HomeMy WebLinkAbout2019_05_28 - Special MINUTES Special meeting of the City Council of the City of Redlands held in the Council Chambers, Civic Center, 35 Cajon Street, on May 28,2019 at 6 00 P M Present Paul Foster,Mayor Denise Davis,Mayor Pro Tempore Eddie Tejeda, Council Member Toni Momberger, Council Member Absent Paul Barich, Council Member Staff Janice McConnell,Assistant City Manager,Dan McHugh, City Attorney, Robert Dawes, City Treasurer,Jeanne Donaldson, City Clerk, Carl Baker,Public Information Officer, Chris Catren, Police Chief,Danielle Garcia,Management Services/Finance Director, Chris Boatman, Quality of Life Director,Brian Desatnik,Development Services Director,Paul Toor,Municipal Utilities and Engineering Director,Nathan Cooke,Fire Chief Mayor Foster called the special meeting to order and offered those present the opportunity to provide public comment on any subject within the jurisdiction of the City Council which is not already scheduled on this agenda PUBLIC COMMENT Appreciation and Concerns-Dennis Bell thanked everyone involved in putting together such a great Memorial Day ceremony held at Hillside Cemetery Park He expressed concern the City is processing requests to add more coffee shops and another car wash within the City when, in his opinion,we are already over saturated with these types of businesses He suggested a parcel between Citrus Valley High School and the new Super WalMart would make a great location for a transit village, and he was frustrated with the City's current website, questioning when it would be replaced CONSENT CALENDAR State Controller's Office Payment On motion of Council Member Eddie Tejeda,seconded by Mayor Pro Tempore Denise Davis,the City Council approved to receive and file the report Vote. 4- 0 Passed Resolution No 7968 Unclaimed Checks and Deposits On motion of Council Member Eddie Tejeda,seconded by Mayor Pro Tempore Denise Davis,the City Council approved Resolution No 7968 authorizing the transfer of unclaimed checks and deposits from their respective funds to the General Fund pursuant to California Government Code Section 50053 Vote. 4- 0 Passed AT&T Small Wireless Facility Applications On motion of Council Member Eddie Tejeda,seconded by Mayor Pro Tempore Denise Davis,the City Council approved an extension agreement with AT&T for two small wireless facility applications,to allow staff additional time to process these applications Special CC_May 28,2019 Page 1 Vote 4- 0 Passed COMMUNICATIONS Proposed Fiscal Year 2019-2020 Budget A presentation was made to the Budget Subcommittee during a public meeting on May 15,2019 and at its regular meeting of May 21,2019,the City Council was provided a brief overview of the Proposed 2019-2010 Budget The meeting tonight was scheduled as a continuation of the review Management Services/Finance Director Garcia briefly summarized the Proposed Fiscal Year 2019-2020 Budget,highlighting the budgets in FY 2018-19 and 2019-20 are balanced with a projected ending unreserved fund balance of$9 8 million and reserves projected at$12 million These reserves consist of$8 3 million for contingency, approximately$1 9 million in reserves for Downtown Parking Improvements, and$1 8 million for various capital items Ms Garcia explained the budget is governed by the overarching trends in the local economy,with property tax and sales tax as the major revenue sources in the General Fund Property tax is expected to continue to perform well with a 5% growth rate Sales tax is expected to remain relatively flat,provided some one-time adjustments that will occur in the FY 2019-20 period As public comment Dennis Bell announced Southern California Edison has just notified customers of their intent to raise rates to cover the cost of recent wildfires, and he recommended the City be prepared for large increases in the future Fernando Ramirez urged the Council to consider a shift in spending priorities to include more equitable funding for the north side of town Mayor Foster pointed out the City has spent a greater share of dollars in recent years towards making infrastructure improvements to the north side Director Boatman informed everyone this Proposed Budget does include the addition of one full-time code enforcement officer The City Manager's Proposed Fiscal Year 2019-2020 Budget was continued to the next Regular Meeting of the City Council scheduled for June 4, 2019, at 6 00 P M CLOSED SESSION Mayor Foster announced the Closed Session item was pulled from the agenda to be addressed at a later date Threat to Public Services or Facilities -Government Code §54957 (Assistant City Manager McConnell) a Consultation with Police Chief Chris Catren,Redlands Police Department NEW BUSINESS No New Business ADJOURNMENT There being no further action required the special meeting adjourned at 6 11 P M The next regular meeting of the City of Redlands City Council will be held on June 4,2019 Special CC_May 28,2019 Page 2
