A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF REDLANDS
APPROVING THE SOCIO-ECONOMIC COST/BENEFIT STUDY FOR
TENTATIVE TRACT MAP NO 20065 AND ZONE CHANGE NO 461
WHEREAS, Daniel Buoye has filed an application for Tentative Tract Map No 20065 and
Zone Change No 461 with the City of Redlands for the subdivision of approximately 10 44 acres
into twenty-nine (29) single-family residential lots and one lettered lot for property located at 1432
E Highland Avenue (the "Project"), and
WHEREAS, on May 28, 2019, the City of Redlands' Planning Coininission held a noticed
public hearing at which interested persons had an opportunity to testify in support of, or m
opposition to, the Project, and
WHEREAS, a copy of the Socio -Economic Cost/Benefit Study and related materials for
the Project that were reviewed by the City of Redlands Plaimmg Commission m making its
recommendations of the approval have been forwarded to the City Council, and
WHEREAS, on May 28, 2019, the City of Redlands Planning Commission held a noticed
public hearing at which interested persons had an opportunity to testify m support of, or in
opposition to, the Project, and
WHEREAS, the City Council held duly noticed public hearings on July 16, 2019 and
September 3, 2019, at which City staff and members of the public had the opportunity to provide
verbal and written testimony on the Socio-Econornic Cost/Benefit Study for the Project,
NOW, THEREFORE, be it resolved by the City Council of the City ofRedlands as follows
Section 1 The City Council hereby approves the Socio -Economic Cost/Benefit Study for
the Project based upon the following findings
A The Project will not create significant uninitigatable physical blight m the City or
overburden public services, including, without limitation, police and fire protection services,
because the mitigation measures for environmental impacts described m the study have been added
to the Project as conditions of approval The Project's design enhances the surrounding
neighborhood, provides approximately 1/2 acre of landscaped infiltration basin and open space,
landscaped parkways along East Highland Avenue, as well as a new storm dram pipe to accept
flows from the easterly adjacent parcel The Project does not conflict with the predominant uses
present m the surrounding areas, as the Project site abuts established residential developments to
the north, west, south, and east Further, the Project provides unprovement that blend m with and
enhance the surrounding community through the use of landscaped buffers along the public right-
of-way, as well as the maintenance of the landscaped infiltration basin
Improvements will be constructed m connection with the development of the Project
including new internal streets with landscaped parkways, curb and gutter, sidewalks, and street

lights, as well as the construction of drainage and storm water facilities to support the Project The
Project will upgrade water, sewer, and storm dram infrastructure and provide connections to
existing City mfrastructure Utilities will be placed underground The Project developer is required
to fund its fair share allocation of any necessary public mfrastructure associated with development
of the Project
As determined m the Socio -Economic Cost/Benefit Study, the Project will provide an
annual "new net" revenue of twenty four thousand seven hundred sixty six dollars ($24,766) to the
City upon occupancy, and annual ongoing costs of approximately twenty six thousand seven
hundred forty eight dollars ($26,748) This equates to a revenue/cost ratio of a positive factor of
1 93 For every dollar it spends, the City will receive one dollar ninety three cents ($1 93) in
revenue Because the Project will expand the City's economic base by increasing property tax
revenues, and provide for the development of new housmg within the City, provide the
mfrastructure necessary to meet Project needs m an efficient and cost effective manner, and place
an emphasis on design and landscaping, the City finds that the Project will not create unmitigatable
physical blight within the City or overburden public services, including, without limitation, police
and fire protection services
B The benefits to the City resulting from development of the Project outweigh any
direct cost to the City that may result The Socio -Economic Cost/Benefit study demonstrates that,
the Project will generate "new net" revenues of twenty four thousand seven hundred sixty six
dollars ($24,766) to the City upon occupancy, and annual ongoing costs of approximately twenty
six thousand seven hundred forty eight dollars ($26,748) This equates to a revenue/cost ratio of a
positive factor of 1 93 For every dollar it spends, the City will receive one dollar ninety three cents
($1 93) m revenue Further, the Project would provide for the development of twenty-nme (29)
residential lots and landscaped buffers along the public right-of-way Schools will be enhanced
with the payment of school fees Further, with the additional revenue provided to the City through
increased property taxes, and the payment of development impact fees, direct and mdirect funding
will be provided for cultural enhancements, downtown district enhancements, park enhancements,
public safety (Police and Fire) enhancements, and traffic enhancements
