AGREEMENT TO FURNISH
ENVIRONMENTAL CONSULTING SERVICES
FOR CALIFORNIA STREET LANDFILL
VERTICAL EXPANSION I
AMENDMENT NO. I
This Amendment No. I authorizes Tom Dodson&Associates,(hereinafter"Consultant") to perform
services included in this Amendment and in accordance with the AGREEMENT, dated the 7th day
of January, 1997,for Environmental Consulting Services for the California Street Landfill Vertical
Expansion.
This amendment dated August B, 1997 makes the following changes to the AGREEMENT; all
other provisions of the AGREEMENT remain in effect.
ARTICLE 1 -ENGAGEMENT OF CONSULTANT
No Changes
ARTICLE 2 - SERVICES OF CONSULTANT
2.1 The Scope of Work is amended to include Attachment A,to this Amendment which
defines the Scope of Work for engineering services.
ARTICLE 3 -RESPONSIBILITIES OF CITY
No Changes
ARTICLE 4 -PERIOD OF SERVICE
4.1 The schedule for the services included in this Amendment shall be performed in
accordance with the schedule set forth in Attachment B.
ARTICLE 5 -PAYMENTS TO THE CONSULTANT
5.1 The total compensation to perform work under this Amendment shall be in
accordance with Attachment C to this Amendment.
ARTICLE 6-INSURANCE,AND INDEMNIFICATION
No changes.

REVISED SCOPE OF 3YOR
Revision to the Project Description and Initial Study prepared for the project in January and February 1997, due
to revisions made to the RDS1 and the addition of load consolidation and soil import as activities permitted at the
borrow site.
The RDSI revisions are primarily associated with landfill design changes including site capacity and life. The
revisions to the use of the borrow site are more extensive and result in substantial increases in traffic and potential

air quality impacts which required greater evaluation and Initigation. It is also anticipated that these issues will
generate additional comments on the docwment which require responses to those comments.
The proposed uses along with the horizontal expansion of the borrow area necessitate amendments to existing land
use designations in the City's General Plan and the East Valley Corridor Specific Plan. The potential impacts of
these actions must be evaluated in the Initial Study.
These revisions substantially 'increased the scope of the project and consequently the environme mal evaluation
required. In addition to these revisions, the number of visual simulations of the project site was increased from
three to five thus increasing the costs for these items.

RE: Amendment to Agreement for Environmental Consulting Services for
California Street Landfill Vertical Expansion
Dear Valorie:
In our letter of July 3, 1997,we stated that as of our invoice for work completed during June 1997 on this project,we
were near the contract budget for the project. As you are aware, we had completed much of the environmental
document for the project in January and February of this year. Subsequently, several revisions have been made to the
RDSI for the landfill and uses proposed at the borrow site(load consolidation, soil import, etc.). As we discussed,these
revisions to the project have resulted in revisions to the environmental document, as well as additional time reviewing
the design documents and resolving land use concerns,traffic concerns, and air quality issues.
Our invoice for work completed in July 1997 now exceeds the contract amount by$5,960.52.
The work performed outside the scope of our contract includes additional meetings, additional photographic simulations,
review of revised reports,resolving land use concerns,and estimating potential traffic and air quality impacts associated
with the revisions. As you are aware,the proposed soil import and load consolidation operations dramatically changed
the extent of the environmental evaluation required in the Initial Study.
Without the out of scope work effort and the revisions to the project, we would be within budget. At this time. we
estimate that the revisions to the project will increase the cost of the project by about$10,000 above the present budget.
Tom Dodson&Associates,therefore, request that our current contract be increased to cover the additional work effort
that was required to prepare the environmental document and Reclamation Plan for this project.
