City Attorney McHugh announced that no reportable action was taken during the closed session
PRESENTATIONS
Redlands Pet Adoption—Animal Control Supervisor Silvia Lemus introduced"Freddy Krueger",a
nine-year-old male brindle Pitbull who is available for adoption,with twenty-eight other dogs and
forty-four cats Ms Lemus informed the Council fourteen dogs and twenty-six cats have been adopted
since the last regular City Council meeting She announced"Whisker Wednesdays"will run for the next
four Wednesdays offering$25 cat adoption fees which will cover the adoption, spay/neuter,vaccines and a
microchip She thanked RedFosa for sponsoring this event
PUBLIC COMMENT
Third District Supervisor Rowe- Scott Ward,Field Representative for Third District Supervisor Dawn
Rowe,thanked Emergency Operations Manager Fay Glass for coordinating a meeting between local
emergency service agencies and constituents to discuss existing protocols for large animal evacuations in
emergency situations
Country in Distress -Marie Bosin voiced her support of the impeachment proceedings for President
Trump, described how she flies her flag upside down as a statement of the distress the world is currently
experiencing, and she stated the nation is witnessing the demise of the constitutional democratic republic

Council unanimously approved minutes of the regular meeting of November 5, 2019

Proclamation Small Business Saturday
On motion of Council Member Eddie Tejeda,seconded by Mayor Pro Tempore Denise Davis,the City
Council unanimously approved a Proclamation declaring November 30,2019 as Small Business Saturday

Citywide Annual Purchase Order Modifications
On motion of Council Member Eddie Tejeda,seconded by Mayor Pro Tempore Denise Davis,the City
Council unanimously approved the Citywide Annual Purchase Order modifications with Grainger and
Office Depot to provide miscellaneous tools, equipment, and supplies on a need-by-need basis and an
Annual Purchase Order with Amazon Business to provide online marketplace services annual purchase
orders for Fiscal Year 2019-2020

Agreement eProcurement System
On motion of Council Member Eddie Tejeda,seconded by Mayor Pro Tempore Denise Davis,the City
Council unanimously approved a single source Agreement with PlanetBids for eProcurement System in
the amount of$103,625 for 5 years

Law Enforcement Supplies and Equipment
On motion of Council Member Eddie Tejeda,seconded by Mayor Pro Tempore Denise Davis,the City
Council unanimously approved the State Plan of Operations Agreement between the State of California
and the City of Redlands for the use of excess Department of Defense supplies and equipment and
authorized the Chief of Police to execute the agreement on behalf of the City

Year-End Encumbrance and Carryover Balances
On motion of Council Member Eddie Tejeda,seconded by Mayor Pro Tempore Denise Davis,the City
Council unanimously approved additional appropriations to the Fiscal Year 2019-2020 budget for the
Fiscal Year 2018-19 year-end encumbrances and carryovers

Fee Waiver Kiwanis Christmas Parade
Facilities and Community Services Director Boatman introduced a request from the Kiwanis Club of
Redlands for a fee waiver of$18,106 50 associated with the annual Christmas Parade to be held
downtown on December 7,2019 Council Member Barich confirmed with Director Boatman that the
amount requested is based on a worst case scenano and the actual costs for the event could be less As
public comment,Dennis Bell pointed out the request is a hefty increase over the request made two
years ago
On motion of Council Member Paul Banch, seconded by Mayor Pro Tempore Denise Davis,the City
Council unanimously approved the use of City resources and a waiver of fees in the amount of
$18,106 50 related to the Kiwams Christmas Parade event to be held on December 7,2019

Facility Use Agreement Boys and Girls Club
On motion of Council Member Eddie Tejeda,seconded by Mayor Pro Tempore Denise Davis,the City
Council unanimously determined that approval of the Facility Use Agreement with the Boys and Girls
Club of Greater Redlands-Riverside is exempt from environmental review pursuant to Section 15061
(b)(3)of the State's guidelines implementing the California Environmental Quality Act Guidelines and
approved the Facility Use Agreement with the Boys and Girls Club of Greater Redlands-Riverside for
use of the Community Center's Gymnasium

Consulting Services for Mill Creek and Santa Ana River Watersheds
On motion of Council Member Eddie Tejeda,seconded by Mayor Pro Tempore Denise Davis,the City
Council unanimously determined that approval of the agreement is not subject to environmental
review pursuant to Section 15061(b)(3) of the State's guidelines implementing the California
Environmental Quality Act and authorized a professional consulting services agreement with Palencia
Consulting Engineers to conduct sanitary surveys and prepare reports for the Mill Creek and Santa Ana
River watersheds in the amount of$66,320

Consulting Services Water Treatment Plants
On motion of Council Member Eddie Tejeda,seconded by Mayor Pro Tempore Denise Davis,the City
Council unanimously determined that approval of the agreement is exempt from environmental review
pursuant to section 15061(b)(3) of the State's Guidelines implementing the California Environmental
Quality Act and approved a professional consulting services agreement with Carollo Engineers, Inc to
conduct tracer studies at the Hinckley Water Treatment Plant and update the operations plans for both
the Hinckley and Tate Water Treatment Plants in the amount not-to-exceed$173,626

Resolution No 8041 Intention to Vacate
On motion of Council Member Eddie Tejeda,seconded by Mayor Pro Tempore Denise Davis,the City
Council unanimously determined that the adoption of Resolution No 8041 is exempt from
environmental review pursuant to Section 15061(b)(3) of the California Environmental Quality Act
Guidelines and approved Resolution No 8041 declaring the City Council's intention to vacate excess
right-of-way of a portion of Park Avenue,vacate approximately 330 linear feet of excess public
right-of-way adjacent to the frontage of the parcel located at 1615 Park Avenue in the Light Industrial
(M-1)District, at the request of NYS, LLC

NEW BUSINESS
Ordinance No. 2900 California Fire Code
Fire Chief Cooke summarized proposed revisions to the 2019 California Fire Code and the 2018
International Fire Code to include operational permit changes for pre-deployed hood and duct fire
extinguishing systems protecting commercial grade cooking operations The public hearing to consider
the second reading of the ordinance is set for December 17, 2019
On motion of Council Member Eddie Tejeda,seconded by Mayor Pro Tempore Denise Davis,the City
Council unanimously approved the introduction of Ordinance No 2900, amending Chapter 15 20 of the
Redlands Municipal Code and adopting the 2019 Edition of the California Fire Code which incorporates
by reference the 2018 International Fire Code,with necessary California and City of Redlands
amendments This Ordinance will nullify and replace Ordinance No 2840,that was enacted in 2016 as
part of the previous fire code adoption process

California Street Landfill Phase 4 Expansion Protect
Facilities and Community Services Director Boatman reviewed various regulations governing over the
California Street Landfill, and he detailed a construction contract for the Landfill Phase 4 expansion
project He highlighted this project will extend the Landfill's life for another six years, and Mayor
Foster commended staff for their efforts towards accomplishing this important work
On motion of Council Member Eddie Tejeda,seconded by Mayor Pro Tempore Denise Davis,the City
Council unanimously determined that the project is not subject to further environmental review
pursuant to Section 15162 of the State's guidelines implementing the California Environmental Act,
rejected the bid protest received by James McMinn,Inc because Sukut Construction,LLC submitted a
bid consistent with the project specifications,waived the minor irregularities contained within the bid
received by Sukut Construction,LLC bid because its subcontractor will be supplying an acceptable
alternative to the use of Bentonite per the project specifications, approved plans and specifications, and
awarded a construction contract for the California Street Landfill Phase 4 expansion project to Sukut
Construction,LLC ,in the amount of$3,112,125

Ordinance No 2902 Settlement Authority
Assistant City Manager McConnell provided an overview of Ordinance No 2902,which would
amend the Municipal Code relating to the settlement authority for Government Claims, City Initiated
Claims and Threatened or Pending Litigation The settlement authority of the City Manager and
his/her designee would increase from$7,500 to $30,000 to provide increased efficiencies in the
processing of claims settlements
On motion of Council Member Eddie Tejeda,seconded by Mayor Pro Tempore Denise Davis,the City
Council unanimously approved the introduction of Ordinance No 2902,relating to settlement authority
for Government Claims, City Initiated Claims and threatened or pending litigation

Resolution No. 7965 Personnel Rules and Regulations
Assistant City Manager McConnell introduced Resolution No 7965,related to establishing an
equitable and uniform system for personnel administration, and she identified two main areas of
modification including,nepotism and fraternization policy and the City's policy for travel and expense
reimbursement During initial consideration on November 5,2019, Council Members Barich, Tejeda
and Momberger raised concerns with the proposed changes to the nepotism policy,which would
prevent family members of City employees from being hired within the same department Ms
McConnell explained current employees will not be effected by the changes,the modifications are in
the best interest of the City and are consistent across all departments She added representatives from
the bargaining units signed off on the staff report, and she confirmed Council has the authority to
revisit the personnel rules and regulations in the future, if they choose
On motion of Council Member Eddie Tejeda,seconded by Mayor Pro Tempore Denise Davis,the City
Council unanimously adopted Resolution No 7965, approving the City of Redlands Personnel Rules
and Regulations and rescinding Resolution No 7605 and Resolution No 6468

Resolution No 7938 Expense and Use of Public Resources Policy
Assistant Finance Director Farrah Jenner presented Resolution No 7938,updating the Expense and
Use of Public Resources Policy Updates to the current policy provide for payment for meals and
per-diem at US General Services Administration rates based on location of travel
On motion of Council Member Eddie Tejeda,seconded by Mayor Pro Tempore Denise Davis,the City
Council unanimously adopted Resolution No 7938,updating the Expense and Use of Public Resources
Policy and rescinding Resolution No 6467
Vote 5 - 0 Passed
Side Letter Agreements Teamsters,RAME and RASME
Assistant City Manager McConnell explained the need to revise specific provisions of the City's
Memorandums of Understanding relating to benefits and vacation, sick leave, and Executive leave
"Buy-Back with each of the bargaining units in order to be legally compliant Agreements were
reached with the Teamsters Local 1932,the Redlands Association of Safety Management Employees
(RASME) and the Redlands Association of Management Employees (RAME)
On motion of Council Member Eddie Tejeda,seconded by Council Member Paul Banch,the City
Council unanimously approved three side letter agreements between the City of Redlands and
Teamsters Local 1932,the City of Redlands and the Redlands Association of Management Employees,
and the City of Redlands and the Redlands Association of Safety Management Employees

COUNCIL MEMBER ANNOUNCEMENTS AND ACTIVITIES
Veterans Day Parade and Ceremony-Mayor Foster and Council Members Banch,Tejeda and
Momberger all participated and enjoyed the Veterans Day Parade event on November 11, 2019,
honoring our veterans
Council Member Momberger attended the J D Meyer's Anniversary event celebrating 25 years
serving downtown Redlands
Council Member Banch attended the Historic and Scenic Preservation Commission meeting and
enjoyed the Toys for Tots Stuff-a-Plane event held at the Redlands Municipal Airport
Mayor Pro Tern Davis attended the J D Meyer's Anniversary event celebrating 25 years serving
downtown Redlands,met with a resident to discuss their concerns, and she participated in an event
held at Cal State Fullerton,highlighting women to watch in politics, entitled"Womens Political Panel
and Fair"
Mayor Foster invited everyone to come downtown on Saturday,November 23 to enjoy the holiday
lighting event, and he reminded the public the City is promoting the 22nd Annual Holiday Toy Dnve
and Block Party through December 7 Anyone can join in the spirit of giving by donating new,
unwrapped toys for children between the ages of 4 and 12
