HomeMy WebLinkAboutContracts & Agreements_4-1972CONTRACT FOR STAFF SERVICES This agreement is entered into this 5th day of April, 1972 by and between the City of Redlands, California, hereinafter referred to as the "City," and the State of California Department of Housing and Community Development, hereinafter referred to as the "State," WITNESSETH, WHEREAS the City desires to undertake redevelopment activities pursuant to the California Community Redevelopment Law; and WHEREAS The City will undertake activities necessary for the planning and execution of redevelopment projects; and WHEREAS It is the primary objective of the City to obtain assistance in preparing a redevelopment plan and in implementing and executing redevelopment activities; and WHEREAS Said redevelopment plan shall be complete and in an approvable form on or about October 1, 1972; and WHEREAS The City desires to engage the State to render certain staff services in connection with such undertakings of the City; NOW, THEREFORE, the parties hereto do mutually agree as follows: 1. SCOPE OF SERVICES. State shall perform all necessary services provided under this agreement in connection with and re- specting the undertakings of the City. The State shall provide, but only as requested by the City and in a reasonably satisfactory manner, all services re- quired in the preparation of a redevelopment plan and in the sub- sequent implementation and execution of redevelopment activities. The City agrees to furnish the State with the necessary data or information as may be requested by the State. 2. TIME OF PERFORMANCE. The State shall make every reasonable effort to assure the expeditious completion of the work in order that said City may submit a redevelopment plan in approvable form to the Planning Commission on or before October 1, 1972, and in order that the Redevelopment Agency of the City of Redlands may expeditiously undertake redevelopment activities in accord with the Community Redevelopment Law. 3. COMPENSATION AND METHOD OF PAYMENT. The City shall pay to the State the costs incurred in performance of this contract as follows: a. Salaries and wages in accordance with the State Administrative Manual, Section 8755.1. b. Travel, perdiem costs and other expenses related thereto, pursuant to Board of Control Rules. C. Administrative costs (overhead) at the rate of 13.3 % and State prorate at the rate of 1 .8% of the totals arrived at in (a) and (b) above. The total cost of this Contract shall not exceed Two Thousand Dollars ($2,000.00) and the State shall not be obliged to render services costing in excess of said amount without a satis- factory amendment of this Contract. Within twenty (20) days after the first of each calendar month the State shall submit an invoice containing an itemization of services performed during the preceding month, specifying the services performed by dates and number of hours, and an itemization of travel and other expenses related thereto. 4. RIGHT OF TERMINATION. This Agreement shall terminate on December 31, 1972. The State shall have the right to receive com- pensation for the items mentioned in 3 above if expenditures are incurred prior to the date of termination. This Agreement may be terminated by either party on thirty (30) days written notice to the other, the effective date of cancellation being the thirteenth day of said written notice without further action by either party. The services are to be provided by Robert Hill, Area Representative, Community Development, Thanks for enclosing a copy of the resolution by your city authorizing the execution of this agreement. Salaries and wages to be charged for Mr. Hill's services are in accordance with the State Administrative Manual. Such services will be $9.08 hourly, Travel expenses incurred are to be charged pursuant to State Board of Control Rules which rules allow per diem of $22 for a 24 hour period and mileage at 7t per mile. Parking, telephone calls, etc., if paid by Mr. Hill, will be charged. In addition to the above charges, administrative costs (overhead) will be charged.
