AN ENVIRONMNETAL IMPACT REPORT AND ASSOCIATED
DOCUMENTS FOR THE ENTITLEMENT APPLICATIONS
COMMONLY KNOWN AS THE "BULLDOG COMMONS PROJECT"
This first amendment(this "First Amendment") to the Agreement for the preparation of an
Environmental Impact Report and associated documents for the entitlement applications commonly
known as the "Bulldog Commons Project" dated January 18, 2005 (the "Agreement"), by and
between the City of Redlands,a municipal corporation("City")and ECORP Consulting,a California
Corporation ("Consultant") is made and entered into this I st day of August, 2006.
RECITALS
WHEREAS, it is the desire of City and Consultant to amend their existing, Agreement to
amend the scope of services to be provided by Consultant and to increase Consultant's
compensation;
NOW, THEREFORE, the Agreement between City and Consultant is hereby amended as
follows:
i Section 1. Exhibit"A" of the Agreement is hereby amended to include within its scope of
services to be performed by Consultant the production of an additional Administrative Draft EIR for
the City, incorporating an alternative that includes construction of the apartment buildings without
the flood control improvement in the Zanja and additional meetings attended by Consultant as
described in Exhibit"1" attached to this First Amendment.
Section 2. Section 5.1 of the Agreement is hereby amended to read as follows.
"For its performance of the Services, Consultant shall be paid on a
time and materials basis in accordance with the rates specified in
Exhibit "A." Notwithstanding the foregoing, Consultant's
compensation for the Services shall not exceed S 33,557."
Section 3. All other provisions of the Agreement shall remain in full force and effect.
IN WITNESS WHEREOF,the parties have executed this First Amendment,to be effective as
of August 1, 2006.

SCOPE OF WORK
Task I—Additional Administrative Draft Elk-An additional Administrative Draft EIR was
produced for the City, Incorporating an alternative that included construction of the apartment
buildings without the flood control improvements in the Zanja. This alternative was suggested by
ECORP at a project meeting on August 19, 2005, but the City decided not to include it During its
review of our first Administrative Draft EIR submitted on September 12,2005,the City determined
that it would be desirable to include the residential development without flood control improvements
altemative. ECORP added this alternative and submitted a second, out-of-scope Administrative
Draft EIR,
Task 2—Additional Level of Effort for Final EIR—The University of Redlands has submitted a
comment letter which is substantially more complicated than originally anticipated.Additionally,
more comments may be forthcoming when the University reviews the technical studies included in
the Planning Department's project file. This task augments the original budget for the
Administrative Final EIR and provides for a check copy of the Final EIR prior to release of this
document to the public.
Task 3—Meetings—Our original scope of work included 6 project meetings (one internal kickoff
meeting and 5 meetings for ERQHSPC/Planning Commission/City Council). To date,we have
attended 3 internal project meetings, I HSPC meeting and 1 Planning Commission meeting. We
have added 1 additional internal project meeting, I additional Planning Commission meeting, and 2
City Council meetings(total of 4 meetings),
