ENGINEERING SERVICES FOR THE CALIFORNIA STREET LANDFILL
VERTICAL EXPANSION AND CONCEPTUAL HORIZONTAL EXPANSION DESIGN
AMENDMENT NO. I
This Amendment No. I authorizes Vector Engineering, Inc., (hereinafter "Engineer) to perform
services included in this Amendment and in accordance with the AGREEMENT dated the I st day
of September 1, 1998. This amendment dated March 3, 1999, makes the following changes to the
AGREEMENT;all other provisions of the AGREEMENT remain in effect.
ARTICLE I -ENGAGEMENT OF ENGINEER
No Changes.
ARTICLE 2 SERVICES OF ENGINEER
2.1 The Scope of Work is amended to include Attachment A, to this Amendment which
defines the Scope of Work for Consulting services.
ARTICLE 3- RESPONSIBILITIES OF Cin
No Changes.
ARTICLE 4- PERIOD OF SERVICE
4.1 The schedule for the services included in this Amendment shall be performed in
accordance with the schedule set forth in Attachment B.
ARTICLE 5-PAYMENTS TO THE ENGINEE
5.1 The total compensation to perform work under this Amendment shall be in
accordance with Attachment C to this Amendment.
ARTICLE 6-INSURANCE AND INDEMNIFICATIQN
No changes,

ATTACHMENT A — SCOPE OF WORK
Vector Engineering, Inc. (Vector) is pleased to present the following
change order request to the City of Redlands. Under a previous contract, Vector
evaluated the alternative daily cover program (carping) at the California Street
Landfill and determined potential uses for green waste. The results of the
evaluation were presented to the City on February 3, 1999. Based on the
presentation, it was determined that green waste was not a viable material for
alternative daily cover due to regulatory constraints and the need to conserve
airspace. Vector did determine, however, that the potential exists for utilizing the
green waste in the interim cover at the site. In order to implement an alternative
interim cover program at the site, a demonstration program (pilot program) needs
to be prepared and submitted to the regulatory agencies.
It is anticipated that the pilot program will be prepared in accordance with
LEA Advisory #48 on ADC from the CIWMB, and in accordance with regulatory
requirements of the RWQCB and SCAQMD. The program will discuss the
proposed use of the green waste as alternative interim cover, the responsible
parties, time frame, material specifications, processing, placement, period of
exposure, ability to meet performance requirements (27 CCR 20700[b]), and
specific environmental monitoring and control measures.
Following completion of the pilot program, Vector will attend a meeting
with the regulatory agencies to discuss the program and make any necessary
changes. This change order does not include laboratory testing of the proposed
interim cover mixes, project oversite, or report preparation. These items will be
included in a future amendment.
