WHEREAS, the City of Redlands, California, owns property
in the City of Redlands, known as Prospect Park, and particularly
the 25.45 acres of orange groves (3 parcels) and;
WHEREAS, the City of Redlands is desirous of maintaining
the above orange groves and the marketing of the crops in the best
interest of the City of Redlands;
NOW, THEREFORE, it is agreed that the United Southern
Citrus Gxo wers Company agrees to:
1) Supervise and care for the groves with diligence
and intelligent economic care at no per acre
monthly management charge,
2) Pay all bills for such care - i.e., cultivation,
irrigation, spraying and other incidental labor
out of their funds,
3) No interest charge for any outlay for such care,
4) Pick, pack and market the crop through Sunkist
Growers, Inc. with which they are affiliated;
deducting all advances for the grove care which
they have already spent and remit to the City of
Redlands the balance at the end of each season,
5) Maintain records of all expenditures for the City
of Redlands`inspecti.on anytime the City so desires,
6) Obtain advice when necessary for irrigation water
management, pest control and cultural practices
from the United States Soil Conservation Service,
the San Bernardino County Agricultural Department
and the University of California Extension Service,

The City of Redlands agrees to:
1) Furnish water for irrigation of these groves
at no charge to United Southern Citrus
Growers Company.
United Southern Citrus Growers Company or the City of
Redlands may cancel this agreement by letter, but not before the
end of each crop year and the final accounting has been settled
by United Southern Citrus Growers Company and the City of
Redlands.
IN WITNESS WHEREOF the parties hereto have executed this agreement

the City of Redlands;
NOW THEREFORE it is agreed that the United Southern Citrus Growers
Company agrees to, that
(1) They will supervise and care for the groves with diligence and
intelligent economic care.
(2) For the above management they will not charge the customary $2.00
per acre per month fee.
(3) They will pay all bills for such care - i.e., cultivation, irrigation,
spraying and other incidental labor out of their funds.
(4) They will not charge you any interest for this capital outlay for
such care.
(5) They will pick, pack and market the crop through Sunkist Growers, Inc.
with which they are affiliated. They will deduct all advances for
the grove care which they have already spent and remit to the City of
Redlands the balance at the end of each season.
(6) They will maintain records of all expenditures for the City of Redlands
inspection anytime the City of Redlands so desires.
(7) The City of Redlands furnish all water for irrigation of these groves
at no charge to United Southern Citrus Growers Company.
(8) That the United States Soil Conservation Service, the San Bernardino
County Agricultural Department and the University of California
Extension Service, advise when necessary, for irrigation crater
management, pest control and cultural practices.
(9) They, or the City of Redlands, by letter may cancel this agreement -
but not before the end of each crop year and the final accounting
has been settled by United Southern Citrus Growers Company and the
City of Redlands.

PARK COMMISSION RECOMMENDATIONS (Continued)
Prospect the care of Prospect Park Grove was approved unanimously;
Park "in case of deficit on the grove, then the City of
Grove Redlands has the option to pay it at the end of that
season or defer the payment in the next three years
HOUSING COMMISSION RECOMMENDATIONS
Resolution No. 2947, a resolution of the City Council,
City of Redlands, establishing procedures for considera-

Councilman Knudsen.
RECREATION COMMISSION RE VEST
City Manager Merritt presented a request from the Recrea-
tion Commission for permission to use the Redlands Bowl
for a summer folk music series for young people to be
held July 8, 15, 29, August 12, and 26, and further re-
quested that a o50' ticket donation be permitted to help
defray costs.
Mayor Cummings announced receipt of a letter from Mrs.
Ruth Smiley Drake, daughter of the donors of the pro-
perty, expressing disapproval of charging for the pro-
gram which she states "is in defiance of the deed to
Summer the property on which the Bowl is situated Mayor
Folk Music Cummings explained that he had discussed this with Mrs.
Series Drake and been unable to dissuade her from the conviction
that this was not the intent of the donation of the pro-
perty originally.
In the discussion that followed, Councilman DeMirayn
suggested the use of Jennie Davis Park which has a
natural bowl. The Greek Theater was suggested, the
stadium, and the Clock Auditorium.
It was stressed that for this type of music a good stage
and good sound system were required.
Mr, Manases Soto addressed Council requesting support of
this proposal as recreation for youth is much needed in
Redlands.
Following lengthy discussion, it was unanimously approved
to have a committee including Councilmen Knudsen and
Miller appeal to Mrs. Drake and lacking receipt of her
approval of the matter as described, the Council will
call an emergency session, on motion of Councilman Sewall
and Councilman Miller.

mittee in 1966, Mr. Simader expressed the conviction that
in order to develop parks within the City a bond issue
will be necessary.
Mr. Simader also commended Council on their action on
housing for the elderly taken at today's afternoon meeting.
Councilman Sewall explained that his comment was a portion
of a statement in which he was comparing priorities as
related to expenditure of the tax dollar in connection
with other items that had been considered at the past
Council meeting and the recent Park Commission meeting.
The more than 100 people in attendance, by a show of hands,
confirmed the use of the bus,
Each Councilman expressed satisfaction with the bus op-
eration; and Mayor Cummings reminded the citizens that
establishing this service had been one of Mr. DeMirjyn's
early achievements during his service on the Council.
The Council directed Mr. Simader's request for considera-
tion of a pass for bus use to Mr. John Wagner who is re-
quested to have a report at the Council meeting of May 16.
CATV Mrs. Ruth Cranmer Patton addressed Council with comments
on CATV Ordinance No. 1445. A thirty minute dialogue
ensued. Mayor Cummings requested that Mrs. Patton submit
her queries in writing.
Councilman DeMirjyn moved that "we have this company have
a survey to see if it is economically feasible." Motion
seconded by Councilman Knudsen, and carried by the fol-
lowing roll call vote:
AYES: Councilmen DeMirjyn, Knudsen, Miller
NOES: Councilman Sewall, Mayor Cummings who stated
that such a survey should have been done earlier.
Attorney Taylor pointed out that any needed amendments
may be made to this ordinance just as to any other
ordinance of the city and that the franchisee must con-
form to all matters that were accepted by the City in
their bid -proposal.

PARK COMMISSION RECOMMENDATIONS
On motion of Councilman Knudsen, seconded by Councilman
Sewall, the following amendment to the contract between
the City and United Southern Citrus Growers Company for
