The City of Redlanu�, will train a total of 30 participants ranging in age from t6-21, for a period
of 10 weeks beginning June 23, 1997 and ending August 29, 1997. Each applicant will receive
$5.15/hour for the actual number of hours spent in work experience and academic enrichment,
As in the past, the City of Redlands assures that it will comply with JTPA and federal guidelines,
and focus on the "most in need" who can benefit from the training program. Special efforts
will be made toward hiring "high risk" youth, using a ranking system d.eveloped and used in the
past three programs. Applicants will be enrolled in the program using various assessment
tools, including the COIN, Maturity Work Survey, CASAS academic measurement, and the
Individual Service Strategy. Based on these various tools, every attempt will be made to match
the participant to positions in related fields of interest and skill level.
Job Enrichment and Academic Remediation programs will be conducted for a total of 24 hours
during a six-week period. Remediation is one component of the training portion of our program.
Classes will be scheduled as a requirement for those students who have not passed the High
School proficiency test and have been assessed needing same based on the CASAS assessment
instrument. Reading and math classes designed to enhance life-skills will be utilized. The
second component of the program will be Job Enrichment. Classes will emphasize life and work

Recruitment/outreach efforts for the 1997 program will include news articles in local
newspapers seeking applicants and specifying an emphasis on economically disadvantaged,
high-risk youth. Public service announcerrients will be submitted to local cable TV stations.
As in the past, contact will be made with Orangewood Continuation School, Redlands High
School, and the Housing Authority representatives at low-income housing projects, to develop
potential candidates from the targeted population. Contact will be established with the local
Employment Services Department for potential candidates. Information flyers will be

4. INTAKE PROCESS: Intake eligibility will be performed by the Contractor, The

With respect to any participant in a program conducted under this Contract who is engaged in
activities which are not covered by health and safety standards under OSHA of 1970. the
Contractor shall presor|be, by regu|adon, such standards asmay be necessary to protect the health

O. No program under the Act shall impair (1) existing contracts for services'. or (2) existing collective
bargaining Contraots, unless the employer and the labor organization concur, in writmg, with
respect toany elements ofthe proposed activities which affect such Contract.

the same or any substantially-equivalent job. or (2) when the employer has herrnmehed the
employment of any regular employee or otherwise reduced its workforce with the intention of filling

13. Permits and Licenses
The Contractor shall obtain all permits and licenses necessary to the performance of this Contract, The
Contractor shall pay all normal fees for permits, licenses, inspections, or any other certification or service
required in the performance of this Contract. The County is not permitted to waive any fees for services,
except as otherwise required by laws.
14. Prohibition of Activities
A� The Contractor will assure that no funds under this Contract shall be used to assist, promote, or
deter union organizing activities.
B. Sectarian Activities - The Contractor certifies that this agreement does not provide for the
advancement or aid to any religious sect, church or creed, or sectarian purpose, nor does it help to
support or sustain any school, college, university, hospital or other institution controlled by any
religious creed, church, or sectarian denomination whatever, as specified by Article XVI, Section 5
of the Constitution, regarding separation of church and state.
C. No funds provided under this Act shall be used or proposed for use to encourage or induce the
relocation of an establishment, or part thereof, that results in a loss of employment for any
employee of such establishment at the original location.
D. None of the funds, materials, property, or services provided directly or indirectly under this Contract
shall be used for, or to promote any partisan or non-partisan political activity, or to support or defeat
any pending legislation or administrative legislation.
E, The Contractor is prohibited from using funds under this Contract for the purpose of instituting legal
proceedings or legal dispute against the County or its official representatives.
