Dear fir. Merritt:
I enjoyed meeting you yesterday and talking with wed,
Miss Dale, and yourself about the salary survey work which you are
contemplating. In addition, the discussion of our personal experi-
ences during and after luncheon was most interesting.
After considering the scope of the work which you outlined,
I have based my cost estimate upon the following proposal:
1. To review the internal alignment of the 81 classes
of positions, both vertically and horizontally.
2. To propose such changes in that alignment as are
deemed. appropriate.
3. To discuss the recommended alignment of positions
with you, the City Manager, and the various depart-
ment heads, and to make such adjustments as are
deemed advisable in the light of any additional
facts which are disclosed during such discussions.
4. To conduct a survey of prevailing salaries and wages
paid in private industry and in other governmental
jurisdictions in the general vicinity of the City of
Redlands, as well as in California cities of compar-
able size.
5. To prepare and submit five copies of my report and
recommendations on the above to the City Council and
the City Mlanager.
6. To confer with the City Council and the City Manager
concerning such report and recommendations and to
provide such explanation as is deemed advisable.
kty consulting fee for providing the above mentioned service
will be $980. In the event that you desire additional assistance in

reviewing the classification of specific positions na!ned by you, my
added consulting fee will be ten dollars (a10.00) for each hour spent
on such work in your City.
In accordance irith our discussion, I understand that desk
space and limited stenographic assistance will be provided by the City
of Redlands. In the event that I am selected to perform this service,
I would appreciate your assistance in arranging for convenient parl.ing
space for my car.
As I indicated to you, I am available to undertake such work
on or about July 23. Since I am scheduled to go to the t°3CRA Conference
in Portland on August 27-428, 1 estinate that 1 will be able to complete
the .ror k outlined on or before Septertzber 10. Additional time may be
needed dependent upon the extent of any additionall assistance on posi—
tion classification irhich may be required.
In the event that you decide to select another consultant, I
would appreciate hearing from you to that affect as soon as you mare
the decision so that I then will be free to do other work during the
period which I have reserved for you..
If the scope of the proposed work which I have outlined does
not coincide with your ideas, please feel free to call me about any ad—
justments which might be required.
