Mayor Foster called the special meeting to order and offered those present the opportunity to provide public
comment on any subject within the jurisdiction of the City Council which is not already scheduled on this
agenda

Emergency Operations Tabletop Exercise
Steve Nunez,Emergency Management Coordinator II, California Governor's Office of Emergency Services
(Cal OES), facilitated a group awareness tabletop exercise in response to a major emergency at and around
the City of Redlands Airport He provided an overview of the five emergency response levels of SEMS,
comprised of the State, OES Region, Operational Area,Local Government and Field(Incident Command
System or ICS)and presented the roles of the National Response Framework(NRF), describing the
partnership for multi-agency coordination and mutual aid Mr Nunez moved through the exercise by defining
the participant roles and responsibilities He provided exercise structure and guidelines, and identified
exercise objectives and core capabilities,to include an exercise overview, a discussion of the policy
group's role and staffs role in Incident Command System(ICS) and Unified Command, establishment of a
working location for policy group during the event, discussion of operational coordination, concepts and
communications, and he detailed an Organizational Chart, graphing the flow of policy setting and
decision-making responsibilities The training allowed for open discussion and the development of actionable
objectives in the event of an emergency
