SUBJECT: AMENDMENT TO CONTRACT 87-55, CALIFORNIA STREET AT REDLANDS
BOULEVARD - H10318
RECOMMENDATION: Approve amendment to Contract 87-55 between the Cities
of Redlands and Loma Linda, and the County of San Bernardino.
BACKGROUND INFORMATION: On January 26, 1987, the Board of Supervisors
approved an agreement between the County and Cities of Redlands and Loma
Linda regarding contributions of each for engineering services in design
of the realignment of California Street at Redlands Blvd. and installing
signals at this intersection. In review of the initial proposal, it
became evident, and was agreed upon by the Cities and County, that the
project should be increased in scope to handle ultimate flows in Mission
Zanja Channel under this intersection . The Engineer resubmitted a
project design estimate of $71 ,000 based upon the increased design work.
REASON FOR RECOMMENDATION: The $71,000 estimated engineering costs for a
$1 .5 million project are equitable, and the Cities of Redlands and Loma
Linda have approved this amendment.
REVIEW BY OTHER DEPARTMENTS: The proposed amendment has been reviewed
and approved by Deputy County Counsel E.H. Robinson on January 4, 1988.
It has been found to be consistent with the County' s Affirmative Action
Program by the Contract Compliance Officer, and reviewed as to budget
expenditure by the County Transportation Department' s Program Management
Division.
FINANCIAL DATA: Funds have been budgeted in the Transportation
Department's 1987/88 Fiscal Year Budget. The County' s share is limited
to a maximum of $9,600.

Bear responsibility for twelve percent ( 12%) of the estimated $71,000 project
engineering cost . County's share shall be limited to $9 ,600 unless a greater
amount is subsequently authorized by the County .
REDLANDS SHALL: Page 2 of 3, paragraph 6
Bear responsiblity for fifty-two percent (52%) of the project engineering
costs . Redlands' share shall be limited to $41 ,600 unless a greater amount
is subsequently authorized by the City.

Bear responsibility for thirty-six percent (36%) of the project engineering
costs . Loma Linda's share shall be limited to $28 ,800 unless a greater amount
is subsequently authorized by the City .

Dear Ron:
Attached for your review and approval by the City of Redlands is an amendment
to Agreement No. 87-55 which sets out the financial responsibilities of the
Cities of Redlands and Loma Linda, and the County of San Bernardino regarding
this project. Reference is made to Noel Christensen's letter of November 12,
1987 in which he estimates the total maximum compensation for engineering
has increased from $30,000 to $71,000.
Please process approval of this agreement through your City; and upon
execution, please pass along all five copies to the City of Loma Linda for
their review, approval and execution prior to returning this amendment to
Agreement No. 87-55 to our Department for Board of Supervisor approval.
