Enclosed are two copies of seasonal expenditures and pro-rata costs
computations pertaining to the Orchard Heater Program.e
As per agreement between the City of Redlands and the County of San
Bernardino, your share of the cost of said program for the 1956--57
season is the average cost resulting .from separate computations based
on the number of licensed heaters and the number of acres heated in
both the u.nincorpora ted areas of the County and the City of Redlands
This amounts to 0272e30.
Control. of orchard heaters has now been transferred from the County
Agricultural Cmdssioner to the Air Pollution Control District. Under
this district no changes to present regulations are anticipated. New
rules and regulations must be written and the present orchard Heater
ordinance discontinued. This will take time and several months win
probably elapse before this action is completed. In the meantime, it
seems desirable to continue under a contract (agreement) basis between
the County and City of Redlands.
The increase in cost for Redlandst share of the 1956-57 season can be
attributed to two main reasons. The increase in salary of personnel;
and the decrease of acreages heaters and fees in county areast resulting
in a larger prop-ra.ta share of expense to the City of Redlands.

affidavit to this effect. No fee is received and no pennit action is
taken except to record the locations type, and number of heaters.

heaters for the County area was the incorporation of the City of Monte
vista. in Aprils 1956.
