copy --f CONTRACT THIS AGREEMENT; made in duplicate by and between Seagrave Fire Apparatus, A Division of FWD Corporation, Clintonville, Wisconsin, first party, and The City of Redlands, CA by its authorized representative, second party WITNESSETH; First. The said first party hereby agrees to furnish the apparatus and equipment according to the specification hereto attached and made a part of this contract, and to deliver the same as hereinafter provided. Second. The first party guarantees that all material and workmanship in and about said apparatus and equipment shall comply with said specifications. In the event there is any conflict between the City Specifications and the Seagrave Bid Proposal, the Seagrave Proposal will prevail. The standard Seagrave Warranty will apply. Third. The said apparatus and equipment shall be ready for delivery from Clintonville, Wisconsin, within about 260 working days after the receipt and acceptance of this contract at the first party's office at Clintonville, WI, delays due to strikes, failures to obtain materials, or other causes beyond its control not preventing, and shall be delivered to said party of the second party at: City of Redlands Redlands, CA Fourth. A competent serviceman shall, upon request, be furnished by first party to demonstrate said apparatus for second party and to give its employees the necessary instructions in the operation and handling of said apparatus. Fifth. The second party purchases and agrees to pay for said apparatus and equipment, the sum of: $ 314,357.00 State, Federal, FET, or Local Taxes not Included. All payments shall be made payable to Seagrave Fire Apparatus and shall be mailed directly to: Seagrave Fire Apparatus A Division of FWD Corporation 135 S. LaSalle St. Dept. 1215 Chicago, IL 60674-1215 1 In the event the apparatus is placed in fire service prior to payment in full, the first party reserves the right to charge a rental fee of Two Hundred Dollars ($200.00) per day for each day the apparatus is used prior to payment. Net payment cash upon delivery. If more than one piece of apparatus is covered by this Contract, the above terms of payment shall apply to each piece, and an invoice covering each piece shall be rendered in the proper amount. Sixth. In case the second party desires to test the said apparatus, such test shall be made within ten (10) days after arrival at destination, and a written report of such test forthwith delivered to the first party at its principal office at Clintonville, Wisconsin. If no such test be made, or if no such report be made by the second party within ten (10) days after arrival, then said apparatus and equipment shall be considered as fully complying with contract specifications. Since 1881 ^ ' Seventh. K is agreed that the apparatus and equipment covered by this contract shall remain the property of the first party until the entire contract price has been paid, but if more than one piece of apparatus is covered by this oontuad, then each piece shall remain the property of the first party until the above listed price for such piece has been paid in full, and in case of any default in payment the said first party may take full possession of the apparatus and equipment, or of the piece or pieces upon which default has been rnado, and any payments that have been made shall be applied as rent in full for the use of the apparatus and equipment up to date of taking possession. Eighth. In the event any Federal or State lU shall be this contract that will affect the cost of producing said product, such costs will be extended to the second party. Ninth. Risk of loss shall pass to the second party upon delivery and taking possession of the apparatus. The contract to be binding must be signed and approved by an officer of Seagrave Fire Apparatus, a Division of FWD Corporation, or someone authorized by him to do so. This contract and specifications take precedence over all previous negotiations, and no representations are considered as entering into this contract except as are contained herein or in the specifications attached hereto. Founded in Clintonville, Wisconsin in 1909, FWD Corporation is recognized as being instrumental in the development of the all-wheel drive principle. During 1963, in an effort to expand its products line, FWD Corporation acquired the operations and net assets, other than real estate, of the SEAGRAVE Corporation's Columbus (Ohio) Division, a major manufacturer of fire fighting trucks and apparatus since 1881; production and distribution of the SEAGRAVE products were subsequently incorporated into the Clintonville operation. MANUFACTURING The Company's manufacturing operation consists of producing frame and cab assemblies, sheet metal fabricating. machining and assembling such parts with other components such as engines and transmissions, clutches, tires and electrical products purchased in finished form. Gear ratios, wheelbases, equipment and attachments are varied to meet the special requirements of individual customers. The Company also purchases castings and forgings in rough form prepared to the Company's specifications. MARKETING The principal product areas in which trucks are sold under the FWD trademark are for the refuse industry. QO-O2-1O PERFORMANCE TEST AND REQUIREMENTS A road test shall be conducted with the apparatus loaded per NFPA recommendations(unless otherwise specified) and a continuous run of ten (10) miles or more shall be made during which time the apparatus shall show no loss of power or overheating. The transmission drive shaft or shafts and rear axles shall run quietly and be free from abnormal vibration or noise throughout the operating range of the apparatus.The apparatus when loaded shall have not less than 25% nor more than 45% of the weiht on the front axle and not less than 55% nor more than 75% on the rear axle. The successful bidder shall furnish a weight certificate showing weights on front axle, rear axle and total weight for the completed apparatus at time of delivery, with water tank full, but without personnel, equipment and hose. A. The apparatus must be capable of accelerating to 35 mph from a standing start within 25 seconds on a level concrete highway without exceeding the maximum governed rpm of the engine. B. The fully loaded vehicle shall be capable of obtaining a speed of 50 mph on a level concrete highway with the engine not exceeding its governed rpm (full load). C. The apparatus shall be able to maintain a speed of 20 mph on any grade up to and including 6%. O. The service brakes shall be capable of stopping the fully loaded vehicle in 35 feet at 20 mph on a level concrete highway. E. The apparatus shall be tested and approved in accordance with NFPA standard practices. 00-02-15 FAILURE TO MEET TEST In the event the apparatus fails to meet the test requirements of these specifications on the first trials. second trials may be made at the option of the bidder within 30 days of the date of the first trials. Such trials shall be final and conclusive and failure to comply with these requirements shall be cause for rejection. Permission from the manufacturer to keep or store the apparatus in any building owned or occupied by the purchaser or its use by the Fire Department during the above specified period shall not constitute acceptance_ .O-O2'2O 10000-050 07/11/01 5 Redlands Fire Department LIABILITY The bidder, if his bid is accepted, shall defend any and all suits and assume all liability for the use of any patented process, device or article forming a part of the apparatus or any appliance furnished under the contract. 00-02-25 DELIVERY The fire apparatus shall be delivered over the road and under its own power to insure proper break-in of all driving components while still under warranty. Rail or truck freight shipment of the apparatus is not acceptable. An experienced and qualified dealer representative shall familiarize Fire Department personnel (as designated by the authority in charge) in the proper operation, care and maintenence of the apparatus delivered. The representative must be a qualified agent of the local dealer or a direct employee of the manufacturer of the apparatus in the event of a direct(factory)transaction, Pumpers-The familiarization period shall consist of three (3) sessions over a period of three (3)days, during the normal work week. The schedule of the instruction sessions shall be arranged by mutual agreement of the Fire Department and the contractor.The-number, length and time of the sessions may vary due to the nature of the apparatus and availability of attendees and must be approved in advance. The balance of any time remaining in a session may be devoted to minor adjustments or repairs to the apparatus which may have developed while in transit from the factory. Aerials -A factory service engineer shall provide instruction to the fire department. The familiarization period shall consist of three (3)day-time sessions over a period of three (3) days during the normal work week. The number, length and time of the sessions may vary due to the nature of the apparatus and availability of attendees and must be approved by the factory in advance. Evening sessions may be arranged in advance with the service department under special circumstances. Due to scheduling,written advance notice must be received at least 3 weeks prior to shipment or date of instruction and will be considered on a first come,first serve basis. The balance of any time remaining in a session may be devoted to minor adjustments or repairs to the apparatus which may have developed while in transit from the factory. 00-02-27 Maintenance Manuals The manufacturer must supply a minimum of two (2) complete operation and maintenance manuals covering the completed apparatus as delivered. Operation and maintenance manuals shall include vendor provided instruction booklets describing function, control and service procedures. Separate pump manufacturers manuals shall be provided. 00-02-28 PARTS MANUALS Two (2) parts manuals shall also be provided for the vehicle which shall include an overall (5 view) vehicle layout, keyed to service repair parts, to assist in spare parts selection and identification. 10000-050 07/11/01 6 Redlands Department Fire Parts manuals shall be keyed to manufacturer's bill of materials code system for ease of locating replacement parts. Where expedient, expanded drawings shall be included to assist in part identification. Weight balance and distribution shall be in accordance with the recommendations of the National Fire Protection Association and current standard automotive practices. OO'O251 APPROVAL DRAWINGS Two (2) sets of engineering blueprints, specifically for this apparatus, shall be provided by the manufacturer and be approved by the fire department before construction begins. Both the fire department and the manufacturer's representative shall have a copy of this drawing. It shall become part of the total contract. These drawings shall be drawn to scale on a CAD system to assure an accurate and professional drawing. The drawing shall show five (5) views of the vehicle (front, rear, both sides and top).The blueprints shall show the overall dimensions of the apparatus, proposed compartment sizes and features, booster tank position and the location of all emergency warning and worklights that are to be provided on the apparatus. 10-00-01 GENERAL Chassis shall be a new, heavy-duty, custom fire apparatus design built expressly for the fire service. All standard components which have not been specified shall be provided. Chassis shall be designed. engineered and built by the bidder and be the manufacturer's first line 6 person custom chassis. The chassis shall be suitable for heavy duty service with all components hi adequate strength and capacity for the intended load to be sustained and the type of service required. The frame and cross members shall be a bolted assembly utiling 1/2"flange head grade eightbo|tuend Spiralock flange nuts. Spirelock nuts shall be used exclusively in the frame assembly for mounting spring hangers,steering gear, engine,transmission, etc. because of their ability to maintain a constant torque tension and prevent vibration loosening.Their design shall provide for an even thread load distribution over the bolt, increased fatigue strength and life, and clamping torque. Redlands Fire Department 10-22-01 REAR TOW LOOPS Two (2) painted rear tow loops shall be provided, welded to the underside of the rear step subframe. 10-25-01 STEERING Ross TAS-85 integral heavy duty power steering with power assist cylinder shall be provided. The steering gear shall have a minimum ground clearance of 14". The hydraulic pump shall be gear driven. An 18" diameter padded steering wheel shall be provided. The steering gear"box", the fixture that the gear is mounted to, shall be fabricated in the factory of the bidder. It shall be a welded assembly constructed of 3/8" formed steel with a 3/4"face plate that the gear box is mounted on.Vertical gussets shall be provided between the face plate and the frame mounting plate. Frame plate shall be bolted to both the chassis frame channel and the bumper extension frame assembly with a minimum of fourteen (14) 9/16" and four(4) 7/16"grade eight flange head bolts with Spirelock flange nuts. This quick disconnect strap and bolt design type end joint shall allow the driveline to be easily disassembled and dropped straight down for ease of service and maintenance.The drive shafts shall be built by the apparatus manufacturer.They also shall be dynamically balanced by the truck manufacturer before installation in the chassis.A splined slip joint is to be provided in each shaft assembly. 11-00-03 FRONT AXLE The front axle shall be a Reverse Elliot"I" beam type with inclined king pins, Meritor(formerly Rockwell) Model FL-943 with a maximum rated capacity of 21.500 pounds at the hub. The axle shall include 1O1/2" XG^ S cam brakes with automatic slack adjusters. Stroke indicators shall be incorporated to provide a visual indicator of brake wear. A three (3)year Meritor axle warranty shall be provided on the apparatus. 11-10-05 REAR AXLE The rear axle shall be a Meritor (formerly Rockwell) Model RC23-160 with a capacity of 24,000 pounds at the hub.The single reduction differential shall have a ratio to allow an approximate top speed of 65 mph at Z1UOrpm.The axle shall include 16'1/2''x1O''S-Cannbrakes with automatic slack adjusters. It shall also be equipped with extruded rubber side baffles and a 1/4"thick reinforced rubber top flap to prevent air flow from bypassing the radiator. Shroud shall be painted black. Plastic or fiberglass shrouds shall not be acceptable because of their tendency to crack from vibration and/or heat. 13-00-70 EPQ CERTIFICATION "EPQ" (End Product Questionnaire) certification shall be provided by the apparatus manufacturer and shall be done on a completed unit (after pump and complete body installation). Each evaporator air flow shall be rated at 650 CFM's. Each evaporator shall have separate controls for adjusting the thermostat and the fan speed. The evaporator system shall have four air diffusers per evaporator to allow for multi-directional air flow. Each diffuser shall be adjustable up and down and side to side for individual preference. The dual evaporator system shall be compliant with all EPA regulations and use R-134A refrigerant,A gravity style condensate drain system shall be provided inside the cab to allow for the removal of condensation.All hose used in the air conditioning system must be barrier type construction for containment of the refrigerant. The condensors shall be a low profile single fan compact design with dryer and pressure switch included. The condensors shall be located on the cab roof. Inserts shall have a serrated exterior surface to provide a positive grip. All handrail stanchions shall be chrome plated. They shall be bolted to the body with 1/4" stainless steel hex head bolts. In-line connectors shall also utilize shrink tubing for a weather proof connection. All externally exposed, non-plug type, electrical connections shall be given a hand applied or sprayed application of an industrial standard insulation coating with a minimum rating of 2100 volts per mil thickness. Insulation shall protect the connection from water induced electrical corrosion and accidental short circuiting. Should the connection be loosened or removed during the manufacturing process another coating shall be applied after ft has been refastened or replaced. All solenoids, relays,terminal blocks and circuit breakers shall be protected againist corrosion, excessive heat,vibration, physical damage and water spray. They shall be located in two (2) easily accessible compartments on the right side of the cab. Door shall have channel formed edges forming a recess on the inside and be approximately 3" thick. This recessed area in the door, and the compartment the door covers, shall contain relays, circuit breakers and terminal blocks (strips).These items, along with the associated wiring to and from them, shall be neatly installed in a logical and serviceable fashion. All relays shall be identified as to function and circuit breakers shall indicate amperage required. Nomenclature tags shall be installed on the actual device. The second compartment shall contain flashers,solenoids and additional relays and terminal blocks. They shall be mounted on the backside of the compartment door. These items also shall be neatly installed, identified and thoughtfully placed. Compartment shall be located just ahead of the officers slanted toeboard. Door shall be bottom hinged and drop down onto the floorboard. It shall be double panel type, constructed of smooth sheet metal and painted to match cab interior. This compartment shall also be accessible from the exterior of the cab by the removal of the right side warning light panel in the cab front face. Any electrical component or device installed in an exposed area on the outside of the cab or body shall be mounted in such a manner, or protected by a gasket, caulking or other means, so that moisture will not accumulate in it. Gauge body and bezel to be stainless steel construction. Gauge size to be 4 112" in diameter and shall have white faces with black lettering. Gauges are to have a pressure range of 30-0-600. The master pressure gauge, master compound gauge and tachometer shall be grouped in the center of the gauge panel for ease of observation of the pump and engine operating conditions. 30-04-02 PRESSURE GAUGES Nine (9) individual line pressure gauges for the 1.50" and larger discharges shall be furnished. They shall be dry type with a suspended "PowerFlex" movement to resist shock &vibration as manufactured by Ashcroft. Gauge body and bezel to be stainless steel construction. Gauge size to be 3.50" in diameter and shall have white faces with black lettering. Gauges are to have a pressure range of 30-0-600. 30-04-99 PUMP PANEL GAUGES A Class 1 "ENFO Ill" shall be provided. The ENFO U| provides the pump operator with engine rpm, oil pressure, engine temperature and electrical system voltage. The ENFO III shall utilize the SAE J-1G87bus for engine information. The voltage shall be displayed from the battery. This compact unit contains all required engine audible and visual alarms including the voltage warning, 30-05-02 AMMETER There shall be one (1) ammeter, 2" in diameter, mounted on the pump panel. The ammeter shall be I000*-050 07/11/01 35 , Redlands ��=�� ������������� Fire �� `_�,~~� "��"~_�u� mounted in a well lighted area for night operations. 30-05-04 FUEL GAUGE A 2" weatherproof fuel gauge shall be mounted on pump panel indicating the amount of fuel in tank. The gauge shall be mounted in a well lihted area for night operations. 30-10-17 INSPECTION DOOR COMPARTMENT A pump panel compartment shall be provided ahead of the pump on left (drivers)side. It shall be constructed with inside removable pump compartment access panels. Compartment shall be a minimum of 35" high by 12"deep. Each compartment door shall be vertically hinged and equipped with stainless steel double spring door stays that automatically hold the door in both the open and closed positions. Door structure shall be the same style and design as the body compartment doors, i.e.double panel construction, "D" ring door handles, Eberhard 206 latches, stainless steel piano hinges, etc. Door sheet metal panels shall be stainless steel. 30-10-18 INSPECTION DOOR COMPARTMENT • A pump panel compartment shall be provided ahead of the pump on right (officers) side. It shall be constructed with inside removable pump compartment access panels. Compartment shall be a minimum of 35" high by 12"deep. Each compartment door shall be vertically hinged and equipped with stainless steel double spring door stays that automatically hold the door in both the open and closed positions. Eberhard 206 latches, stainless steel piano hinges, etc. Door sheet metal panels shall be stainless steel. 30-20-01 RUNNINGBOARDS Runningboards shall be made of 1/8" aluminum tread plate and shall be carried by heavy duty supports. Two (2) aluminum 1" x 1" x 1/8" angles shall be welded to the underside of the running board to provide additional strength and a means to bolt them to the supports extending from the pump compartment. Running boards shaR not be fastened to supports "hung" from the chassis frame. Metal self-tapping screws through the top of the aluminum tread plate into the supports shall also not be utilized, i.e. no fasteners shalt be visible on the tread plate running board surfaces, An air space shall be provided between the aluminum runningboard, the body and the operator stand to prevent moisture and debris from being trapped between these components. 30-20-52 DOUBLE FLANGE STEPS The outer edges of the side running boards shall be double flanged, down and in, to eliminate sharp edges and provide additional strength. l00O0060 - 07/11/01 36 Redlands Fire Department 30-30-01 CROSSLAY HOSEBEDS There shall be two (2) crosslay hosebeds provided, cut-out and recessed into the forward corner of the pump operator's panel. The bottom of each crosslay shall be a maximum of 66" from the ground. Each hosebed shall have the capacity to carry a minimum of 200 feet of preconnected 1-3/4"double jacketed hose. A two inch (2") discharge shall terminate in the bottom of each crosslay bed, It shall be plumbed with 2" high pressure hose or galvanized piping, be gated with a 2" ball type bronze valve and have a 1-1/2" NST 90 degree swivel outlet in the hose bed. The valve controls and pressure gauges for the crosslays shall be installed on the pump operator's panel. Push-pull valve controls shall be the quarter turn locking type with chrome plated"T"style handle. The sides of the hosebed shall be constructed of, or be overlaid with, stainless steel and they shall have a large vertical radius at each end to form hose payout guides. A horizontal stainless steel hose guide with a large radius shall also be provided at the bottom of the outer ends of the hosebed.The interior of the hosebeds shall be smooth and free from all sharp projections which might damage hose. Stainless steel interior sides shall have a "DA"type finish and shall not be painted. One adjustable hose bed partition (divider) shall be provided. Partition shall be 1/4"thick aluminum alloy with a bottom, horizontally reinforced 1-3/4" flange on each side. Divider shall be fully adjustable by providing slide tracks at each end of the hosebed. The divider shall be held in place by tightening two (2) 5/16" phillips flathead or ovenhead bolts at each end of the partition bottom flanges. Mounting bolts shall turn into threaded slide blocks located below the track. The bottom of these hose compartments shall be provided with removable aluminum grating to provide ventilation. Individual grating pieces shall be 4-5/8"wide by 1/2" thick and have a corrugated or ribbed surface to help drain and dry the hose. 30-30-81 CROSSLAY COVER There shall be an aluminum cover for the crosslay. The cover shall be constructed of 1/8" aluminum tread plate and be hinged with a stainless steel piano hinge. The cover shall be hinged at the front of the hosebed with a hold open device provided for repacking hose. 31-00-14 PUMP Pump shall be a 1500 GPM Waterous two-stage midship mounted centrifugal type, carefully designed in accordance with good modern practice, The pump shall be the class "A"type and be tested at the ' manufacturer's facility and certified by an independent organization, The pump shall deliver the percentage of rated discharge at pressure indicated below. 100% of rated capacity at 150 PSI net pump pressure 70% of rated capacity at 200 PSI net pump pressure 10000-0.30 07/11/01 37 ° ��.��~~~� Department Fire 50% of rated capacity at 250 PSI net pump pressure Pump when dry shall be capable of taking suction and discharging water with a lift of 10 feet in not more than 30 seconds through 20 feet of suction hose of the appropriate size. Pump casing shall be close grained gray iron, bronze fitted, and horizontally split in two sections for easy removal of entire impeller assembly including wear rings without disturbing setting of pump in chassis or pump piping. The large pump inlet manifold, on each side of the pump, shall also be constructed of close grained gray cast iron. They shall contain smaller gated inlet openings and possibly provisions for large inlets located at the front or rear of the apparatus. All 2-1/2" or 3" gated side inlets shall utilize bolted on cast iron sweep manifolds; an option available from Waterous for these smaller gated inlets in lieu of the common practice of using a less efficient assembly of threaded pipe and pipe elbows. This Waterous product shall be bolted to the inlet valve and the large manifold. Large front or rear inlets, other piping or pump options may preclude the use of this sweep elbow and in that event threaded piping will reluctantly be acceptable (but only in that case). All impellers shall be of flame plated bronze and shall be accurately balanced for vibration free running. Impeller shaft to be stainless steel, accurately ground to size and polished under seals. Shaft to be supported at each end by ball type oil or grease lubricated bearings. Sleeve bearings or bushings shall not be acceptable. The pump,for ease and rapid servicing in the future, must have the Waterous separable impeller shaft which allows true separation of the transmission from the pump without disassembly or disturbing either component.This must be accomplished by making a two-piece shaft separable between the flinger ring and packing gland. This feature allows field service to be accomplished in much less time than before since each component (pump or transmission) can be repaired independently. Disassembly of the pump when the transmission requires service or vice versa is not required. No exceptions shall be accepted. The pump shall be warranted from VVaterous for defects in material and workmanship under normal use and service for a period of two (2) years from the date that the pump is placed into service. This warranty shall cover parts only. 31'O1-D4 PUMP ANTI-CORROSION SYSTEM An anti-corrosion system shall be installed to prevent galvanic corrosion within the pump. It shall consist of two (2) sacrificial anodes, One shall be installed on each of the 6" main inlets. Anodes shall be easily removable for inspection and replacement. 31-01-60 PUMP PACKING GLANDS Bearings to be protected from water and sediment by stuffing boxes with square graphited rings of packing at each end of impeller shaft. Packing to be held in place by spirt bronze glands which are fully removable and adjustable. Power transfer to pump to be through a Morse HY-VO drive chain. Chain to be pressure lubricated through oil pump. Chain sprockets to be cut from carburized, hardened alloy steel. Spur gears shall not be acceptable. Drive shafts are to be a minimum of 2.350 diameter hardened and ground alloy steel.All shafts shall be ball bearing supported. Case to be designed to eliminate the need of water cooling. Pump shift to be of air control type located to the right of the driver.A manual override shall be provided. 31-03-01 PRESSURE CONTROL Waterous adjustable relief valve specifically designed for tire service shall be provided.Valve shall be positive and quick acting and have instantaneous on-off control. When in the off position,the relief valve shall functionally be removed from the system. When turned back on, it shall again monttor and maintain the pressure the relief valve was set at the last time it was used. Control for adjusting pressure to be elliptical shaped for positive grip. Wheel control not acceptable. An easily removable pilotva|ve strainer shall be provided and be accessible from pump operator's panel. An amber indicator lihtrnarkmd ^open" to indicate the relief valve is by passing, and a green indicator light marked "closed"to indicate the relief valve is fully closed shall be furnished. 31-04-01 TRANSFER VALVE Transfer valve design shall be of latest ball type, of all bronze construction and incorporate a hydraulically balanced seal assembly to minimize leakage around the ball and assure maximum pump efficiency.The transfer valve shall operate smoothly and without sticking even when exposed to sandy or dirty water. Operation of the transfer valve shall provide smooth changing of the transfer valve to either PRESSURE or VOLUME without shuthng down at any discharge pressure up to 250 psig. 31-05-01 PRIMING DEVICE Primimg pump shall be a Waterous Model VPE electrically driven, positive displacement, rotary vane type, Rotating parts shall be made of corrosion resistant, anodized aluminum. stainless steel and laminated phenolic. Pump cylinder shall be made of aluminum alloy. hard anodized and teflon coated for corrosion resistance and long life. Primer shall be automatically lubricated from a large (5 quart minimum) oil reservoir. Priming pump shall be built by the manufacturer of the fire pump. 31-O5'O5 PRIMING VALVE Priming valve shall be operated by a "T" handle control on the pump panel. Pulling the handle shall automatically open the priming valve and activate the primer motor at the same time, thus being a one hand operation. Primer valve shall be connected to the top of both pump volutes (two stage pumps) making it possible to prime the pump no matter if the pump is in pressure or volume. 10000-05() 07/11/01 39 ° Redlands Fire Department 32-00-01 AUXILIARY COOLING SYSTEM A supplementary heat exchange cooling system shall be installed to permit use of water from the discharge side of the fire pump to reduce the temperature of the antifreeze solution circulating through the engine cooling system. Heat exchanger to be series number 00650624 manufactured by Champ Products Inc. Exchanger shall be all brass construction. It shall be installed in the upper main radiator hose for maximum cooling efficiency. Remote mounted heat exchangers plumbed with heater hose will not be acceptable. Control valve for the cooler shall be installed on the operator's panel. Proper allowance shall be made to drain any residual water in the cooler when not in use.Water shall either drain back into pump or heat exchanger shall be equipped with its own individual drain line and valve. 32-01-01 PUMP PIPING All suction and discharge lines of 2'' or larger shall use heavy-duty threaded pipe or heavy duty pressure/vacuum hose with stainless steel or brass threaded end fittings. Sweat soldered copper tubing is not acceptable. Where vibration or chassis flexing may damage or loosen piping,the pipe shall be equipped with victaulic or rubber couplings. All discharge and gated inlet lines to drain through individual drain valves. All individual drain lines are to be extended to drain below chassis frame. All threaded fittings shall be sealed with a heavy duty teflon anaerobic pipe sealant. It shall be in a liquid form with a consistency similar to grease. Teflon tape shall not be acceptable. It shall be designed to prevent corrosion between the mating surfaces and to allow for easy disassembly of the joints if necessary. Sealant shall be manufactured by Permabond with a trade name of PERMA-LOK. All water carrying pressure gauge lines are to be of flexible polypropylene tubing to prevent breakage from vibration. All suction inlets and discharge outlets shall be equipped with National Standard Threads (NST). 32-02-10 DRAINS An Elkhart .75" push/pull type drain or bleed off valve shall be provided for each gated hydrant inlet or discharge outlet. The drain valves shall be recessed behind the pump panel with the control handles extending through it, Valves shall have a cast brass body with stainless steel handle rod. They shall be located along the bottom of the side pump panels in a single horizontal row. The drain controls shall be properly labeled. The water discharged from the drain lines shall be routed so it is exhausted below the chassis frame rails. 33-00-01 PUMP INLETS A 6" pump manifold inlet shall be provided on each side of the vehicle with long handle chrome plated cap. Removable die cast zinc strainers shall be provided in each side inlet to provide cathodic protection for the pump and thus reduce corrosion in the pump. 13-OO'O5 10000'050 07/11/01 40 Redlands Fire ��o�������n�.��� Department SHORT SUCTION MANIFOLDS The pump manifold on each side of the vehicle shall be equipped with a "short" suction tube, to allow attachment of adapters or valves without excessive overhang. 33-00-11 2'1/2" HYDRANT INLET One 2-1/2"gated hydrant inlet shall be furnished on the left side of the operators stand. The valve shall be recessed behind the panel and shall be provided with a push pull control extending through the panel. The valve shall be of the drop out type.A two and one half(2-1/2") inch heavy duty threaded galvanized pipe nipple shall be installed from the valve to just outside the pump panel. Pipe shall terminate with a2'1/2^ NST female swivel adapter equipped with a chrome plug and chain. A warning label shall be provided near the inlet identifying it as a pressurized water source. 33'OD'31 2-1/2 REAR SUCTION One (1) 2-1/2"gated rear inlet shall be provided. The valve shall be located within the pump compartment and be provided with a push pull control extending through the pump panel. Piping to the rear of the body shall be 2-112" heavy duty threaded galvanized pipe. It shall terminate with mchrome plated 2-1/2^ NPT x2' 1/2^ femnm\emvive| NSTadopterequ\ppedwithachronnep|ugendchmin. Rear inlet shall be gated with a bronze inline drop out type 2-1/2"valve with control at the pump panel. Piping shall be equipped with victaulic or rubber couplings where appropriate to prevent damage from excessive flexing. 33'11'O1 TANK TO PUMP LINE A 3"tank to pump valve shall be installed between the water tank and the pump. The valve shall be a quarter turn ball type, drop out desin and constructed of bronze. The control handle shall be chrome push/pull locking "T"type and will be installed on the left side pump panel. A check valve shall be installed between the pump and the valve to prevent water from flowing back into the tank. 33-11-23 TANK FILL There shall be a 1-1/2" pump to tank fill line installed with a 1-1/2" in|inebnonzevmkom.Vo|v* shoUbe controlled at the pump panel with a chrome locking handle. 34-00-00 DISCHARGES The pump shall be equipped with ball valve gated discharges listed below.to flow the rated pump capacity as specified in NFPA 1901. All 2-1/2" outlets are to be controlled from the pump panel and shall be lockable in any position, All discharges shall terminate with NST threads. Each valve shall be capable of being locked or unlocked at the valve from the control panel at any position between open or closed and shall operate freely up to maximum pump discharge pressure.A valve seal shall be provided between the pump and valve stem mechanism to minimize air leaks and facilitate draining. The threads on each valve shall be 2 1/2" National Standard. A chrome plated 45 degree elbow adaptor with chrome cap and chains shall also be installed on each discharge. Each valve shall be mounted with the body behind the pump panel and bolted to the discharge manifold of the pump. 34-00-12 4^ RIGHT HAND SIDE DISCHARGE One (1) 4"discharge with bronze valve and galvanized piping shall be located on the right pump panel. The valve shall be quarter turn ball type to allow easy operation at all pump pressures and be operated from the pump panel.Valve shall be the drop out design. Outlet shall be piped from the discharge manifold of the pump through a 3-1/3^ valve mounted behind the right side panel and plumbed with 3-1/2^ galvanized piping. The threads on the discharge adaptorAncreaser end shall be 4" National Standard,A chrome plated 45 degree elbow adaptor with chrome cap and chain shall also be installed on each discharge. The valve shall be equipped with a slow close feature. J4-O4-01 INLET AND OUTLET PUSH PULL CONTROLS All inlet and outlet push-pull valve control handles shall be the "T" handle design with a recess in its face for a 7/8" x 2-7/8" identification plate. Handles and panel plates (escutcheons) shall be constructed of cast zinc with a polished chrome plated finish. It shall utilize 2-1/2"galvanized steel pipe and shall terminate with a chrome plated 2-1/2"male NST adapter.A chrome plated 45 degree elbow with chrome cap and chain shall be installed on the end of the d'ischarge.Outlet shall be operated by a bronze in-line 2-1/2"drop out type valve with control at the pump panel.Victaulic or other flexible typecoupling(s)shall be installed in the line as appropriate. 34-30-22 1-1/2"RIGHT FRONT DISCHARGE One(1) 1-1.12" «*-charge shall be located at the right front portion of the bumper.It shall be plumbed with 2" galvanized steel pipe and high pressure hose.The discharge shall be gated with a 2'bronze quarter turn, ball type in-line valve with control located on the pump panel.A Class 1 3/4"automatic drain shall be provided under the bumper extension and one(1) bleeder/drain shall be provided between the operators position and front axle. 34-70-01 BOOSTER REEL A Hannay steel booster reel shall be installed over the pump compartment.The reel shall be constructed utilizing a steel welded base and shall be painted silver. Rewind will have 12 volt electric motor with chain drive reel drum.The booster reel shall have an automatic brake to prevent the booster hose from unwinding uncontrollably.Reel shall have a minimum capacity of 200'of 1"booster hose.A gear driven manual rewind shall be included.The push button rewind switch shall be provided at a convenient location on the pump =-nel.The booster reel discharge control shall be located at the operators control panel.The reel shall be .':-t with 1-1/2"piping and flexible high pressure hose. The valve shall be the drop out type and incorporate a slow close control feature. 34-90-40 FOAMPRO 2001 FOAM PROPORTIONING SYSTEM FOR CLASS A& B FOAM A FoamPro 2001 direct injection foam system capable of flowing 520 gpm of 0.5% concentration, 250 gpm of 1 0% concentration and 85 gpm of 3% concentration shall be provided. System to be plumbed to both crosslays,the reel and the front bumper. The foam system shall be capable of discharging both Class A and B foam. The foam proportioning system operation shall be based on a direct measurement of water flows and pressure.The system shall be equpped with a digital electronic control display on the pump panel. Incorporated within the control display shall be a microprocessor, which receives input from the system flow meter while also monitoring the foam concentrate output. The microprocessor shall compare the values of the water flow versus the foam flow,to ensure that the proportion rate is accurate. Push button control for the foam proportioning rate shall allow a ratio from 0.1%to 3.0% in 0.1Y6 increments.The rated capacity of the system shall be 85 GPM at 3.00% and 520 GPM at 0.5%. It is understood by the department that depending on the number of discharges utilized, nozzle flow rates selected and foam agent percentage, that all outlets may not be able to be used simultaneously at rated water or foam flows (see foam capacities stated above) nor can one outlet (of the four) discharge water and another foam while the system is in operation. A panel mounted FoamPro Model 3435-0079 dual tank manual selector valve shall be provided. It shall incorporate a position for a clean water flush of the foam concentrate pump.A low tank sensor and indicator shall be provided for each foam tank. • 37-00-01 WATER TANK Booster Tank The Tank shall have a capacity of 500 US. Gallons Complete with a Lifetime Warranty. The tank manufacturer shall mark the tank and furnish notice that indicates proof of warranty. Construction The tank shall beconstructed from 1/2''thick sheet stock material that shall be a non-corrosive stress relieved thermo-plastic and U.V. stabilized for maximum protection. The tank shall be of a special configuration and is so designed to be completely independent of the body and compartments.All joints and seams shall be welded and tested for maximum strength and integrity. The toP of the tank will be fitted with locations for removable lifting eyes designed with a 3 to 1 safety factor to facilitateeasy removability. All transverse and longitudinal swash partitions shall be equipped with vent and air holes to permit movement of air and water between compartments. The partitions shall be designed to provide maximum water flow. All swash partitions interlock with one another and are welded to each other as well as to the walls of the tank. Fill Tower The tank shall have a combination vent and manual fill tower. The fill tower shall bmconstructed uf1/2^ sheet stock material and shall be a minimum dimension of 8.00"x 8.00" outer perimeter.(Standard size to be12.00°x13.OQ"). The tower shall belocated inthe left front corner of the tank unless otherwisespucified by the purchaser. The tower shall have a 1/4"thick removable screen and a hinged-type cover. Inside the fill tower shall be a combination vent overflow pipe. The vent overflow shall be a minimum of schedule 40 polypropylene pipe with a minimum I.D. of 4"that is designed to run through the tank, and shall be piped behind the rear wheels so as to maximize traction. Cover The tank cover shall be constructed of I/2"thick sheet stock material that is U.V. stabilized. A minimum of two lifting dowels shall be drilled and tapped to accommodate the lifting eyes. Sump There shall be one (1) sump standard per tank. The sump shall be constructed of 1/2^thick sheet stock material and be located in the bottom of the tank to the front. On all tanks that require a front suction. a 3" schedule 40 polypropylene pipe shall be installed that will incorporate a dip tube from the front of the tank to the sump location. The sump shall have a minimum 3" n.p.t.threaded outlet on the bottom for a drain plug.This shall be used as a combination clean-out and drain. The tank shall have an anti-swirl plate located approximately 3'' '2 |6^ above the sump. Outlets There will be two (2) standard tank outlets: one for tank-to-pump suction line which shall be a minimum of 3^ coupling; one for atank fill line, which shall beaminimum of1^ pipe, n.p1coupling.All tank fiU couplings shall be backed with flow deflectors to break up the stream of water entering the tank, and be capable of withstanding sustained fill rates of up to 1,000 G.P.M. Mounting The tank shall rest on cross members in conjunction with such additional cross-members, spaced at a distance that would not allow for more than 530 square inches of unsupported area under the tank floor. In cases where overall height of the tank exceeds 40 inches, cross-member spacing will be decreased to allow for not more than 400 square inches of unsupported area. The tank will be isolated from the cross members through the use of hard rubber strips with a minimum thickness and width dimension of.250" x 2.00" and a minimum Rockwell Hardness of 60 durometer.Additionally, the tank will be supported around the entire bottom outside perimeter and captured both front and rear as well as side to side to prevent the tank from shifting during vehicle operation. Although the tank is designed on a free floating suspension principle, the tank will have adequate hold down restraints to minimize movement during vehicle operation. If proper retention is not available or incorporated into the apparatus hose floor, an optional mounting restraint system shall be located on top of tank, half way between the front and the rear on each side of the 10000-050 07/11/01 45 ` Redlands Fire Department ��epat tank. These stops will be constructed of carbon steelhaving minimum angular dimensions nf3.00^ x3.0O^ n .350~ and shall be approximately 6.00"to 12.00^ long. These brackets will incorporate a hard rubber isolating pad with a minimum thickness of .250^ affixed on the underside of the angle. The angle will then be bolted to the body sidewalls of the vehicle while extending down to rest on the top outside edge of the upper sidewall of the tank. Internal mounting block design and hose bed floors will be so designed that the floor slat supports extend full width from side wall to side wall and are not permitted to drop off the edge of the tank or in any way come in contact with the individual covers where a puncture could occur. Hose floor loading will support up to 200 lbs. per sq. foot and will be evenly distributed whenever possible. Other equipment such as genarabors, portable pumnpm, etc. will not be mounted directly to the tank top. 37-35-15 FOAM TANKS The two (2) foam tanks for Class A and B agents shall be an integral part of the water tank. Each shall have a capacity of twenty (20)gallons in addition to the amount of water specified. A minimum 12"x 12"fill tower shall be provided on each tank with an easy opening, hinged, latching cover. Within the fill tower shall be a minimum 3" ID anti-foaming fill pipe.The fill tower shall be a bolt-on design to allow access to the interior of the foam cell for cleaning purposes. A removable screen shall also be installed in each tower. Mounted on the exterior of the fill towers shall be a minimum 1" brass pressure vacuum vent.Tanks shall be labeled "Foam Tank A"and"Foam Tank B". Each foam tank shall have a drain valve located inside the pump compartment accessible through a door on the passenger's side pump panel. 37-50-01 CLEAN-OUT PLUG There shall be a 3" diameter threaded plug located in the bottom of the booster tank sump to provide a drain when cleaning and flushing tank of foreign substances. 37-50-50 TANK LEVEL GAUGE A Class 1 Tank Level Gauge will be supplied and mounted in a well lighted area on the pump panel.The display gauge provides the pump operator with an accurate reading of the tank level in increments of 1/20 of the tank. Along with a visual warning at 114 of a tank, the gauge also provides an active output for a secondary visual alarm or audible alarm. The Class 1 Tank Level Gauge utilizes a pressure transducer that mounts on the outside of the tank for sensing water or foam levels. No probes are required for the tank. � 37-GD'O1 HOSE BODY Hose body shall be a minimum of 72"wide and be thoroughly reinforced at the corners. The bottom of all hose compartments shall be provided with removable aluminum grating to provide ventilation. Individual grating pieces shall be 4-5/8"wide by 1/2^thick and have a corrugated or ribbed surface to help drain and dry the hose. The interior of the body shall be smooth and free from all sharp projections which might damage hose. Hose bed interior shall be finish pointed, ,7'O1-Q1 / 07/11/01' 100(X)-030. 46 - ' Redlands Fire Department HOSEBED PARTITIONS Four (4)12 gauge galvanneal steel hosebed divider(s) shall be furnished to separate individual hose loads. Divider(s) shall be fully adjustable by providing slide tracks at the front and rear of the hosebed.The divider shall be held in place by tightening two (2) 5/16" phillips flathead bolts at the forward and rear ends of the partition. Mounting bolts shall turn into threaded slide blocks located below the track. Holes in the welded on partition legs shall be countersunk so that bolt head is flush with the surrounding surface and will not damage hose. Basic partition shall be one piece design with a integral rolled 1" diameter, 360 degree, machine formed reinforcement at the top and at each end. Welded on tubing, split or nonsplit, shall not be an acceptable alternative. Bottom edge of partition shall have a 1-1/2" 90 degree reinforcement flange. Forward and rear upper corners shall have a 1-1/8"welded,double plain, miter joint (forming a 45 degree angle)to eliminate sharp ends. The hosebed capacity shall be as follows: 37-62-05 HOSE BED COVER A 1/8"thick aluminum tread plate hose bed cover shall be provided. It shall fully cover the entire top of the hose bed. The cover shall be of the two (2)door type with continuous piano type hinges bolted to each hose bed side panel. Hinges shall be bolted to the covers. Edges of each cover shall be flanged down 1-3/8" and each corner shall be welded. Each cover shall be reinforced with hat sections which have been welded to the underside of the cover for increased strength. The cover shall be supported in the center by a modified hose bed partition which incorporates a channel at its top. The cover edges shall fit into the channel and provide a drain trough. The center partition shall be higher than hose body sides to create a downward slope to each side of body for proper moisture drainage. A 150 lb. rated gas cylinder shall be installed on each cover to assist in lifting it. Cylinders shall also hold the covers in the raised position. An aluminum diamondplate panel shall be provided to close off the front of the hosebed. 37-62-10 BACKBOARD STORAGE An open slide-in type backboard storage compartment shall be provided on the underside of the hinged aluminum diamondette hosebed cover. 40-00-01 GALVANNEAL STEEL BODY CONSTRUCTION The body and compartments shall be constructed of heavy gauge galvanneal steel. The front portion of the right and left hand side compartments shall mount to a front cross panel. Panel shall be constructed of 1- 1/4" structural steel tubing and 12 gauge galvanneal steel. Cross panel shall bolt to the chassis frame. The rear portion of each side compartment assembly shall bolt directly to the rear step support assembly. Step support shall be constructed of 3"structural channel and 2 x 1-1/2 x 1/4" angles in a welded assembly. Compartments shall be the "sweep out"design with the floor higher than the doorsill. Compartment floors shall be a minimum of 12 gauge galvanneal steel. Door frames (hinged doors) shall be fabricated by 1(1000-050 07/11/01 47 Redlands Fire Department flanging the door opening edges inward 2" and bending out again .75"to form an angle. A 1/8" bright aluminum tread plate cover shall be installed over the side compartments. Side edges of cover shall have a 45 degree outward bend to provide drip protection over any compartment doors which are immediately below. Extruded aluminum drip moulding,with a briht anodized finish,shall protect any compartment doors that are not directly below the cover. The cover shall not form the compartment top but shall be an overlay. The front and rear edges of the covers shall be rolled over 1"and the entire front face of the side . compartments shall be covered with briht aluminum tread plate.All body components that are covered with aluminum tread plate shall be coated with "Tectyl", a nonhardening rust preventative, prior to installation.All compartment seams shall be caulked with Sikaflex 221 gray adhesive/sealant before painting. All top horizontally hinged doors (lift up) shall be supplied with gas cylinder type stays which hold the doors in the open or closed position. Bottom horizontally hinged doors(drop down) shall be held in the open position with a heavy duty chain at each side of door. Vertically hinged doors shall be equipped with Hansen 5EZ or Thomas EZ spring type door checks that also hold the doors in the open and closed position. Checks shall be the two point mounting type for simplicity. Spring tension (15 lb.) shall be easily adjustable. Checks shall have black zinc mounting brackets with stainless steel springs, 11" long rods and clamps. Springs shall be polished. Switches for automatic compartment light operation shall be installed in the door hinge area. Fender compartments shall be integral with the body side compartmentation. Semi-circular removable aluminum innerliners shall be installed in each of the fender compartments for ease of maintenance and to prevent rust pockets. There shall be no sharp objects protruding into the wheel well area which could cause injury while cleaning or doing other maintenance in this area. The rear vertical body face and the inside face of each beavertail shall be constructed of, or covered with, adequately reinforced aluminum tread plate.All tread plate shall be secured with threaded fasteners. All exposed screw or bolt threads shall be capped with nylon acorn nuts. The compartment sizes shall be as follows: 40-11-10 One (1) compartment ahead of rear wheels, left side,22.5O^wide x2D.25^ high x33.7S^ deep. Door opening 18.5O^ wide u37.50^ high. One (1) compartment behind rear wheels, left side, 31.00"wide x 28.25" high x 23.75"deep. Door opening 2S.5O^wide x27.5V" high. One (1) compartment above wheel well, on the left side ofthe vehicle, 118.00'' wide x33.38^ high x1075^ deep. Two door openings 53.38"wide x 30.38" high with horizontally hinged lift up doors shall be provided. All vertical hinged doors shall be provided with stainless steel double spring door stays. All horizontal hinged doors shall be provided with pneumatic piston operated door holders.The door holders shall support the weight of the door in the open position. 40-21-51 One (1) compartment ahead ofrear wheels, right side, 22.5O^wide x2825'' high x3375~deep. Two door openings 46.00" wide x 30.38" high with two (2) sets of vertically hinged double doors shall be provided. Between these two compartments shall be a spring loaded vertically hinged door which shall conceal the hydraulic ladder rack piston. All vertical hinged doors shall be provided with stainless steel double spring door stays. 40-30-31 REAR COMPARTMENT One (1) compartment at tailboard 96"wide x 28" high x 24"deep.The door opening shall be a minimum of 42"wide x 26.5" high with (1) set of vertically hinged double doors of aluminum diamondplate. The compartment shall be transverse design, open through to both rear side compartments. The rear compartment doors shall be provied with stainless steel double spring door stays. INTERMEDIATE REAR STEP A 10" deep intermediate rear step shall be provided above the rear compartment. The step shall be constructed of 1/8" aluminum diamondplate and shall be formed integral with the rear tank facing. The step shall be reinforced with a steel substructure matching the material used in the body and shall run the full width of the body between the rear beavertails. 40-50-11 BEAVERTAIL COMPARTMENTS Two (2) rear full height beavertail compartments,64.50" high x 16.00"wide x 10.75" deep shall be provided on the rear outside corners of the vehicle, one each side.The compartments shall open to the outside of the vehicle, and shall be provided with double panel, lap type, doors. constructed of the same material as the body, with "D" ring latches and Eberhard#206 locks. The compartment floors shall be of the sweep out design. The beavertail compartment doors shall be provided with stainless steel double spring door stays. 40-50-61 REAR UPPER COMPARTMENT A compartment shall be furnished at the rear of the vehicle above the intermediate rear step.The compartment shall be 45.75" wide x 7.50" high x 20.00" deep.The door opening shall be 40.00"wide x 6.75" high x 19.50 deep. One (1) horizontally hinged, pan braced, aluminum diamondplate door shall be provided. The overlapping door shall incorporate a "D" ring handle and Eberhard 206 lock, 40-50-66 COMPARTMENT DIVIDERS Two (2) vertical compartment dividers shall be installed in the tailboard compartment to allow isolation from the lower side body compartments. Partitions shall be the full height and depth of the compartment. Panels shall be removable. 40-90-00 COMPARTMENT DOORS The compartment doors, unless otherwise specified, are to be lap type, double panel construction,with 14 gauge outer and 16 gauge inner galvanneal steel panels (NO EXCEPTION TO THIS STATEMENT). Outer pan edges that form the lap portion of the door shall be "hemmed" (bent over and back 180 degrees) over the inner pan edges. Inside corners, at the hem area, shall be welded and around smooth. A minimum of one (1) "Z"shaped and formed 14 gauge support rail [two (2) if door is wider than 14") shall be placed between the panels to stiffen and reinforce the door. Stiffener shall be welded to the inside pan and fastened to the outside pan with 3M two sided industrial strength tape. The interior of the doors shall be fully rust proofed after assembly with a rust preventative compound (AUTOARMOR or equal)that is capable of wicking into seams and displacing moisture. The doors shall be weatherstripped with an automotive bulb type extruded rubber inner seal.A second outer seal of closed cell rubber shall be placed on the lap edge of the door to prevent damage to the paint finish. Outer seal shall have corrugated surface to prevent sticking. The doors shall be mounted on highly polished stainless steel piano hinges with a pin diameter of.25". Mounting holes shall be slotted vertically on one side of the hinge and horizontally on the other side to provide for proper adjustment of the door. The hinge pins shall have spun ends(crowns) at both ends to hold them in place and provide a finished look. Doors shall be bolted to door framing with 3/1M''. stainless steel, phillips oven head bolts. Doors mounted with self-tapping sheet metal screws are not acceptable. Eberhard 206 latches with stainless steel "D" ring handles shall be provided. Isolation tape shall be furnished between the door hinge and door jamb. A rubber gasket shall be provided between the "D" ring handle and the door, 40-91-01 INTERIOR COMPARTMENT LOUVERS All compartments shall be furnished with two (2) sets of four (4) louvers, 3 1/2" long.Total louver opening shall not be less than 4-1/2 square inches to provide adequate ventilation of each compartment. The louvers shall be stamped directly into the back wall of the compartment during the metal forming processs. Commercially available or separately fabricated add on individual louvered pieces fastened over a circular or rectangular opening cut in the compartment panel are not acceptable. They shall be bolted to the body with 1/4"stainless steel hex head bolts. Stanchions shall have a rubberized gasket placed between them and the body surface they are mounted on. A drain hole shall be provided in each bottom stanchion. Handrails shall be installed as follows: One (1) handrail, a minimum of 30" long, shall be provided and installed on each rear beavertail or body side, i.e. in a convenient location for assistance in climbing onto and off the rear step. One (1)full width crossrail shall be installed at the rear, above the hosebed and dividers, between the rear stanchions.This rear crossrail shall have a 1/2" threaded steel rod running the full length of its interior. Rod ends shall be bolted to each rear stanchion to reinforce the hose bed sides and prevent them from spreading. 40-95-11 ADDITIONAL HANDRAILS One 18"handrail shall be provided mounted as directed. Handrail(s) shall be supported by chrome plated stanchions and be of similar construction and utilize the same mounting hardware as the other handrails on the apparatus, i.e. serrated exterior surface with rubber inserts, rubberized gaskets,stainless steel bolts, etc. 40-95-21 REAR STEPS Two (2) formed 1/8"thick aluminum diamond plate steps shall be provided and located at the beavertail interiors, one each side. Each step shall have over sixty (60) square inches of surface area. Step shall be triangular shaped with the two rear mounting flanges turned up 1-1/2" and the front face of step turned down 1-12". Outer edge of step, on the flange radius, shall have five (5), 1-5/16"wide, upward punched protrusions with a serrated top surface to provide extra grip while climbing onto step. Step mounting holes shall be counterbored to eliminate the raised diamonds and provide a flat area so that the underside of the bolt heads are flush with the step's base surface when tightened. The corners of outer flange face shall be formed at a 45 degree angle for a pleasing appearance. 59-00-01 DRI-DECK Black Dri-Deck flooring shall be provided in each equipment compartment as specified. 59-05-02 REAR FENDERS Polished stainless steel fenderettes shall be installed in the rear wheel openings. Fender shall be sufficiently wide to completely cover the outside rear tire and reduce wheel splash along the sides of the body.They shall be installed with 1/4" hex head bolts (self-tapping sheet metal screws are not acceptable) and have a full width rubber welt placed between the fenderette and body wheel well opening flange. A 1000045o 07/11/01 51 Redlands �-� Fire Department liberal coating of"tectyl", a nonhardening rust proof compound, shall be applied to fenderette and wheel opening flange during the assembly process. Outside edge of welting shall form a "V"bead between fender and body side face to prevent moisture from entering. Inside edge shall also have a small raised bead. Outside edge of fenderette, at the wheel opening, shall be rolled inward to eliminate a sharp edge and avoid injury when cleaning apparatus. Full semi-circular innerliners shall be provided in each wheel housing.They shall be constructed of smooth aluminum and be bolted (self tapping sheet metal screws are not acceptable) in place so they may be removed if damaged. Bottom edge of liner shall not have a formed reinforcement flange (to avoid trapping dirt and debris) but shall be reinforced along its full length. 59-05-25 WHEEL WELL AIR BOTTLE COMPARTMENTS There shall be four(4) air bottle compartments(two (2) each side} located in the rearvvhmo/we||s. The compartments shall be fabricated from 14 gauge to match the body type and shall provide a minimum of 20.00''usmb|edepth. The compartment shall be 8 diameter with a rubber pad provided on the rear wall to prevent bottle damage. 58'O7'O1 REAR STEP The rear step shall be 20" deep from the rear edge to body face.The step surface shall be 1/8"thick aluminum tread plate with 2-1/8" deep flanges on front, rear and side edges. Rear corners shall have a 7" radius. It shall be installed over a heavy duty steel frame-work to prevent the step from bending and flexing. Step support shall utilize 3" ship channels and 2 x 1-1/2 x 1/4" angles in a welded assembly. It shall be bolted directly to the chassis frame rails (not the body).All mounting bolts used to fasten the tread plate to the step support shall be 3/16"flat head phillips type. Holes for these fasteners shall be countersunk so bolt heads are flush with the walking surface. Self-tapping sheet metal screws shall not be used to install the aluminum tread plate, The step shall be spaced away from the body 1/2"to prevent moisture from being trapped between it and the body (no exception). 59-07-61 REVERSE FLANGES FOR REAR STEP The rear step shall be constructed with reverse flanges (down and in) to provide increased strength. 5Q'1Q'O1 CHROME PLATED FOLDING STEPS Six (6) large chrome plated folding steps with a minimum of 42 square inches of serrated non-skid surface per step shall be provided, Each step shall be tested to withstand a minimum of 2000 pounds static load, Heavy duty stainless steel springs shall be incorporated in the hinge to hold the step in either the open or closed positions,The steps shall be located to comply with NFPA 1901 and as directed by the fire department. Any unused steps to be shipped loose with the completed apparatus. 11000'050 07/11/01 52 Redlands Fire Department ADJUSTABLE SHELF OR SHELVES Six(6) adjustable shelf or shelves made from 12 gauge galvanneal steel shall be provided. Each shelf shall be supported by four (4) stainless steel angles bolted to alumastrut tracks for adjustability. 59-15-06 ALUMASTRUT Two (2)set(s) of Alumastrut shelving supports shall be provided for future installation of a shelf or shelves. Two (2) tracks shall be installed on each side wall of the compartment(s) selected by the fire department. 90-00-00 GROUND LADDERS The following ground ladders shall be provided: 90-00-10 One (1) Duo-Safety 10 ft aluminum folding ladder, Series 585-A 90-00-27 One (1) Duo-Safety 14 ft aluminum roof ladder, Series 775-A 90-00-41 One (1) Duo-Safety 24 ft. 2-section aluminum extension ladder, Series 900-A 90-05-01 PIKE POLES/MOUNTING The following pike poles shall be furnished: 90-05-22 One (1) 6 ft. pike pole(s)w/fiberglass handle(s). 90-05-24 One (1) 10 ft. pike pole(s)w/fiberglass handle(s). 90-05-51 The 6' pike pole shall be provided with a "D" ring handle. 90-05-61 TULIP CLIP PIKE POLE MOUNTS The pike poles shall be mounted in tulip clips above the ladders. 10000-050 07/11/01 53 Redlands Fire Department 90-10-01 HYDRAULIC LADDER RACK The ground ladders shall be mounted above the right side compartments on a swing down ladder rack. This rack is to be constructed of 6061 aluminum plate and 6063 aluminum tubing.The rack is to be mounted to the body at three pivot locations; front, rear and center.All pivot locations shall be bronzed bushed and all pins shall be 1" diameter minimum.The center arm shall be constructed of two 3/4"thick aluminum plates spaced no less than 4.75" apart. The side pivot arms shall be constructed of solid 3/4"x 2- 1/2"aluminum bar,gusseted at the top where joining the tube structure. The tube structure under the ladder shall be no less than 2"x 2"x 1/8"wall and shall be diagonally braced.The ladder must be secured with two leather lined quick release ladder locks. One (1)double acting hydraulic cylinder shall be furnished at the center pivot location to move the rack up and down.The cylinder shall have a 2 1/2"diameter bore size and a 1-1/4"diameter piston rod size. The piston rod shall be threaded and provided with an adjustable clevis. Mounted directly to the cylinder shall be a flow control valve to prevent the rack from dropping suddenly in case of hydraulic line burst or leakage. A tie rod type cylinder with 0-ring seals will not be acceptable. A door shall be provided to cover the hydraulic cylinder and will close automatically when the rack is in the up position. The hydraulic cylinder shall be operated by an independent hydraulic pump coupled to a 12 VDC motor. The pump shall be capable of 150 cubic inches of oil a minute at 1000 psi. The pump reservoir shall be made of high density polyethylene and hold 46 cubic inches of oil. A guarded toggle switch shall control the hydraulic pump through a 12 volt relay.This switch shall be located on the pump panel to allow the operator full view of the rack when lowering.An over center stainless steel cam lock shall secure the ladder rack when in the up position. This cam lock shall prevent the ladder rack from moving both side to side and from moving fore and aft during road travel.The cam lock shall be installed at the forward position within easy reach of the operator.An indicator light shall be installed in the cab to notify the driver when the cam lock is unlocked from the stored position.There shall be interlocks to prevent the rack from being lowered when the cam is closed or when the compartment doors are open in the area of ladder rack travel. The ladder rack shall be capable of being lowered within 12 seconds. When lowered,the bottom of the rack shall not be more than 54 inches above the ground. A warning light, activated when parking brake is disengaged, shall be provided on the cab dash to indicate when rack is in motion or down. Flashing lights shall be provided on the front and rear of the rack and activated when rack is in use. The compartment doors shall be fitted.then removed and painted separately to ensure finish paint behind the hinges and seals.The exterior and interior of the cab shall be finish painted before doors are mounted or any assembly is started to insure a finished paintedu�m�ebeneaththnnbanns p �� 91-00-26 PAINT PREPARATION All subtrates shall be thoroughly cleaned, before painting, with a chemicaUphosphatizing cleaner Novamax 21.All surfaces shall be abraded with a minimum of 80 grit sand paper and all welds properly cleaned with Novamax 21.The entire unit shall be wiped with 3919-S wax and grease remover.This process shall ensure a clean substrate free of all contaminants prior to priming. PRIMER All prepared surfaces shall be primed with a minimum of three (3) coats of primer,designed to provide excellent fill and corrosion resistance when used over properly prepared substrates. One (1) wet coat of 625-S self etching primer to .7 mils shall be applied followed by two (2) cross-coats of 1220-S Urethane iead and chrome free primer. TOPCOAT The entire unit shall be DA sanded using 280 grit or finer to provide for the optimum topcoat appearance. 3939-S cleaner shall be used to remove all sanding dust prior to topcoat application. Three (3)wet coats of high quality two-component polyurethane Dupont lmron shall be applied to insure a long lasting premium performance finish. PAINTERS All painters shall be Dupont certified. They shall be re-certified periodically in order to keep up to current standards and procedures in the paint industry. FACILITY The finishing facility shall be Dupont Certified. In order to be certified. the facility shall meet or exceed the extensive and stringent requirements demanded by Dupont. The paint facility shall be audited quarterly to ensure proper equipment, procedures and safety regulations are being used and adhered to. PAINT WARRANTY Manufacturer warrants that its paint finish shall be free from defects and it will not incur corrosion, blisters. unreasonable color or gloss loss, or delamination for a period of four (4) years. The following items shall be furnished with the finish as provided by their respective manufacturer. - Engine,transmission and accessories. - Exhaust system. - Retarder(when furnished). - PTO& hydraulic pump (when furnished), - Cab lift cylinders& hydraulic pump. - Shock absorbers. - Fuel filter. -Air drier and air cleaner. - Electrical wiring and loom. - Air brake lines,valves and mounting brackets. 91-00-49 PAINT INSIDE OF CAB The inside of the cab shall be provided with gray spatter paint. 91-00-51 TWO TONE CAB PAINT The cab shall be two tone painted with the paint break just below the windshield. A decorative molding shall separate the two colors around the cab.
