San Bernardino and Riversi(:e Counties; Thence Northerly along said. County line following its various courses, to the point of beginning. a COUNTY SURVEYOR'S OFFICE -2- December 19, 1966 1 RESOLUTION NO. 2-'7 2 RESOLUTION OF THE LOCAL AGENCY FORMATION COMMISSION OF THE COUNTY 3 OF SAN BERNARDINO MAKING DETERMINATION ON LAFC NO. 450, GRANTING 4 A ZONE OF INFLUENCE TO THE CITY OF REDLANDS. Dana 5 On motion of Commissioner HU b , duly seconded Hughbanks 6 by Commissioner Strata , and carried unanimously, the Local 7 Agency Formation Commission adopts the following resolution. 8 WHEREAS, the City of Redlands has heretofore filed with 9 the Executive Officer of this Local Agency Formation Commission a 10 request for a zone of influence generally covering an area West 11 of the existing city boundaries of the City of Redlands to Mt. Vie 12 Avenue, between Norton Aar Force Base on the North and the San 13 Bernardino-Riverside County line on the South, and 14 WHEREAS, pursuant to notice being duly given, a public Uo15 hearing was held by this Commission on Wednesday, December 14, IL• 0 o .1 16 1966, at the hour of 2:00 o'clock P.M. ; and O 0 u >" ; 17 WHEREAS, at such hearing, this Commission heard and p a• ❑ tt 0 z 18 received all oral and written protests, all plans, objections, U a Q 19 and evidence which were made, presented, or filed, and all persons 20 present were given an opportunity to hear and be heard in respect 21 to any matter relating to said application for zone of influence; 22 and 23 WHEREAS, based on presently existing evidence, facts , 24 and circumstances filed in the office of the Local Agency Forma- 25 tion Commission, and considered by the Commission, it appears 26 that future annexation of the subject territory to the City of 27 Redlands would best promote and contribute to the logical and 28 orderly development of local government as said city is the 29 governmental agency most capable of providing the necessary public 30 facilities and services essential for proper development of the 31 area; 32 . a R o . . . . Y • 1. 1 NOW, THEREFORE, BE IT RESOLVED by the Local Agency 2 Formation Commission of the County of San Bernardino that this 3 Commission will consider the territory hereinafter described in 4 Exhibit "A" attached hereto and incorporated herein by reference 5 as a zone of influence to the City of Redlands , it being fully 6 understood that the establishment of such zone of influence is 7 a policy declaration of this Commission based on existing facts 8 and circumstances which may be subject to review and change in 9 the event a future change of circumstances so warrants. 10 BE IT FURTHER RESOLVED that such zone of influence to 11 the CITY OF REDLANDS is granted subject to the following con- 12 ditions : 13 (a) The city take over the pro-rated share of the assets and liabilities of the lighting district N 14 within the area when the area is annexed to the w a city; U z 15 FEW ° (b) The city and the Loma Linda districts continue i,. 0o zrI 16 to work toward the transfer of water lines so that 0V. 0Z i7 each community will serve its own area; ao (c) The city continue to provide service to unincor- 0 18 porated territories under limited conditions , d 19 (d) The small unincorporated areas in the wash between the City of San Bernardino and Redlands will be 20 annexed to the city which first initiates adjacent annexations in order to prevent the continuous 21 maintenance of these small unincorporated islands which fall under the jurisdiction of the Sheriff's 22 Department and other county offices; 23 (e) The zone of influence will not prejudice any adjust- ment of boundaries that may result from an agreement 24 between San Bernardino and Redlands which might result from the airport studies currently under con- 25 sideration, 26 The Executive Officer is hereby authorized and directed 27 to mail certified copies of this resolution in the manner and 28 as provided in Section 56272 of the Government Code. 29 30 31 32 DRE:ck 2. 1 STATE OF CALIFORNIA ss. 2 COUNTY OF SAN BERNARDINO) 3 I, ROBERT A.
