A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF REDLANDS
APPROVING SPECIFIC PLAN AMENDMENT NO.45 TO THE EAST VALLEY
CORRIDOR SPECIFIC PLAN (SPECIFIC PLAN NO. 40), TO CHANGE THE
LAND USE DESIGNATION OF SEVEN PARCELS TO "MULTIPLE FAMILY
RESIDENTIAL-2500 DISTRICT (EV/2500RM)" LOCATED ON THE NORTH
AND SOUTH SIDES OF ORANGE AVENUE BETWEEN ALABAMA AND
IOWS STREETS (APNS: 0292-167-08-0000, 0292-167-11-0000, 0292-167-12-
0000, 0292-167-13-0000, 0292-167-18-0000, 0292-167-25-0000, AND 0292-168-
03-0000)
WHEREAS, 1600 Orange LLC., the property owner, has submitted an application for
Specific Plan Amendment No. 45 to the East Valley Corridor Specific Plan (Specific Plan No. 40) to
change the land use designation of seven parcels (APNS: 0292-167-08-0000, 0292-167-11-0000,
0292-167-12-0000, 0292-167-13-0000, 0292-167-18-0000, 0292-167-25-0000, and 0292-168-03-
0000) to EV/2500 "Multiple Family Residential-2500 District (EV/2500RM)" (the "Specific Plan
Amendment"); and
WHEREAS, on August 29, 2019, notice of the Planning Commission's public hearing for the
Specific Plan Amendment was published in the Redlands Daily Facts; and
WHEREAS, at the September 10, 2019, Planning Commission meeting, the Specific Plan
Amendment was continued to a special Planning Commission meeting on September 30, 2019, at
6:00 PM; and
WHEREAS, on September 30, 2019, the Planning Commission held a noticed public hearing
at which interested persons had an opportunity to testify in support of, or in opposition to, the
Specific Plan Amendment, and at which the Planning Commission considered the Specific Plan
Amendment; and
WHEREAS, on September 30, 2019, the Planning Commission recommended to the City
Council the Specific Plan Amendment be approved; and
WHEREAS, following the public hearing on September 30, 2019 the Planning Commission
determined that the Specific Plan Amendment would be in conformity with the existing land use
designation for the subject property as Medium Density Residential in the 2035 General Plan; and
WHEREAS, on September 30, 2019, the Planning Commission recommended to the City
Council that the proposed Specific Plan Amendment be approved; and
WHEREAS, on October 2, 2019, notice of the City Council's public hearing for the proposed
Specific Plan Amendment was published in the Redlands Daily Facts by the City Clerk; and
WHEREAS, the City Council held a duly noticed public hearing on October 15, 2019, at

which interested persons had the opportunity to provide verbal and written testimony on the Specific
Plan Amendment No. 45 to the East Valley Corridor Specific Plan;
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
REDLANDS AS FOLLOWS:
Section 1. General Plan Conformity. The proposed Specific Plan Amendment to re -designate
the land use for the subject properties in conformity with the 2035 General Plan, in that the existing
land use designation for the subject properties are Medium Density Residential. The Medium
Density Residential land use category allows for multifamily development and attached dwellings up
to a maximum of fifteen (15) dwelling units per acre, and the proposed Specific Plan Amendment
will be consistent with this land use designation as well as the proposed land use designation as
"Multiple Family Residential — 2500 District (EV/2500RM)."
Section 2. Specific Plan Amendment Approved. Specific Plan Amendment No. 45 to the
East Valley Corridor Specific Plan (Specific Plan No. 40) is hereby approved. Specific Plan
Amendment No. 45 shall change the land use designation of the following seven parcels (Assessor's
Parcel Numbers 0292-167-08-0000, 0292-167-11-0000, 0292-167-12-0000, 0292-167-13-0000,
0292-167-18-0000, 0292-167-25-0000, and 0292-168-03-0000) to "Multiple Family Residential —
2500 District (EV/2500RM)." This Specific Plan Amendment shall be included on the City's Zoning
Map as more particularly shown on the maps attached hereto as Exhibit "A" and shall be designated
"EV/2500RM."
Section 3. Effective Date. This Resolution shall become effective upon adoption.
