This first amendment ("First Amendment") to the agreement for the provision of services
associated with Community Facilities District dated September 18, 2018 ("Agreement"), by and
between the City of Redlands, a municipal corporation ("City"), and Webb Municipal Finance,
LLC ("Consultant"), is made and entered into this 5th day of November, 2019
RECITALS
WHEREAS, it is the desire of the City and Consultant to amend their existing Agreement,
specifically for an extension of time for performance of services by Consultant
NOW, THEREFORE, City and Consultant agree as follows
AGREEMENT
Section 1 Article 3 of the Agreement, entitled "Responsibilities of the City" is hereby
amended to read as follows
"3 2 City designates Chris Boatman, Municipal Utilities and Engineering Interim Director, as
City's representative with respect to performance of the Services, and such person shall have the
authority to transmit instructions, receive information, interpret and define City's policies and
decisions with respect of performance of the Services "
Section 2 Article 4 of the Agreement, entitled "Performance of Services" is hereby
amended to read as follows
"4 2 Consultant shall complete the Services by December 31, 2022, unless the Services are
terminated earlier as provided for herein"
Section 3. An amended Exhibit "B," entitled "HOURLY RATE SCHEDULE" and as
described in Article 5 1, is hereby substituted for the original Exhibit"B"to the Agreement, which
is attached hereto and incorporated herein and into the Agreement by this reference
Section 4 All other provisions of the Agreement shall remain unchanged by this First
Amendment, and in effect

IN WITNESS WHEREOF,the parties have executed this First Amendment, to be
effective as of 5th day of November, 2019

EXHIBIT "B" (Amended)
HOURLY RATE SCHEDULE
Effective through December 31, 2022
For the services performed related to the projects identified in Exhibit"A", compensation shall be at the
hourly rates set forth below,together with reimbursement, at cost,for incidental expenses incurred in
connection with such services,together with reimbursement for outside services at cost plus 15%
