Dear Mr. Wagner:
As requested, we submit our proposal to provide appraisal services of city
owned property for the CITY OF REDLANDS.
The appraisal will be prepared for insurance purposes . The proposal includes
services which will provide estimates of proper insurable values and details
necessary to assist in the preparation of proof of loss in the event of fire.
In order to provide the CITY OF REDLANDS with insurable values on all buildings
and equipment in the most practical and economical manner we recommend the
following appraisal procedures be followed:
1966
Equipment - A complete detailed reappraisal of all equipment owned by the city
listed by building and showing replacement cost and sound value.
Buildings - Revised values on all city owned buildings providing you with up-
to-date replacement cost and sound value.
We estimate the fee for this appraisal service will be $1650 billed prior to Tune 30,
1966 and an additional $1650 billed upon the completion of the report, approxi-
mately the first of August.
1967
Equipment - Revise values on all equipment taking into consideration reported
additions and deletions subsequent to our 1966 reappraisal.

Buildings - A complete detailed reappraisal of all buildings never previously
appraised by MARSHALL and STEVENS and a revision with inspection of the
buildings reappraised in 1960.
We estimate the fee for this appraisal service will be $1650 and will be billed
after July 1, 1967.
1968
Initiate a standard annual revision program whereby MARSHALL and STEVENS
will provide the CITY OF REDLANDS with a revision of all values giving
consideration to annual building and equipment additions as Well as to all
buildings and equipment previously appraised.
We estimate the fee for this annual revision service will be $1600 per year.
The fee makes an allowance for six appraisal days. Any additional time will
be billed at our standard per diem rates.
If the terms of our proposal meet with your approval, kindly endorse and return
the copy.
We thank you for the privilege of submitting this proposal and hope that we may
be of further service to the CITY OF REDLANDS in the near future.

The City of Redlando Accepts 'varahall & Stevens' proposal dated
;day 16t 1.966t copy attached herewith$ for providing appraisal
services on the, City --owned property for the City of Redlands$
subject to the understanding aet forth in this letter. This
appraisal will be used for insurance purposes.
In connection with your proposal of May 16, 19669 it is my
und.sratanding that during the month of Junes 1966, a complete
detailed physical inspection of all equipment will he made$
further$ that building values will be determined by a book
re-evaluation in accordance with a "trend" fmctorl with all
buildings constructed ainae the last physical inspection of
buildings by Marshall & Stevens valued at contract cost. The
reappraisal for both buildings and equipment established by
these actions should be a�ubmitted to the City at the earliest
possible date, but in no event later than July 15, 1966.
It is my interpretation of your proposal that$ curing 1967t the
equipment reappraisal will be based on the evaluation estab-
lished in 1966, plus the application of a "trend" factor. New
acquisitions of equipment will be entered on the; list through
media of copieu of purchase orders or other documents available
in City files. The appraisal of the buildings in 1967 will be
handled by a Aiyssicasl inspection and appraisal of all buildings
never previously appraised by 116arsshall & Stevens. For all
buildings previously appraisedt a "trend" factor will be
applied.

In 1968 and subsequent years, I understand that the pro_,ram for
revision will eventually consist of the application of a "trend"
factor to both buildings and eq,A pment nrrriously physically
inspected, plus picking up additions by means of purchase orders
or other documents available in City files. However, the fee
applicable to 1968 and subsequent years will also provide that
a certain percentage of the City -owned buildings and equipment
will be physically inspected and reappraised annually, so that
starting in 1968, this will result in each building; and piece
of equipment owned by the City will receive a physical inspec-
tion anti rgappraisai every 7 or 8 years. This point is very
important to us for our insurance purposes.
It is further emphasized that starting in 1967, the appraisal
report should br received by the City during the month of June,
in order that the City's Insurance Committee can take necessary
steps to process this document as a basis -'or appropriate rate
purposes.
