A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF REDLANDS
APPROVING VARIANCE NO 805 TO CONSTRUCT ONE FREESTANDING
SCOREBOARD INCLUDING INTERNALLY -ILLUMINATED VIDEO DISPLAY
BOARD WITHIN TED RUNNER STADIUM AT THE UNIVERSITY OF
REDLANDS, LOCATED AT 1215 EAST BROCKTON AVENUE
WHEREAS, the University of Redlands has submitted an application for Variance No 805 to
construct a fieestandmg scoreboard sign with internally -illuminated LED display board within the new
scoreboard at the easterly interior side of Ted Runner Stadium located on the University of Redlands
campus The project site is located at 1215 East Brockton Avenue (APN 1212-431-02-0000) in the
Educational (E) District, and
WHEREAS, the Planning Conunission held a duly noticed public hearing on July 23, 2019, to
consider the staff report and testimony m support of, or opposition to, the proposed project and
considered Variance No 805, and
WHEREAS, on July 23, 2019, the Planning Commission unanimously adopted a resolution
recommending the City Council approve Variance No 805, and
WHEREAS, on July 26, 2019, the City Cleik caused a public notice to be published in a
newspaper of general circulation rn the city, and
WHEREAS, on or about July 24, 2019, written notice of the City Council's public hearing for
the Project Entitlements was mailed via U S Mail to property owners within a 300 -foot radius of the
project site, and
WHEREAS, on August 6, 2019, the City Council of the City of Redlands held a duly noticed
public hearing to consider the recommendation of the Planning Commission, and
WHEREAS, following the public hearing for the Project Entitlements, the City Council
determined that approval of the proposed project will be consistent with the best interests of the public
health, safety, and general welfare
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
REDLANDS AS FOLLOWS
SECTION 1 Findings for Variance Approval Variance No 805 is hereby approved based
upon the following findings
1) That then e e exceptional or exti aoi danary car cumstances or conditions applicable to the
pr open ty of to the intended use that do not apply generally to other proper ties or uses in the
same vicinity and zone
The existing facility as Ted Runner Stadium has operated as an athletic facility since its
construction in 1967, and contemporary stadiums that host NCAA events and other community

events include LED -style video screens designed for internal illunnmation and energy -
efficiency The proposed scoreboard is an integral feature of such an athletic facility, and it is
not clear that scoreboards were contemplated as part of the provisions in RMC Chapter 15 36
(Sign Code) regarding signs exceeding 120 square -feet in size The exceptional or
extraordinary circumstance m this situation is the regulatory constraint prohibiting internally-
illuininated signs in the Educational (E) District when other school facilities utilize internally-
illuininated signs
2) That such vai lance is necessary for the pi eservation and enjoyment of a substantial pr opei ty
r ight possessed by other pr open ties in the saline vicinity and zone disti ict, but which is denied to
the pi operty in question
Other school facilities and sports venues utilize internally-illurnmated scoreboards m the
Educational (E) District, at Redlands High School as well as Citrus Valley High School The
strict interpretation and application of the code preventing the proposed sign within Ted Runner
Stadium would deny a substantial property right enjoyed by othei educational facilities in the
vicinity and same zonmg district Constructing a new scoreboard in a stadium hosting NCAA
sports, without an integral video display board, would not be consistent with current industry
standards
3) That the granting of such vai zance will not be deo iniental to the public welfai e or incur nous
to the pi opei ty or impr oveinents of other s in the vicinity
The proposed scoreboard and video display screen (when illuminated only during a very
limited number of official events) will be predominantly visible only from the interior of Ted
Runner Stadium The scoreboard will not be visible from outside the stadium to the east and to
the south The scoreboard will be marginally visible from very limited segments of University
Street (975 feet to the west of the proposed sign) and Cornell Avenue (200 feet to the north of
the proposed sign) The scoreboard and video display screen will nn no way be harmful to the
general welfare of the public, and is not injurious to any surrounding property or
improvements
4) That the gi awing of such variance will not adver sely affect the genei al plan of the City of
Redlands
The subject parcel is designated as Educational in the 2035 General Plan, and the existing
stadium use is consistent with the Educational land use designation and character of the area
The proposed scoieboard and video display board will remain consistent with the current
Public Institutional zoning as well as the existing use as an athletic facility Approval of the
Variance would not adversely affect the General Plan, the Educational land use designation, or
the character of the surrounding area
SECTION 2 Variance Approval Variance No 805 is hereby approved, subject to the
Conditions of Approval for Sign Conditional Use Permit No 25
SECTION 3 Effective Date This Resolution shall become effective upon adoption
