HomeMy WebLinkAbout2019_08_07 - Special MINUTES Special meeting of the City Council of the City of Redlands held in the 2nd Floor Conference Room, Civic Center, 35 Cajon Street, Suite 200, on August 7,2019 at 5 00 P M Present Paul Foster,Mayor Denise Davis,Mayor Pro Tempore Paul Banch, Council Member Eddie Tejeda, Council Member Toni Momberger, Council Member Staff Dan McHugh, City Attorney, Jeanne Donaldson, City Clerk, Bnan Desatmk,Development Services Director,Nathan Cooke,Fire Chief, Travis Martinez,Assistant Chief of Police, Fay Glass,Emergency Operations Manager, Savat Khamphou,Engineering Manager,Brian Foote, Planning Manager, Kevin Watson,Utilities Operations Manager, Dana Abramovitz,Purchasing Services Manager,Reggie Brown,Battalion Chief, James Garland,Fiscal Manager, Zach LaBonte,Field Services Project Supervisor, Esther Martinez,Emergency Operations Specialist Attendees Carrie Cruz, SBC Emergency Services Officer, Sonia Brown, CA Emergency Services Coordinator Mayor Foster called the special meeting to order and offered those present the opportunity to provide public comment on any subject within the jurisdiction of the City Council which is not already scheduled on this agenda PUBLIC COMMENT None forthcoming Emergency Operations Tabletop Exercise Steve Nunez,Emergency Management Coordinator II, California Governor's Office of Emergency Services (Cal OES), facilitated a group awareness tabletop exercise in response to a major emergency at and around the City of Redlands Airport He provided an overview of the five emergency response levels of SEMS, comprised of the State, OES Region, Operational Area,Local Government and Field(Incident Command System or ICS)and presented the roles of the National Response Framework(NRF), describing the partnership for multi-agency coordination and mutual aid Mr Nunez moved through the exercise by defining the participant roles and responsibilities He provided exercise structure and guidelines, and identified exercise objectives and core capabilities,to include an exercise overview, a discussion of the policy group's role and staffs role in Incident Command System(ICS) and Unified Command, establishment of a working location for policy group during the event, discussion of operational coordination, concepts and communications, and he detailed an Organizational Chart, graphing the flow of policy setting and decision-making responsibilities The training allowed for open discussion and the development of actionable objectives in the event of an emergency ADJOURNMENT There being no further action required the meeting adjourned at 7 10 P M The next regular meeting of the City of Redlands City Council will be held on September 3,2019 Special CC_August 7,2019 Page 1
