HomeMy WebLinkAboutContracts & Agreements_164-2003_CCv0001.pdf FOURTH AMENDMENT TO AGREEMENT TO FURNISH LANDSCAPE ARCHITECTURAL, ARCHITECTURAL AND ENGINEERING SERVICES FOR THE BIG LEAGUE DREAMS PORTION OF THE REDLANDS SPORTS PARK This Agreement is made and entered into this 5th day ofAugust 2003,by and between the City of i Redlands, a municipal corporation ("City"),), and Purkiss-Rose-RSI("Consultant"). In consideration ofthe mutual promises contained herein,City and Consultant agree to the following amendments to the Agreement to Furnish Consulting Services dated May 7, 2002 (hereinafter the "Agreement"): Section 1 In addition to those services listed in Exhibit"A"to the Agreement,Consultant shall provide additional services as listed in Appendix I(August 7,2003 email from Purkiss-Rose-RSI titled Redlands Big League Dreams Re-bid Proposal), Section 2. In addition to the compensation payable to Consultant in Section 5.1 ofthe Agreement, and the amount authorized in the first amendment, Consultant shall be paid the additional sum of $20,500.00 for the additional services described in Section 1,above. The total compensation now payable to Consultant pursuant to the Agreement is $513,914.00. 2003. Section 3. We also discussed the installed price for Date Palms. The palms spec'ed on the Redlands Big League Dreams drawings had a 15' brown trunk height and ran approximately $50.00 / ft. brown trunk height. If the tree you mentioned had a brown trunk height of 25', the installed cost to replace the palm would run around $1250. Proposal#1 scope - Repackage existing bid documents with the following changes FEE: $20,500 1. Incorporate all addendum information into the drawings 2. Remove sub-surface drainage at ballfield infields and re-define infield mix. 3. Change concrete finish from medium sandblast to light broom finish 4. Replace date palms with 36" box queen palms. 5. Dear Bill: Purkiss Rose-RSI is writing this correspondence in regard to the recent request by the City of Redlands and the Big League Dreams Staff to modify the current construction documents to incorporate all the addendum items which were prepared during the contractor bidding phase of the project. It is our understanding, based on email correspondence transmitted between the City of Redlands and Purkiss Rose-RSI that all addendums prepared for the construction drawings and specifications will be folded into a revised set of documents for rebidding. The City has requested that Purkiss Rose-RSI provide these revised construction documents as soon as possible. We have discussed the City's request with Crane Architectural Group,Walden and Associates, Civil Engineers,and Consolidated Engineering,Electrical Engineers,to review the requested construction document modifications and have obtained fees from each project team consultant. The following construction documents would be impacted and require modifications: 1. Incorporate All Addendum Information into the Current Construction Drawings Including Architectural Drawings and Details,Grading and Drainage Drawings,Electrical Drawings and Landscape Architectural Drawings. 2. Remove Sub-surface Drainage at the Proposed Ballfield Infields and Outfields. 3. Modify the Current Specified Concrete Finishes from Medium Sandblast to Light Broom Finish (For Walkways and Plaza Areas Only). 4. Replace the Currently Specified Date Palms with 36 Inch Box Queen Palms. S. Modify the Technical Specifications. 6. Revise the Current Construction Cost Estimate, 7. Forward Final Construction Document Package to City in PDF Electronic Files. Deliverables will be two(2)separate submittal packages of construction documents for City review and approval. This will include one (1) submittal for review and the second submittal for final drawing. No additional meetings would be required for the additional services provided within this Change Order. u✓ l � \ Page 2 The fee to provide the modified construction document fees based on the Addendums will be $20,500.00. Additional reproduction and deliveries not identified in this Change Order shall be considered additional services and shall be billed to the City of Redlands at cost. As a matter of information we would request a three (3)week extension in the project schedule to complete the additional services identified in this Change Order. Ifthis Change Order appears acceptable,please sign the attached document titled"Authorization for Additional Services Request"and return both originals to our office for signature. We will return one copy, with Purkiss Rose-RSI signatures, for the City's files. We are in receipt of the City's authorization to start the additional services identified within this Change Order and the City's Fourth Amendment Agreement. Consultant Contract Amendments - Redlands Sports Park - On motion of Councilmember Peppler, seconded by Councilmember Gilbreath, the City Council unanimously approved, by a roll call vote, a fourth amendment to the Purkiss-Rose RSI contract to modify the Redlands Sports Park design to separate out the grading work, to incorporate addendum modification, and other value engineering revisions for a design fee not to exceed $30,000.00, and authorized the Mayor and City Clerk to execute the amendment on behalf of the City. On motion of Councilmember Peppier, seconded by Councilmember Gilbreath, the City Council unanimously approved, by a roll call vote, a sixth amendment to the STB Landscape Architects contracts to modify the Redlands Sports Park's soccer field quantity to four instead of eight, to separate out the grading work, and other value engineering revisions for a design fee not to exceed $20,000.00, and authorized the Mayor and City Clerk to execute the amendment on behalf of the City. Agreement - Facility Upgrades - On motion of Councilmember Peppier, seconded by Councilmember Gilbreath, the City Council, by a roll call vote, unanimously approved an agreement to furnish professional services with Higginson+Cartozian Architects, Inc. for professional services for facility upgrades at the Hillside Memorial Park, Municipal Utilities, and the Wastewater Treatment Plant for the amount of $22,800.00; authorized staff to approve contingent costs up to 10 percent over the initial amount, and authorized the Mayor and City Clerk to execute the agreement on behalf of the City. Contract Award - Non-Potable Water Systems - On motion of Councilmember Peppier, seconded by Councilmember Gilbreath, the City Council, by a roll call vote, unanimously awarded the equipment purchase and station start-up for the pump system for the Zone 1300 and 1520 Non-Potable Water Systems to Flowtronex, a wholly owned subsidiary to ITT Industries, for the amount of $24,988.99. Contract Award - North Oranize Wellfield - Bids were opened and publicly declared on March 20, 2003, by the City Clerk for the North Orange Wellfield, Well No. I Equipment Installation Project; a bid opening report is on file in the Office of the City Clerk. It was the recommendation of the Municipal Utilities Department that the responsible bidder submitting the bid for said project which will result in the lowest cost for the City was F. M. Electric, Inc. in the amount of$24,815.00, and it would be in the best interest of the City that this contract be awarded to said firm. On motion of Councilmember Peppier, seconded by Councilmember Gilbreath, the City Council, by a roll call vote, unanimously approved an agreement for public improvement project with F. M. Electric, Inc. for the installation of the North Orange Wellfield, Well. No. 1 electrical August 5,2003 Page 6
