Home My WebLink About7978RESOLUTION NO, 7978 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF REDLANDS, ADOPTING THE MEASURE I FIVE-YEAR CAPITAL PROJECT NEEDS ANALYSIS AND RESCINDING RESOLUTION NO. 7898 WHEREAS, San Bernardino County voters approved passage of Measure I in November 2004, authorizing the San Bernardino County Transportation Authority to impose a one-half of one percent retail transactions and use tax applicable in the incorporated and unincorporated territory of the County of San Bernardino; and WHEREAS, revenue from the tax can only be used for transportation improvement and traffic management programs authorized in the Expenditure Plans set forth in Ordinance No. 04-1 of the Authority; and WHEREAS, the Strategic Plan requires each local jurisdiction applying for revenue from the Local Streets Program to annually adopt and update a Five -Year Capital Project Needs Analysis; NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Redlands, as follows: Section 1. This City Council hereby determines that approval of this Resolution is exempt from review under California Environmental Quality Act ("CEQA") pursuant to CEQA Guidelines section 15273(a)(4) as CEQA does not apply to the establishment, modification, structuring, restructuring, or approval of rates, tolls, fares, and other charges by public agencies which the public agency finds are for the purpose of obtaining funds for capital projects, necessary to maintain service within existing service areas. Section 2. That the Measure I Five -Year Capital Project Needs Analysis, attached to this resolution as Exhibit "A," is hereby adopted.
