Hein, Redlands Daily Facts ABSENT Charles G. DeMirjyn, Vice Mayor This special meeting of the City Council was called for the following purpose. (1) Consideration of population estimate, and (2) To consider extension of West Citrus Avenue & Related business . Item 1 City Manager Merritt clarified the information regard- ing the certification by the State of the recent popula- tion count which reports the City of Redlands as contain- ing 36, 900 people, and explained the advantages to the City of having certification of this number He added that new legislation permits any number of state certi- Resolution fications prior to 1975 No 2940 On motion of Councilman Knudsen, seconded by Councilman Population Miller, Resolution No. 2940, a resolution requesting Estimate census certification by the State, was adopted by AYE votes of all present, and expenditure of $360 00 from unbudgeted reserves was approved. Item 2 City Manager Merritt stated that the completion of the La.-Z-Boy expansion in June will necessitate construction Bid Call of West Citrus Avenue to Kansas Street at the earliest West Citrus possible date Mr Shone recommended that bid call on Street this work be advertised immediately. He gave an esti- mated cost at $17, 500 City Manager Merritt explained that the City holds a cash deposit from the Gill Company of $3, 100; that $8, 500 had been previously allotted by the Council toward this work from Industrial Development funds, and that the Gill Company had furnished a bond in the amount of $27, 900 Page one --. April 6, 1972 Following lengthy discussion of the delay in installa- tion of these offsite improvements by the Gill Company, past experiences regarding forfeiture of bonds, and the reasons for proceeding rapidly, the following three motions were made. The City Clerk was authorized to call for bids on the Bid Call installation of Citrus Avenue to Kansas Street in the estimated amount of $17, 500, with bids to be opened on April 18, 1972, on motion of Councilman Sewall, seconded by Councilman Miller Council authorization was given for the use of the $8, 500 previously approved for this work, the $3, 100 Funds cash deposit, and the use of Gas Tax Funds for the balance, as other funds are not readily available from the Gill Company, on motion of Councilman Miller, seconded by Councilman Sewall Authorization was given to proceed to collect the balance temporarily paid by Gas Tax Funds from the Gill Company and the bonding company, on motion of Council- man Miller, seconded by Councilman Sewall. The roll call vote on each of the above three motions was as follows: AYES Councilmen Miller, Sewall, Mayor Cummings NOES None ABSTAIN- Councilman Knudsen ABSENT. Vice Mayor DeMir3Yn Following the voting, the matters involved herein were discussed at great length There being no further business approved for considera- tion at this time in the "Notice of Special Meeting, " the Council adjourned at 9 45 A,Mm Respectfully submitted, Cit rk u) Page two - April 6, 1972 APR 1 2 1972 k A Contract No. /'jf T AGREEMENT sixth THIS AGREEMENT made and entered into this April day of , 1972 , at Sacramento, California, by and between DEPARTMENT OF FINANCE of the State of California , hereinafter called the Department , and the City of • 2 e hereinafter called the City . WITNESSET H : WHEREAS , it is provided in Section 2107 2 , Streets and Highways Code , that any city or city and county may apply to De- partment to estimate its population or the population of any in- habited territory annexed to the city subsequent to the last fed- eral census , and WHEREAS , said Section 2107. 2 provides that Department may make the estimate if in the opinion of Department there is available adequate information upon which to base the estimate , and WHERE) , Cl .v desires to have Department estimate pop- ulation of City and Department is willing to make such estimation, provided adequate information is available upon which to base the estimate , NOW, THEREFORE , it is hereby mutually agreed between parties hereto as follows . 1. City shall provide such data as are requested by Department in order that Department may determine whether adequate information is available upon which to base an estimate of popu- lation. In the event Department determines that adequate informa- tion upon which to base an estimate of population is not available Form BD-115 Rev. 012268 Estimate Page Two it shall inform City and shall explain to City the basis for this determination and in such case Department may render no further services hereunder . Upon completion of such estimate of population and if requested to do so by City , Department shall file a certified copy thereof with the Controller pursuant to Section 2107 . 2 , Streets and Highways Code. It is further mutually understood and agreed that Department shall have full and complete charge in the selection and application of the method or methods used in estimating the population of City and that City shall certify as to the accuracy of all information furnished from local records for use in preparation of said estimate of population. 2 . Within thirty (30) days after notification by De- partment to City of completion of such estimate of population , City agrees to reimburse Department for all costs incurred by Department in covnet..tion with the performance of this agreement. Said costs shall be a ".tandard fee determined by reference to a scale of charges .road upon past cost experience of the Depart- ment and the size of the City as officially established. The standard scale of charges is attached as Appendix A, which is by reference hereby made part of this Agreement . 3 . Department shall furnish a statement to City of amount due from City as hereinabove provided upon the completion of the services to be rendered under this Agreement by Department and City agrees to pay Department the amount due as shown in such statement within thirty (30) days after receiving such statement. SCHEDULE A Estimated Population Charge Under 10,000 $. 03 per person, $55. 00 minimum charge 10, 000 to 14, 999 . . . . . . . $ 300. 00 15 ,000 to 24, 999 325. 00 25,000 to 49, 999 360. 00 50, 000 to 74, 999 440. 00 75 ,000 to 124, 990 575. 00 125 ,000 to 199, 999 725 00 200,000 to 299 ,999 875. 00 300,000 to 499, 999 1025. 00 500 ,000 to 999, 999 1225. 00 1,000,000 or over 1450. 00 Effective January 1 , 1972 Form BD-115 4 / n RESOLUTION NO. 2940 A RESOLUTION OF THE CITY OF REDLANDS CONCERNING REQUEST FOR ESTIMATE OF POPULATION OF CITY OF REDLANDS BY DEPARTMENT OF FINANCE, STATE OF CALIFORNIA WHEREAS, it is provided in Section 2107 2, Streets and High- ways Code, that any city or city and county whose population has increased substantially since the last Federal Census may apply to the State Department of Finance to estimate the increase in population, and WHEREAS, said Section 2107 2 provides that the State Depart- ment of Finance may make the estimate if in the opinion of the Department there is available adequate infoiivation upon which to base the estimate, and WHEREAS, the City desires to have the State Department of Finance estimate the increase in population of the City and Depart- ment is willing to make such estimation, provided adequate informa- tion is available upon which to base the estimate, IT IS HEREBY RESOLVED by the City Council as follows . SECTION 1 That the State Department of Finance be requested to estimate the increase in population of City in accordance with the Streets and Highways Code of the State of California SECTION 2 That the Mayor of the City is authorized to exe- cute an agreement by and between the State Department of Finance and the City to provide for such an estimate.
