SUBJECT: AMENDMENT NO. 1 TO AGREEMENT NO. 05-529 AGREEMENT WITH THE
CITY OF REDLANDS— NEIGHBORHOOD INITIATIVE PROGRAM
RECOMMENDATION: Approve Amendment No. 1 to Agreement No. 05-529, Agreement with the
City of Redlands — Neighborhood Initiative Program to increase the amount of funds allocated to the
City of Redlands by an amount of $3,506,000 from $494,000 to $4,000,000 to enable the City to
implement and develop neighborhood revitalization programs, design and construct a Boys and Girls
Club, an affordable housing project for senior citizens (Vista Del Sol) and a street improvements
project along Lugonia Avenue in Redlands and related changes.
BACKGROUND INFORMATION: Agreement No. 05-529 was approved by the Board of Supervisors
on June 21, 2005 (Item 61) to provide funds to the City of Redlands for the development and
implementation of neighborhood revitalization programs, the design and construction of a Boys and
Girl Club, an affordable housing project for senior citizens (Vista Del Sol) and a street improvements
project along Lugonia Avenue in Redlands. This amendment provides an additional $3,506,000 to the
City of Redlands for these projects.
The Neighborhood Initiative (NI) Program is a federal, earmarked grant to the County of San
Bernardino established though legislation submitted by Congressman Jerry Lewis. A large part of the
NI Program involved the buying of foreclosed properties owned by the Federal Housing Administration
(FHA) at a discount and then rehabilitating the units and selling them to low-and moderate-income
families. In order to receive the discount, the County was obligated to utilize the proceeds from the
sale of these properties for the benefit of the areas in which the properties were located. This
amendment adheres to this requirement.
The requested amount of $3,506,000 represents proceeds generated by the sale of the foreclosed
properties in Redlands. Allocation of this amount will further the goals of the NI Program by
completing the funding of the Boys and Girls Club project in the City of Redlands.
REVIEW BY OTHERS: This Amendment was reviewed by County Counsel (Michelle D. Blakemore,
Deputy County Counsel, 387-5455) on June 1, 2006; the Department of Community Development and
Housing (David M. Larsen, Contract Compliance Designee 388-0959) on June 1, 2006; and the County
Administrative Office (Matthew Erickson, 387-3937)on June 2, 2006.
FINANCIAL IMPACT: NI Program funds of $4,000,000 will be used to fund this Agreement and have
been included in the FY 2005/06 and 2006/07 budget (SAR/ECD). This action has no effect on the
County General Fund, Community Development Block Grant Program or HOME Program.

Amendment No. 1 to Agreement No. 05-529 is entered into this 6th day of June 2006 by and between
the County of San Bernardino of the State of California, hereinafter referred to as ^COUNTY', and the City of
Redlands, a municipal corporation located within the boundaries of COUNTY, hereinafter referred to as"CITY'.
WHEREAS, Congressman Jerry Lewis secured Neighborhood Initiative funds for the County ofSan
Bernardino; and,
VVHEREA8, the mission of the Neighborhood Initiative Program (N|) is the preservation and revitalization
of neighborhoods through maximizing opportunities afforded by the availability and the leveraging of federal
Neighborhood Initiative Funds; and,
VVHEFkEAG. the COUNTY and CITY previously entered into AGREEMENT No. 05'529 for the
Neighborhood Initiative Program (N|) on June 21, 2008. both parties desire toamend this AGREEMENT to
provide additional funds tocomplete Neighborhood Initiative Projects; and,
WHEREAS, both COUNTY and CITY seek to coordinate their efforts bo maximize utilization of personnel
and resources, and increase efficiency and economies of scale in the planning and administration of the program
hereinafter set forth.
NOW, THEREFOF|E, for and in consideration of the covenants and AGREEMENT set forth hem*in, and
intending tobelegally bound hereby, COUNTY and CITY agree that Loan Agreement No. 05-520 is amended as
follows:
1. Article 1. PURPOSE isreplaced by:
This AGREEMENT gives COUNTY and CITY the authority to undertake or assist in undertaking certain
activities to be funded by a Neighborhood Initiative Program (hereinafter referred to an ''N| Program")
grant from the Department of Housing and Urban Development (hereinafter referred to as ''HUD''). The
purpose will be accomplished pursuant to the requirements of the Neighborhood Initiative Program, and
other Fodora|. State and County|awo, negu|aUona, and policies in the manner herein set forth. COUNTY
and CITY agree to cooperate to undertake, or assist in undertoking, com/nunib/ renowa| and lower
income housing assistance activities, specifically urban renewal and publicly assisted housing. Unless
specified otherwise, C(}UNTY's Community Development and Housing Department(hereinafter referred
to as ~CDH") shall have the authority to represent COUNTY regarding the terms and conditions of this
AGREEMENT and the administration thereof. This AGREEMENT provides $4.008.000 in N| Program
funds byCOUNTY toCITY.
