Re: Environmental Services for the California Street storm drain project.
Dear Ms. Shatynski,
Thank you for asking Tom Dodson &Associates(TDA)to assist the City of Redlands(City)with
its California Street Landfill storm drains project. This proposal covers the environmental services
support TDA will provide the City as Task 4 of our Master Agreement with the City dated December
19, 1995. Based on available plans and a site visit, it is our opinion that the outlet structure for the
storm drain will be located within"waters of the United States"and within habitat of a federally listed
endangered plant species the Santa Ana River Woollystar(Woollystar),
Construction of the portion of the storm drain within the floodplain will require a Section 444 permit
fi-om the U.S. Army Corps of Engineers (Corps), a 401 Certification from the California Regional

California Department of Fish and Game(DFG). It is also possible that the U.S. Fish and Wildlife
Service may require consultation on this project.
Issuance of 401 Certification by the Regional Board will require that a California Environmental
Quality Act (CEQA) determination be trade for the project. Based on our reviexv of the
environmental document and determination for the Landfill's Solid Waste Facility Permit (SWFP)
Revision. it is TDA's opinion that the Initial Study prepared for that project included an adequate
evaluation of this project and that the Negative Declaration adopted is the proper CEQA
determination for this project,
Scope of Services
TDA will meet with staff from the regulatory agencies to develop a course of action for permitting
this project. Based on the results of those meetings, TDA will assist the City with preparation and
processing of the appropriate permits and agreement applications. Because it is not possible to
identify the amount ofwork effort that will be required by these agencies, TDA proposes to provide
the above services on a time and expense basis at the following rates:
Environmental Specialist I $100.00/hour
Environmental Specialist 11 $75.00/hour
Environmental Specialist III $65.00/hour
Environmental Specialist IV $45.00/hour
Graphics/Clerical $35.00/'hour
Outside services IDA secures with your authorization will be invoiced at cost plus 10% and mileage
charged at $0.35 per mile.
TDA estimates the cost of providing the above services will not exceed $3,500.00. Should TDA
determine the above services will exceed this estimate, TDA will meet with City staff to discuss the
additional work effort.
It should be anticipated that the regulatory agency will require a spring survey for Woollystars. Once
final engineering drawings are available and the extent of the survey identified, TDA will provide the
City with a proposal to provide that service. The scope of services provided by this proposal assumes
the CEQA determination made for Landfills SWFP Revision adequately covered this project and that
no additional environmental determination will be needed. Should additional environmental
evaluation be required, TDA will submit a proposal to provide that service.
