'7 2 `' RESOLUTION REAFFIRMING IUD FOR LOW-RENT HOUSING, APPROVING THE DEVELOPMENT, CONSTRUCTION AND OWNERSHIP OF A LOW-RENT PUBLIC HOUSING PROJECT; AND APPROVING THE FORM OF A COOPERATION AGREEMENT BETWEEN THE CITY OF REDLANDS AND THE HOUSING AUTHORITY OF THE COUNTY OF SAN BERNARDINO, AND AUTHORIZING ITS EXECUTIONS. TES, it is the policy of this locality to eliminate substandard and other inadequate housing, to prevent the spread of slums and blight, and to realize as soon as feasible the goal of a decent home in a suitable living environment for all of its citizens; and WHEREAS, the United States Housing Act of 1937, as amended, provides that there shall be local determination of need for low-rent housing to meet needs not being adequately met by private enterprise; and WHEREAS, low-rent housing is needed to assist in meeting the housing goal of this locality; and WHEREAS, the application of the Housing Authority of the County of San Bernardino (hereinafter referred to as the "Local Authority") as required by said United States Housing Act, was heretofore approved by the City of Redlands on September 2, 1949; and WHEREAS, in reliance of such approval by the City, the Housing Authority of the County of San Bernardino and the Public Housing Administration executed on January 17, 1950, a Preliminary Loan Contract for 140 dwelling units of low-rent housing, and on February 23, 1950, the City of Redlands, pursuant to authority conferred by the Council executed a Cooperation » reement with the Housing Authority for 75 units of the aforesaid 140 dwelling units; and on May 18, 1956, the City of Redlands did execute a further Cooperation Agreement with the Local Authority providing for local cooperation for an additional 50 units of the aforesaid 140 dwelling units; and WELLREAS, Section 34313 of the California Health and Safety Code, as amended, provides that no low.rent housing or slum clearance project shall be developed, constructed or owned by the Local Authority until the governing body of the City of Redlands has by resolution approved such project; and WHEREAS, pursuant to Section 15(7)(b) of the United States Housing Act of 1937, as amended, it is necessary that the City of Redlands enter into an additional Cooperation Agreement with the Local Authority providing for local cooperation in connection with 20 units for the remainder of the aforesaid low- rent housing program; and WHEREAS, pursuant to a in compliance with the provisions of Section 34518 of the California Health and Safety Code, the City Council of the City of Redlands did on January 21 , 1958, adopt a resolution authorizing the publication on January 22 , 1958 and Janus 29 , 1958, of a notice of a public hearing to be held at the hour of 7:3) P. M. on February 4 , 1958, before the City Council for the purpose of giving all interested persons an opportunity to be heard as to whether such Cooperation Agreement should be entered into; and the City Clerk has had available at least three copies of the proposed Cooperation Agreement for inspection by interested persons prior to the mentioned public hearing; and WHEREAS, the notices for a public hearing have been published as above pro- vided, and the City Council of the City of Redlands has held a public hearing at the hour of 7:30 P. September 2, 1949, approving the Application of the Housing Authority of the County of San Bernardino for a Preliminary Loan in connection with the development of low rent public housing in the City of Redlands is hereby reaffirmed to the extent of approving in the aggregate 140 dwelling units of such low-rent public housing, notwithstanding any prior action of the City Council inconsistent herewith, (3) The City Council does hereby approve the development, construction and ownership by the Local Authority of the project as defined in Paragraph 1(a) of the Cooperation Agreement set forth in Paragraph C hereof, ( .) The City Council, after having held a public hearing and giving all interested persons an opportunity to be heard, hereby determines, pursuant to the provisions of the California Housing Cooperation Law (being Chapter 2 of Part 2 of Division 24 of the Health and Safety Code), to enter into a Cooperation Agreement in substantially the form hereinafter set forth with the Local Authority, The Mayor of the City of Redlands is hereby authorized and directed to execute such Cooperation Agreement in the name and on behalf of the City of Redlands and the City Clerk is hereby authorized and directed to affix or impress the official seal of the City of Redlands thereon and to attest same. WHEREAS, Section 34518 of the California Health and Safety Code provides that prior to entering into a Cooperation Agreement with a Housing Authority, the governing body of any State public body shall hold a public hearing for the purpose of giving interested persons an opportunity to be heard as to whether such Cooperation Agreement shall be entered into, and such section of the mentioned Code further provides that notice of such hearing shall be published once a week for at least two weeks prior to the date of the hearing, in a newspaper of general circulation, and WHEREAS, the City Council of the City of Redlands proposes to enter into a Cooperation Agreement with the Housing Authority of the County of San Bernardino providing for local cooperation in connection with the develop- ment of dwelling units for living accommodations for persons of low income to be located in the City of Redlands NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Redlands as follows 1 That the City Clerk of the City of Redlands publish a notice, in the form attached hereto as Exhibit "A", in the Redlands Daily Facts, a newspaper of general circulation, on the day of , 1958, and the day of , 1958, for a public hearing to be held before the City Council on the day of , 1958, at the hour of , for the purpose of giving interested persons an oppor- tunity to be heard as to whether such Cooperation Agreement shall be entered into. 2 That three copies of the proposed Cooperation Agreement to be submitted to the City Council shall be available for inspection by interested persons at the office of the City Clerk at the City Hall in the City of Redlands, California prior to the public hearing.
