A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF REDLANDS
IMPLEMENTING THE GOALS AND POLICIES OF THE REDLANDS
GENERAL PLAN BY ESTABLISHING A "HEALTHY REDLANDS"
PROGRAM FOR INTEGRATION WITH PUBLIC SERVICES PROVIDED BY
THE CITY AND PERTAINING TO EXISTING AND PROPOSED
DEVELOPMENT WITHIN THE CITY
WHEREAS, in 2004, the League of Cahforma Cities adopted an Annual Conference
resolution to encourage cities to embrace policies that facilitate activities to promote healthier
lifestyles and neighborhoods, includmg healthy diet and nutntion programs, and the adoption of
city design and planning principles that enable residents of all ages and abilities to undertake
exercise, and
WHEREAS, in 2008, former Mayor and City Councilinember Pat Gilbreath commenced a
Healthy Redlands initiative to improve the health and well-being of all residents of the City of
Redlands, and
WHEREAS, on March 1, 2011, the City Council of the City of Redlands ("this City
Council") adopted the Redlands Community Sustainability Plan to guide the City's efforts to
become increasingly sustainable, including efforts to improve overall public health, and
WHEREAS, m 2017, this City Council declared its commitment to the health and well-
being of the residents of Redlands by establishing principles and policies for fostering healthy
neighborhoods to promoting active lifestyles, wellness, and access to recreation and locally
sourced food, as set forth in Chapter 7, entitled "Healthy Community," of the 2035 City of
Redlands General Plan, and
WHEREAS, health outcomes are pnmarily determined by factors such as socioeconomic
status, race, health behaviors, environmental factors, and built environment, and poor health
outcomes take a tremendous toll on the health and productivity of all persons, and
WHEREAS, there are important, long -tern benefits to be gamed by encouraging the
community and individual health, wellness, and equity, including a decrease m the rate of poor
health outcomes and the impacts and costs associated with the same, and
WHEREAS, local land use policy governs the development of the built environment m
which individuals make personal nutrition arid physical activity choices, and
WHEREAS, this City Council supports the development of healthy neighborhoods which
provide places wherein walking and bicycling are safe and convenient methods of travel for all
residents, where locally grown, affordable, and nutritious food is accessible, and which consist of
public places where residents may live in a clean, environment free of hazards or pollutants as
stated in Chapters 4 through 8 ("Livable Community," "Connected City," "Vital Environnent,"

"Healthy Community," and "Sustainable Cornrnunity") of the 2035 City of Redlands General
Plan,
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Redlands as
follows
Section 1 This City Council hereby declares that the City will work with other cities,
county departments, community partners, and regional agencies to adopt preventive measures,
develop initiatives and programs to address chronic conditions, and create or support existing
coalitions which collectively advance equitable community health and wellness
Section 2 This City Council encourages and directs staff of all City departments to
(i) promote and support active transportation and physical activity plans, (n) promote and support
the joint use of public and private facilities throughout neighborhoods in Redlands which enhance
physical activity, (in) develop policies to provide access to healthy and affordable foods that are
free of contaminants, and (iv) promote clean air and water as stated m Chapters 2, 5, 7 and 8,
entitled "Distinctive City," "Connected City," "Healthy Community," and "Sustainable
Community," respectively, of the 2035 City of Redlands General Plan
Section 3 This City Council hereby deterrnres and directs that staff of all City
departments shall make reasonable efforts to
A Promote participation in the "Healthy Redlands Program" through including the
initiative's activities on the City's website, advertising Healthy Redlands through the City
calendar, and directing all healthy initiative activities to Healthy Redlands, and
B Collaborate with local and regional organizations to promote employee wellness in
the workplace, and
C Promote city-wide policies and procedures to support employees who are nursing,
and
D Encourage submission of development project proposals that demonstrate
favorable impacts on resident and employee physical activity, and
E Promote awareness, acceptance, accorrunodation and inclusion of individuals with
intellectual and developmental disabilities m City activities, and
F Encourage development project proposals that increase accessibility of alternative
transportation and zero -emission vehicle infrastructure for the City, and
G Encourage the establishment and/or maintenance of a robust Safe Routes to School
Program at every school site, and
H Foster the completion of bike paths and sidewalks, and

I Encourage equitable access to healthy foods and physical activity facilities, trails,
and other resources, and adopt strategies to remedy any identified mequities, and
J Facilitate the siting of new grocery stores, coinmumty gardens, and farmers markets
in underserved neighborhoods to increase access to healthy food, including fruits and vegetables,
and
K Publicly recognize restaurants and food retailers that promote environmental
sustainability and non -motorized transportation choices
