Ordinance Ordinar�e No. 1885, an ordinance of the City of Redlands
No. 1885 amending Ordinance No. 1843 regarding allotments of outside
water and sewer connections, was given its second reading of
Outside the title by City Clerk Poyzer, and on motion of Councilman
Connections Martinez, seconded by Councilman Johnson, further reading
of the ordinance text was unanimously waived. Ordinance
No. 1885 was adopted on motion of Councilman Martinez,
seconded by Councilman Johnson, by the following vote:

NEW BUSINESS
Surplus Councilman Larsen moved to donate two surplus marked police
Police Cars units to the Sonora State Police in Mexico in appreciation for
Donation thci assistance to members of our Police Department in the
apprehension and extradition of a suspect in the attempted
murder of a 10-year-old male Redlands resident in June,
1pJ15. Motion seconded by Councilman DeMirjyn, and
unanimously and enthusiastically approved.
Water and Or, motion of Councilman Johnson, seconded by Councilman
Sewer Rate DeMirjyn, unanimous Council approval was given to request
Study proposals from consultants for a water and sewer rate study
including all development impact fees with analysis of
alternatives and recommendations to finance major capital
improvements and operations and maintenance costs, subject
to prior review by the Public Works Commission.
Hydro-
Following discussion, Councilman Larsen moved to authorize
Electric
staff to request proposals from engineering consultants to
Feasibility
study the feasibility of hydro --electric power generation using
Study
Mill Creek Water; subject to prior review of the Requests for
Proposals by the Public Works Commission; and subject to
approval of the City Council prior to release of the bid.

Resolution
No. 4021 Councilman DeMirjyn moved to approve Resolution No. 4021, a
resolution of the City Council of the City of Redlands,
Grant approving the application and project agreement for historic
Application preservation grant funds from the California Park and
Recreational Facilities Act of 1984 for the Smiley Library
Seismic Retrofit Project. Motion seconded by Councilman
Johnson and carried unanimously.
Tentative Tract No. 12083--1 - Rossmore Investment and
FMK, Inc. - Final Approval
:ill requirements as contained in Council minutes dated
December 21, 1982, having been complied with, it is the
recommendation of the Planning and Community Development
Office that final approval be given Tentative Tract
No. 12083-1. On motion of Councilman Larsen, seconded by
Councilman Martinez, this recommendation was approved
unanimously by Council.
Minor Subdivision No. 140 - Harvest Investment Co. -
Final Approval _
All requirements as contained in Council minutes dated July 17,
1984, having been complied with, it is the recommendation of
the Planning and Community Development Office that final
approval be given Minor Subdivision No. 140. On motion of
Councilman Martinez, seconded by Councilman Johnson, this
recommendation was approved unanimously by Council.
Public Works Director Donnelly presented an agreement which
is the culmination of two and one-half years of negotiations
between ten developers and the City of Redlands. He reported
that if all goes as planned, it will provide for a trunk sewer
to serve the entire part of Redlands lying north of Pioneer
Avenue. Mr. Donnelly was commended by Council for his
Sewer excellent presentation. Councilman Larsen moved that the
Agreement Mayor be authorized to execute the sewer agreement providing
for City participation in the project known as the Palmetto and
Domestic Avenues Sewer Extension Trunkline Off -Tract
Agreement and directed staff to prepare a map delineating the
=F area of benefit and to calculate connection fees within the area
of benefit for approval by the City Council. Motion seconded
by Councilman Martinez and carried unanimously.

meeting and reconvened at 4:55 P.M.
