HomeMy WebLinkAboutContracts & Agreements_17-2004_CCv0001.pdf FIRST AMENDMENT TO AGREEMENT TO FURNISH CONSULTING SERVICES FOR DESIGN OF BRIDGES OVER THE SANTA ANA RIVER AT ORANGE STREET AND AT ALABAMA STREET PHASE I This Agreement is made and entered into this third day of February 2004, by and between the City of Redlands, a municipal corporation("City"), and TYLIN International ("Consultant"). In consideration of the mutual promises contained herein, City and Consultant agree to the following amendments to the Agreement to Furnish Consulting Services dated November 4, 1997 (hereinafter the "Agreement"): Section 1. In addition to those services listed in Exhibit "A" to the Agreement, Consultant shall provide additional services as listed in Appendix 1. Section 2. In addition to the compensation payable to Consultant in Section 4.1 of the Agreement, Consultant shall be paid the additional sum of$50,840.00 for the additional services described in Section 1, above. The total compensation now payable to Consultant pursuant to the Agreement is $211,544.44. Section 3. Consultant's Services under the Agreement shall now be completed by June 10, 2004. Box 3005 Redlands, CA 92373 RE: Orange Street and Alabama Street Bridges Geotechnical Investigation Dear Bill: Pursuant to your request to begin the geotechnical investigation, this letter is a request for approval to add that task to our scope of work and the corresponding fees to our budget for the Preliminary Engineering phase of the project. This investigation had been planned for the Final Design phase, but is needed now as part of the preliminary engineering to establish the remaining final design parameters and expedite the project completion. The work will consist of a foundation investigation and report and will be preformed by our geotechnical subconsultant, Converse Consultants. A summary of the scope of work for this task is attached. The compensation needed to complete this work is$25,420 for each bridge location, for a total amount of$50,840. If the above described amendment to our Preliminary Engineering agreement is acceptable, please sign below and return one copy of this letter to our office as approval and signifying notice to proceed. Lin International SCOPE OF WORK AMENDMENT Jnr THE REPLACEMENT OF ORANGE STREET AND ALABAMA STREET BRIDGES AT THE SANTA ANA RIVER PHASE I - PRELIMINARY ENGINEERING SERVICES January 9, 2004 I. ADDITIONAL BASIC SERVICES TO BE PERFORMED BY CONSULTANT Task 1 -Site Reconnaissance and Investigations 1-1 Foundation Investigation A subsurface investigation conforming with Article 43.5, -Required Subsurface Investigations,"of the Caltrans Bridge Design Specifications and other Caltrans standards and requirements shall be made by a geologist or civil engineer licensed in California specializing in foundations. In general, the subsurface investigation shall be of sufficient scope to reasonably identify subsurface conditions and obtain relatively undisturbed material samples for testing and development of design recommendations. For this project. the subsurface investigation shall include the following tasks: I-LI Develop access for a drill rig to reach the river channel area. 1-1.2 Twelve borings (6 borings at Orange Street and 6 borings at Alabama Street) will be drilled with Becker Hammer and Hollow-stem auger drilling equipment. The borings will be drilled to depths between 40 and 60 feet below existing ground surface (bgs) or to refusal, whichever is shallower. If possible, undisturbed samples of the subsurface materials will be obtained at approximately five-foot intervals in the borings. Bulk samples of representative soil types will be obtained. 1-1.3 Standard Penetration Tests (SPTs) will be conducted using a 1.4-inch interior diameter(ID) sampler driven by a 140-pound hammer falling 30 inches in general accordance with ASTM Standard D1586 test method. Disturbed samples of subgrade soils will be obtained. 1-1.4 If groundwater is encountered, groundwater levels in the borings will be recorded. 1-1.5 Sufficient laboratory tests will be performed to assess the engineering properties for the analyses of the design conditions and preparing construction recommendations. 1-1.6 The draft lo---s of borings shall be submitted to the City Public Works Director. Scope of Work Amendment—Phase I Preliminary Engineering Services Orange Street and Alabama Street Bridge Replacements January 9,2004 Page 2 of 2 1-2 Foundation & Materials Report The Foundation and Materials Report shall conform with Sections 3-8 and 6-1 of the Caltrans EFP13 Information and Procedures Guide and with "Guidelines for Preparation of Structure Foundation Reports"by the Caltrans Office of Structural Foundations and shall include the following: 1-2.1 Evaluation of types, locations, and engineering characteristics of foundation materials. 1-2.2 Assessment of engineering seismology and liquefaction potential. 1-2.3 Evaluation of factors affecting the design of the proposed structures, including total settlement and groundwater. I-2A Recommendation of the most feasible methods of foundation support with allowable and ultimate bearing capacities, uplift capacities and resistance to lateral loads. 1-2.5 R-value tests and recommendations for roadway pavement structural sections. 1-2.6 Specified and probable tip elevations for 45 and 70-ton piles. 1-2.7 Evaluation of the corrosion potential. 1-2.8 Recommended amendments to Caltrans'Standard Specifications regarding site grading. 1-2.9 Identification of unsuitable materials requiring removal and re-compaction or replacement. 1-2,10 The estimated acceleration and depth to rock-like materials in accordance with Caltrans'Bridge Design Si)ecifications. 1-2.11 Preparation of a "Log of Test Borings" sheet measuring 24 inches by 36 inches presented in the standard Caltrans format on City title block drawing sheets.
