REGULATIONS FOR THE ADMINISTR-:TION OF TIM OUIELRD HATER CONTROL PROGRAM, COJUTY OF SAN BERNARDINO, DE'Pg l''aau rT The following rules were adopted by the Board of Supervisors cu D3c., 21st. 1951 for the guidance and operations in the Orchard. Reater Rro,ram. 1. Storage unnta,iners Heating bowls and pots used for oil storage only may be approved by the Control Officer or Investigator when a storage statement has been signed with the County Department of Agriculture and in such case, the one cent per heater fee, as set forth in Section 19 of Ordinance No. 660 as amended, shall not be charged. In such cases, the Control Officer shall require that the stacks and/or internal chimneys of such containers shall be removed and kept removed from the grove, or said stacks and/or internal chimneys be rendered un- fit for use for burning purposes, that no heating will take pzac� with such containers except when a legal stack has been transferred from a heater for which a permit has been issued. Such storage uuiits vial! be kept clean and shall contain clean oil and such storage units vill be kept alongside, or adjacent to legal type heaters for which a permit has been issued. 2. Non -firing The County Department of Agriculture may accept a non -firing affidavit from growers in those cases where full assurance is given that no firing will take place with such heaters; however, this will not apply past November 1, 1953, for those heaters which will not thereafter conform to the conditions of Ordinance No. 660 as amended (Class III). 3. Repair Heaters shall be maintained in good repair and working order. Repair shall prevent air leakage, either through improper assembly or the pre- sence of any hole or break caused by any injury or deterioration that would impair the burning characteristics of the heater. Stacks shall be fastened firmly to bowl covers so as to prevent air -leakage and such stack fastening shall preferably be by the use of a collar installed on bowl covers. Bowl covers shall be fastened firmly to bowls to prevent air -leakage. 4. Cleanliness Reasonable cleanliness is defined to mean that Class III heaters should be cleaned after approximately ten hours of burning and Class I1 heaters should be clewed after ten to twenty hours of burning. Stacks Accumulation of soot in stacks which tend to restrict air -flow through louvers mu£t not occur, and for actual measurement one.—ighth inch thick deposits of soot would make a stack non_confor:Z:in, . Bowl Covers f'Stringers or ribbons" of soot over one inch in length on the underside of bowl covers would render the bowl covers non -conforming. Burners Soot or scale accumulation of one -eighth inch in thickness would render burners non -conforming. Bowls One inch sludge in the bottom of a bowl and one-half inch soot accumu- lation on the sides of the bowl would render the bowls non -conforming. Down -draft Tubes, Internal Chimneys, Wicks, Drafts etc. One --half inch soot deposits on these devices would render them non- conforming, 5. Classification of Heaters The Aeicultural Commissioner shall be guit.ed by the findings of the University of California Experiment Station in the methods used to de- tetmine burning rates in the classification of heaters not specifically classified in Ordinance No. 660 whenever adequate information from such source is available. 6. Air Intake Orifice Holes The following equivalent holes chart is issued and approved for the guidance of all orchard heater operators and investigators, subject however to changes which will be caused by the outlawing of Class III heaters as of November 1, 1953. The compliance with the equivalent holes chart will in no way relieve the grower of the responsibility of keeping his heaters within the burning rates as prescribed by County Ordinance No. 660.
