HomeMy WebLinkAboutContracts & Agreements_188-2006_CCv0001.pdf SECOND AMENDMENT TO AGREEMENT FOR THE PROVISION PROFESSIONAL ENVIRONMENTAL CONSULTING SERVICES This second amendment(this"Second Amendment")to the Agreement for the Provision of Professional Environmental Consulting Services dated March 9, 2006 (the "Agreement"), by and between the City of Redlands, a municipal corporation ("City") and RBF Consulting, a California Corporation ("Consultant") is made and entered into this l't day of August, 2006. RECITALS WHEREAS, it is the desire of City and Consultant to amend their existing Agreement to change the scope of services to be provided by Consultant; NOW, THEREFORE, the Agreement between City and Consultant is hereby amended as follows: Section 1. Exhibit"A" of the Agreement is hereby amended to include within its scope of services to be performed by Consultant the preparation of an expanded Traffic Impact Analysis (TIA) study area to satisfy the Guidelines for CMP Traffic Impact Analysis Report in San Bernardino County(Congestion Management Program for San Bernardino County, San Bernardino Associated Governments, November 2, 2005). The study area shall be expanded to include five(5) additional intersections based on the East Valley regional traffic model-runs identifying the project trip distribution and trip assignment. The analysis will forecast traffic impacts at the additional study intersections and will recommend mitigation measures based on the City of Redlands and SANBAG thresholds of significance. Section 2. The additional intersection analysis shall be prepared for a total cost of Eight Thousand One Hundred Dollars ($8,100.00), as more fully detailed in the attached Exhibit "A"to this Second Amendment. The compensation to be paid to Consultant under the Agreement shall be increased by such amount. Section 3. All other provisions of the Agreement shall remain in full force and effect. Seor Vice President DJNIVA-greementRBF—Amend I EXHIBIT "A" ADDITION OF FIVE STUDY INTERSECTIONS SCOPE OF WORK This task will be added to the following section in the Scope of Work: Part 2, Environmental Impact Report, Task 2.5C, Traffic and Parking. The scope description below will be added to the end of Task 2.5C, Traffic and Parking following the shared Parking Analysis (First Amendment). Addition of Five Study Intersections RBF will expand the Traffic Impact Analysis (TIA) study area by the following five (5) intersections to satisfy the Guidelines for CMP Traffic Impact Analysis Report in San Bernardino County (Congestion Management Program for San Bernardino County, San Bernardino Associated Governments, November 2, 2005): • Alabama Street/Redlands Boulevard; • Tennessee Street/Redlands Boulevard; • Tennessee Street/ Brookside Avenue; • Church Street/Citrus Avenue; and • Judson Street-Ford Street/Citrus Avenue. In accordance with SANBAG CMP guidelines, the intersection count data will include vehicle classification information. The traffic volumes will be adjusted to take into account trucks and multiple axle vehicles in the traffic volumes. Passenger Car Equivalent (PCE) factors provided by SANBAG will be utilized in the adjustment of existing traffic volumes. The expansion of the TIA study intersections is based on the East Valley regional traffic model runs identifying the project trip distribution and trip assignment. Peak period intersection movement count data will be collected during the following peak periods: • Typical weekday (Tuesday, Wednesday, or Thursday) a.m. peak period (7:00 a.m. to 9:00 a.m.); • Typical weekday (Tuesday, Wednesday, or Thursday) p.m. peak period (4:00 p.m. to 6:00 p.m.); • Typical weekend-day (Saturday) mid-day peak period (11:00 a.m. to 1:00 p.m.); and • Typical weekend-day (Saturday) mid-day peak period (1:00 p.m. to 3:00 p.m.). The analysis will assess the forecast traffic impacts of the proposed project at the study intersections during the weekday a.m. peak hour and p.m. peak hour and during weekend mid-day peak hour and p.m. peak hour conditions. The analysis will document existing operation of the study intersections, and determine project opening year and year 2030 operation of the study intersections both without and with buildout of the proposed project to identify project-related traffic impacts using the Highway Capacity Manual (HCM) analysis methodology for signalized and unsignalized study intersections. If the analysis shows traffic associated with the proposed project will significantly impact a study intersection based on agency thresholds of significance, mitigation measures will be recommended in accordance with agency performance criteria. The analysis will also document forecast operating conditions after application of the recommended mitigation measures. The CMP analysis will document existing operation of the study intersections, and determine future opening year and year 2030 operation of the study facilities both without and with the proposed project to identify project-related traffic impacts using the Highway Capacity Manual analysis methodology during the weekday study periods. If the CMP analysis shows the proposed project will significantly impact a CMP Study facility based on San Bernardino County CMP thresholds of significance, mitigation measure will be recommended in accordance with San Bernardino County CMP performance criteria. The fee for this scope of work is as follows: Addition of Five Study Intersections Site Visit/Existing Systems Documentation $ 600.00 Weekday Peak Hour (7-9 am & 4-6 pm) Intersection Counts —5 locations $ 2,000.00 Weekend Peak Hour (11-1 pm & 1-3 pm) Intersection Counts— 5 locations $ 2,000.00 Combined City/SANBAG Traffic Analysis/Report $ 3,500.00 TOTAL FEE $ 8,100.00
