THIS AGREEMENT, made and entered into by and between
the CITY OF REDLANDS, CALIFORNIA, hereinafter referred to as
the CITY, and PUBLIC MANAGEMENT SERVICE, INC., consultants,
hereinafter referred to as the CONSULTANTS:
WITNESSETH:
WHEREAS, the CITY desires an analysis of its positions
with resulting correct and up-to-date class specifications and
allocations that assure that such positions are properly des-
cribed and classified; and
14HEREAS, the CITY also desires an analysis of the pos-
ition classes for salary purposes based on their differentials
in duties and responsibilities; and
WHEREAS, the CONSULTANTS have heretofore performed
similar services for numerous cities and other public juris-
dictions and possess an acknowledged competence in such :[natters;
NOW, THEREFORE, IT IS HEREBY MUTUALLY AGREED AS FOLLOWS:
1. The CONSULTANTS agree to initiate their services on a
date set by the CITY by participating in scheduled meetings of
supervisors and employees held for the purpose of explaining the
purposes of the survey and to explain and clarify the methods to
be followed in its conduct.
2. The CONSULTANTS agree to make a detailed analysis of
the CITY'S approximately 284 full time positions through an exam-
ination of written statements submitted on questionnaires by the

employees and their supervisors, by first-hand investigations
and observations of work performed, and by discussions with sup-
ervisors and employees to the extent necessary to obtain a full
understanding of the duties and responsibilities involved.
3. The CONSULTANTS agree to prepare a tentative classi-
fication plan, with drafts of class specifications and proposed
allocations of all positions to appropriate classes and to review
it with designated representatives of the CITY to assure that in-
formation has been complete and has been properly interpreted.
4. The CONSULTANTS agree to develop final recommendations
on classification, including complete class specifications, recom-
mended allocations of positions to classes, and recommended pro-
cedures and standards for the implementation and administration
of the plan.
5. Following the development of the classification plan,
the CONSULTANTS agree to make a detailed analysis of the salary
relationships between all classes for the purpose of determining
the extent to which all positions should be ranked or rated one
with the other insofar as their values based on duties and res-
ponsibilities are concerned, and to prepare appropriate recom-
mendations for the assignment of all classes to proper salary ranges.
5. The CONSULTANTS agree to prepare the results of the
classification survey and the salary relationships analysis in
two reports and transmit original copies to the CITY within a
period of approximately 75 days following the initiation of their
services..

7. The CONSULTANTS agree to participate in a meeting at
the conclusion of their services at which the reports are consid-
ered and at which their presence is requested.
S. The CONSULTANTS agree to assign fully experienced
and qualified members of its staff to conduct the services here-
in set forth.
9. The CITY agrees to permit access to all reasonable
information concerning the duties and responsibilities of its
employees and to expedite the furnishing of all information as
requested by the CONSULTANTS.
10. In full payment for the services detailed above, the
CITY agrees to pay to the CONSULTANTS a total fee of $6,500 with
payments to be made in an amount of $2,000 at the end of 30 and
60 days from the date of this agreement and the balance of 42,500
within 10 days following the submission of the final reports.
THE PARTIES HERETO have executed this agreement on
August S , 1972.
