Read title only of proposed amendments to Ordinances 3328 and 3344 for the Cities of Colton, Fontana, Grand Terrace, Highland, Lcma Linda, Redlands, Rialto, and Upland to extend benefit assessment levies for the San Bernardino County Vector Control Program into FY 90/91. 2.) Read title only of proposed amendment to ordinance 3328 by adjusting the benefit assessment levies for the City of Needles to be increased by $1.00 per developed parcel. 3.) Read title only of proposed amendment to Ordinance 3330 for the City of San Bernardino to extend benefit assessment levies for the San Bernardino County Vector Control Program into FY 90/91. Waive reading of the entire text and continue to. Monday, July 23, 1990, for adoption on the consent calendar. BACKGROUND: On November 24, 1986, the Board of Supervisors adopted by resolution the powers of a vector control district, creating the San Bernardino County Vector Control Program, to be implemented by the Department of Environmental Health Services. These powers applied to the unincorporated areas of the County and were to be conducted at existing levels with existing funds contained in the department's appropriations. This program may also be conducted within incorporated cities wit's the conzent of the participat.—.4 City Councils. By unanimous consent of the City Councils, the cities have adopted resolutions requesting to be included in the San Bernardino County Vector Control Program and authorized the establishment of benefit assessment to fund such services. REASON FOR RECOMMENDATION: Board of Supervisors approval is required before these benefit assessments can be collected and deposited by the County Treasurer into the trust account designated for these funds. REVIEW BY OrRERS: The ordinance amendments have been reviewed by the Cities of Colton, Fontana, Grand Terrace, Highland, Loma Linda, Needles, Redlands, Rialto, San Bernardino, and Upland; Deputy County Counsel Susan L. Nash on June 20, 1990. FINANCIAL DATA: Benefit assessments for the Cities of Colton, Fontana, Grand Terrace, Highland, Lcma Linda, Redlands, Rialto, San Bernardino, and Upland will remain unchanged from FY 89/90. Benefit assessment levies for City of Needles will be increased by $1.00 per developed parcel in order to meet the demands of additional services requested by the City of Needles. METHOD OF COLLECTION; AUTHORIZATION TO ADD 31 TO TAX ROLL. 32 All assessments fixed and authorized in Sections 2 33 through 11, above, may be collected directly by the County or 34 added to the tax roll. When added to the tax roll, the assess- 35 ment shall appear as a separate item on the tax roll for the 36 vector control program and on the tax bill. The charge shall be 9 I collected at the same time and in the same manner as general ad 2 valorem property taxes of the County of San Bernardino are col- a lec ted and shall be subject to the same penalties and the same 4 procedure and -sale in case of delinquency as provided for such 5 County taxes. 6 All laws applicable to the levy and collection of taxes 7 shall apply except that if the real property to which such charge 8 relates has been transferred or conveyed to a bona fide purchaser 9 for value , or if a lien of a bona fide encumbrance for value has 10 been created and attached thereon , prior to the date on which the 11 first installment of such taxes would then become delinquent, 12 then the charge confirmed pursuant to this ordinance shall not 13 result in a lien against such real property, but instead shall be I4 transferred to the unsecured roll for collection. When collected 15 directly by the County, said assessment shall be due at the same Wg 16 time as if collected on the tax roll.
