A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF REDLANDS
RESTRICTING THE PARKING OF COMMERCIAL, RECREATIONAL, AND
OTHER VEHICLES ALONG RESEARCH DRIVE AND LUGONIA AVENUE
WHEREAS, the State Legislature in California Vehicle Code sections 22507 and 22507 5
respectively, has delegated to local governments the authority to regulate vehicular parking within
their jurisdictions, and
WHEREAS, the proliferation of oversized commercial and recreational vehicles parked on
public streets raises public safety concerns, including the obstruction of access to nghts-of way,
reduced site distance, and reduced visibility at intersections, all of which have a detrunental effect
on the public health, safety, welfare and quality of life in the City, and
WHEREAS, certain neighborhoods and areas of the City do not have sufficient on or off
street space to accommodate the parking of oversized vehicles, and the proliferation of oversized
commercial and recreational vehicles parked in the limited supply of spaces reduces parking spaces
for other uses, which adversely affects residents, and
WHEREAS, oversized commercial and recreational vehicles have a large storage capacity
which provides for an increased opportuinty for vehicle thefts and deterioration of safety,
tranquility, aesthetics and other similar values m the City, and
WHEREAS, restncting the parking of oversized commercial and recreational vehicles will
mitigate the public safety concerns associated with the parking of oversized vehicles, will increase
the availability of parking for City residents and visitors, and, will preserve the character of
neighborhoods to the benefit the health, safety and welfare of City residents, and
WHEREAS, the City wishes to restrict the parking of oversized commercial and
recreational vehicles on City streets pursuant to the City's police power, as granted broadly under
Article XI, Section 7 of the California Constitution, and the City Council has the authority to enact
and enforce ordinances and implementing resolutions for the public peace, morals and welfare of
the City and its residents,
NOW THEREFORE, BE IT RESOLVED by the City Council of the City of Redlands
as follows
Section 1. The City Council hereby detennmes that approval of this Resolution is exempt
from review under California Environmental Quality Act ("CEQA") pursuant to the State CEQA
Guidelines section 15301(c) which provides an exemption for minor alterations of existing public
streets and sidewalks This City Council finds with certainty that the signage improvements
installed by the streets and the corresponding limitation regarding the parking of oversized
commercial and recreational vehicle involves negligible or no expansion of the use of existing City
streets

Section 2. Pursuant to California Vehicle Code section 22507 and Redlands Municipal
Code section 10 40 090, the City Council hereby establishes a "no commercial and recreational
vehicle parking zone," and a "no parking zone between the hours of 2 00 a m and 6 00 a m ," for
(1) an approximate 450 foot segment of the street located on the west side of Research Drive, south
of Lugoma Avenue, (2) for a 510 foot segment of the street located on the east side of Research
Drive, east of Lugoma Avenue, (3) for a 700 foot segment of the street located on both the north
and south sides of Lugoma Avenue, west of Research Drive, and (4) for a 440 foot segment of the
street located on both the north and south sides of Lugoma Avenue, east of Research Drive, each
as depicted on Exhibit "A" which is attached hereto and is adopted hereby incorporated by
reference
Section 3 Pursuant to California Vehicle Code section 22507 and Redlands Municipal
Code Section 10 40 090, the City Council hereby establishes a "no parking zone" for a 450 foot
segment of the street located the west side of Research Drive, south of Lugoma Avenue, and for a
510 foot segment of the street located on the east side of Research Drive, east of Lugoma Avenue,
each as depicted on Exhibit "A," which is attached hereto and is adopted hereby mcorporated by
reference
Section 4. City staff is hereby directed to post the appropriate signage and markmgs to
implement this Resolution upon its effective date
Section 5 This Resolution shall take effect of the effective date of City of Redlands
Ordinance No 2897
