in the -final payment to reflect the actual net construction cost. All other terms shall be in accordance with Schedule of Fees and Conditions attached. We would commence work immediately upon notification to proceed and we would complete the preparation of the plans and specifications within 180 days so that the construction contract can be awarded by June 1, 1980. If the above proposal meets with your approval, we shall be pleased to enter into a contract embodying its terms, or this proposal may be accepted by affixing the proper signatures in the spaces provided.
