BETWEEN THE CITY OF REDLANDS AND THE
REDLANDS ASSOCIATION OF SAFETY MANAGEMENT EMPLOYEES
This Amendment No. 4 to the Memorandum of Understanding dated June 21,2005
by and between the City of Redlands ("City") and the Redlands Association of Safety
Management Employees ("RASME") is made and entered into this 6th day of February,
2007.
RECITALS
WHEREAS,it is the desire of the City and RASME to add certain provisions to their
existing Memorandum of Understanding dated June 21,2005 relating to the organization of
management employees within the City's Police Department,the City and RASME agree as
follows:
AGREEMENT
Section 1. Article 31 is hereby added to the Memorandum of Understanding
between the City and RASME, dated June 21, 2005, to read as follows:
"ARTICLE 31 - REORGANIZATION OF MANAGEMENT
A. In connection with the separation from employment with the City
by the employee serving in the position of the Deputy Chief of Police (as
of January 1, 2007),the City will amend its Salary Resolution to facilitate
a reorganization of management employees within the City's Police
Department. The date of any voluntary separation shall be at the Deputy
Chief's sole election. Such amendment to the Salary Resolution shall
effectuate the following:
1. Eliminate the position of"Police Captain" from the Police
Department, maintaining the overall salary spread between
the Lieutenant and Deputy Chief positions as currently
provided for in this Memorandum of Understanding;
2. Increase the number of positions of Police Lieutenant from
four(4) to five (5);
3. Move the positions comprising the Management
Information Systems Division from the Police Department
to the City Manager's Office; and
4. Add the position of Management Information and
Technology Coordinator as a part-time, grant funded or
non-general fund, position.

B. Notwithstanding any other provision of this Memorandum of
Understanding, or any provision of any amendment hereto, RASME
expressly acknowledges and agrees that subsequent to the City effecting the
amendments to its Salary Resolution described in Subsection *'A*" of this
Article 31,the City may, in its sole and absolute discretion,amend its Salary
Resolution based upon budgetary and/or operational considerations to add,
modify or delete the positions described in Subsection "A" of this Article
Section 2. All of the provisions of the Memorandum of Understanding between
the Cit., and the RASME dated June 21, 2005 shall remain in full force and effect.
INWITNESS WHEREOF,the City and RASME have executed this Amendment to
be effective this 6th day of February,2007.

City Attorney McHugh reported the following actions were taken during the
closed session:
Resolution No. 6568-, Disability Retirement - Stevens - By unanimous vote. the
City Council approved Resolution No, 6568, a resolution of the City Council of
the City of Redlands authorizing an industrial disability retirement for Alfred
Stevens, Fire Battalion Chief.
Resolution No. 6570 - Disability Retirement - Pimentel - By unanimous vote,
the City Council approved Resolution No, 6570, a resolution of the City Council
of the City of Redlands authorizing an industrial disability retirement for Carlos
Pimentel, Police Sergeant, and rescinding Resolution No. 6507.
Resolution No. 6574 - Disability Retirement - Kessler - By unanimous vote, the
City Council approved Resolu',:kon No. 6574, a resolution of the City Council of
the City of Redlands authorizing, an industrial disability retirement for David
Kessler, Firefighter/Paramedic.
RASME Memorandum of Understandinp, - On a three-two vote, with
Councilmembers Gilbreath and Gallagher voting NO, the City Council
approved Amendment No. 4 to the Memorandum of Understanding
between the City of Redlands and the Redlands Association of Safety
Management Employees.
ADJOURNMENT
There beim; no further business, the City Council meeting adjourned at
6:00 P.M. in memory of Jane Corwin, Former Woman of the Year, and Doug
Pew, former Planning Commissioner. The next regular meeting will be held on
February 20, 2007.
