The goal of the project is to ensure that critical information, coordination, and communication is enhanced and sustained during emergency operations in a highly disaster prone area. This project, if implemented, will provide emergency responders the capability toqui ckly access detailed information in their vehicles while enroute to incidents and while on-scene as the emergency unfolds. This project will also provide for communications between field units and emergency dispatch centers when all other forms of communication may be disabled or over-loaded. The technology that will allow emergency operations to become dramatically more efficient and resilient will be geographic information systems and satellite communication networks. Although this capability will provide the community and surrounding areas better operational service on all incidents, it is focused upon complex emergency events (disasters and terrorism). We request support for the purchase and implementation of telecommunications technologies that will enable the fire department to demonstrate increased functional efficiency and effectiveness during minor and major incidents. This project will be implemented for the residents of Redlands, Ca. and its surrounding communities, with the desire for future evaluation and implementation on a regional and statewide level. A project design and implementation team will consist of representatives from the Redlands Fire Department, the City's Disaster Planning Division, San Bernardino County's Communications Center, and Environmental Systems Research Institute Inc. (a geographical information system technology company). PROBLEM DEFMITION The city of Redlands is located in Southern California 70 miles east of Los Angeles. The population is approximately 70,000 residents with literally millions of residents in the surrounding cities and communities. The Fire Department consists of three full time stations, 51 firefighters, and 5 support staff providing service to an area covering 38 square miles. Redlands Fire Department (as all other Southern California Departments) frequently provides mutual aid throughout the region. The general area and specifically the Redlands area is exposed to multiple disaster risks and hazards due to geology, industrial developments, population, dense brush covered areas and atmospheric conditions. Within the city and the surrounding areas are the following hazards: 1. Two primary earthquake faults (San Andreas and San Jacinto) with numerous tributaries. Redlands resides on and adjacent to a number of liquefaction zones due to the soils and water table which is close to the surface. 2. The area is surrounded by mountain ranges, which often exceed 10,000 feet. This creates a "bowl effect" for the Inland Empire area. Redlands is within the Inland Empire area and sits at about 2,500 feet elevation. This topographical bowl causes an atmospheric inversion, which traps air below the mountaintops. This inversion provides "a lid" which will trap a chemical cloud or other toxic airborne chemical within the air basin. This is ftirther complicated by the normal airflow, which moves offthe Pacific Ocean and travels south/ southwest into this naturally formed bowl. 3. The mountains and open space are covered with highly flammable brush and grass. Large wildfires that destroy homes and other improvements are an annual event. 4. The Redlands area resides immediately adjacent to a number of mountain drainage areas. The most significant drainage's include the Santa Ana, the Mill Creek and Big Bear drainages. Redlands is in a flood plain area and recently the Corps of Army Engineers constructed the Seven Oaks dam, in recognition of this potential problem. Risks in the area include: 1. Transportation corridors nv A. Roads — Two highly congested Interstate Highways {I-10 and 1-210) both of which are designated as hazardous material corridors, including nuclear. Both Interstates cut through the middle of Redlands traveling immediately adjacent to the downtown area. B. Railroad — The Southern Pacific Railroad tracks travel immediately south of the city. Numerous chemicals and flammable materials travel these tracks on a daily basis. C. Air — There are numerous commercial, military and municipal airports within the area. Ontario International Airport, San Bernardino International, March Air Force Base, Palm Springs International Airport and too many small airports to mention. Los Angeles International, San Bernardino International, and Ontario International have air corridors which fly over and adjacent to the City of Redlands. 2. Industrial A. Pipe Lines — 2 large industrial petroleum Pipelines reside immediately adjacent to and below the Southern Pacific Railroad Right of Way. B. Factories — Teledyn Battery Products, Captive Plastics, Laz-y-Boy, Royalite Plastics. C. Major Electrical Transmission Lines through highly populated, brush covered hills. D. Terrorist Attack — As evidenced by the Oklahoma City bombing, terrorism is a real threat. Terrorism is often focused where it will be publicized and effect a maximum number of people. Southern California could be a legitimate target for terrorism. 2 INS 1 Problem Summary The potential of a disaster in Redlands City is obvious. The consequences of a disaster are frightening. The large population bases, key 6 transportation corridors and industrial complexes, provide a significant challenge for emergency responders. An earthquake could easily cripple land based communication systems and repeaters. Critical information (floor plans for collapsed buildings, hazardous material handling information, school, hospital, other critical facility evacuation protocols, etc.) would be difficult, perhaps impossible to obtain within immediate time frames necessary to save lives. Communication and coordination between various first responders would be limited at best. This proposal is focused on providing emergency responders with a demonstration project and proof of technology that will allow emergency responders to continue to communicate during emergency operations. Technical Approach The solution integrates several existing computer related technologies. These include: h Satellite Cellular Telephone Technology — Document Imaging Geographic Information Systems (GIS) — Compact Disk (CD-ROM) distribution Mobile Data Computers (MDCs) — Global Positioning System (GPS) Personal Computers (PCs) Once implemented, any firefighter would operate a ruggedized MDC located in the emergency vehicle. The MDC would be equipped with satellite cellphone capabilities, GIS and imaging software. Graphical data including street, hydrant and address locations, building drawings and floor plans would be available on CD-ROM in the mobile data computer. Satellite cellphone technology would be used to maintain contact with individual units and with the emergency operations center in the event of failure or overloading of existing communications systems. GIS would be used to: determine the shortest routes to emergency sites, identify the closest fire hydrant locations; indicate on the map locations of multiple occupancies, 3 handicapped facilities and highlight the existence and characteristics of any hazardous materials. Emergency unit locations would be determined by an entry into the GIS system based upon a GPS locating System. Building floor plans that include sprinkler connection locations, access points and eved to emergency exists would be available as electronic images and retri the MDC. Redlands Fire Stations would be equipped with PC's to support GIS data and online access to the Internet. The Redlands entry, image scanningc, Emergency Operations Center would be equipped with a PC to act as a , as a processor of tha gathering point for field information duringP, a disaster information and stored information, �fordarnat rbth the emergencyt units and the public wishing to gainon about the emergency over the Internet. The technical approach is an extension of existing technologies that are enhanced, integrated, and customized to meet the Fire Department's needs in the event of a major earthquakea 8.0redicted) and the associated disasters following the event. It is antiped that most communication capabilities will be disrupted by downed lines and destroyed equipment or at the very least the system will be overloaded by user demand. The use of satellite cellphone technology would enable the Redlands Fire effectively Department to continue to operate by maintaining continued contact between its emergency units and, as importantly, between the units and the Emergency Operations Center. The EOC, with its related equipment can gather pertinent information, process it, determine by GPS the closest unit available and send that information to that unit to act upon. The network speed over radio frequencies is inadequate to distribute graphical data to a mobile environment. The solution is to provide copiesh 64 of the data on CD-ROM for each vehicle running on a Pentium MDC wit megabytes of memory and a high-density device. Thre D-ROGISMs require and minimum cost to duplicate and can contain all of the evant data images. The CD-ROMs would be reproduced and distributed on a regular basis to ensure current information. The GIS and image retrieval software 4 would reside on each MDC. With this in place, the firefighter enroute to or at the scene of an emergency can obtain needed information, response routing, identify hydrant locations, hazardous material information or review preplans in the vehicle. The Redlands Fire Department will maintain a GIS environment using ESRI's ArcView software. Multiple layers of GIS information will reside in the Fire Departments PCs and MDCs. Existing GIS layers s � uch as water and sewer line locations and San Bernardino County's street file could be by the Fire Department to develop the information required on the unit f MDCs. Designated firefighters would enter and mai ntain Redlands and the surrounding area in the GIS system. All buildings information out floor plans would be updated and scanned into an imaging system and linked to the GIS system. The drawings and plans would be maintained by the individuals responsible for collecting the information during their re- incident analysis. P Proposed technologies are based on industry standards that will easily articulate with all major hardware platforms and software products. Where industry standards are not available, major vendors with industry accepted proprietary solutions have been selected. The solution will allow anyone on the Internet with security access to directly access any of the capabilities. The GIS solution is based on ESRI ArcView, which is the defacto GIS standard. Growth is not limited within any of the proposed technologies. The solutions scale, in terms of the number of emergency units that can be equipped, the number of fire stations that can be added, the expansion to surrounding fire departments or the increase of data required. Any increase in equipment can be remedied by purchasing new MDCs and related communications equipment. Additional data is managed by adding additional CD-ROMs to the library maintained in each vehicle. All indications are that the price of PCs, MDCs and CD-ROM production continues to decrease while the storage capacity of each CD-ROM increases. The design does allow for upgrading all the technologies to exploit new Opportunities from advances in technology. 5 Project Plan The project is divided into three stages. The first stage is to install PC's at the fire stations, to be used for data development and a PC and a satellite cell phone link at the EOC, to be used as the vital link for communications with Fire Department Command, gathering and processing information and as a server during an emergency. The second stage includes application development and data entry. The third and final stage will be the installation of equipment into the emergency vehicles. it is anticipated that this project can begin October 1999 and would be fully operational and evaluated in eighteen to twenty four months. Firefighter training will occur throughout all three stages. Ability to Serve as a Model (and possible "BETA SITE") Any fire department, dispatch center or emergency organization, regardless of size, could benefit from all or a portion of this solution. Satellite cellular telephone technology and the concept of a graphical display of GIS through CD-ROMs could be duplicated dependent upon the data already developed under a GIS system and the funding available for hardware and software. For agencies desiring information on our utilization of satellite cellular telephone technologies, we would provide all necessary information that we have gathered, by demonstration, hardcopies or through our already established Redlands Fire Department web sight. For anyone sharing interests in our geographical data, we would provide CD-ROMs of our data as well as provide technical guidance in setting up a similar system. For other interested groups, we would share the solution and the benefits we have realized. Partnership and Community Support The City of Redlands and the Redlands City Fire Department are working with ESRI on this proposed technology solution. Redlands Fire Department will procure all necessary hardware and software and be responsible for vendor participation. The Fire Department will be responsible to provide personnel for application development, data entry, analyzing information and developing expertise on the concepts and applications provided by these solutions. The City of Redlands and Redlands Fire Department will be responsible for supporting the systems after implementation. 6 Redlands Fire Department is part of San Bernardino County. The county covers approx. 20,000 square miles and has a population of 1,587,400. A large number of volunteer and municipal fire and rescue departments reside within the county and are part of the County Communications Network. The ability to maintain communications and the quality, quantity and timeliness of real-time information impacts our effectiveness to save lives and property. The San Bernardino County Communications Center has long recognized the need for satellite cellular telephone technology due to its wide coverage area and the probability of terrestrial system failure in the event of a major earthquake. The county has also recognized the advantages of GIS and has developed a large amount of geographic data that can be utilized by the Redlands Fire Department Project. Redlands Fire Department is committed to the development of such a communications system in the area, and to sharing the technical and geographical information that the system would require with the surrounding communities, agencies and organizations. We are also dedicated to providing technical guidance and expanding this much- needed technology to meet the needs of the area. At a minimum, we can provide geographic and technical data on CD-ROMs. As agencies are able to purchase satellite technology, PCs and MDCs, we would assist them with their development and help them gain access to more timely data. Support for End Users The short-term end user population includes 51 firefighters and 5 support personnel who will use the technology to maintain and improve service to the citizens of Redlands. The potential of the project has the ability to serve millions within the San Bernardino County area as the project expands. An end user trainer would be responsible for training all front-line and support personnel. Communications will be maintained regardless the type or magnitude of the emergency. Information will be available in graphic form on the MDCs in the vehicles, as compared to the current forms, voice information over the radio or paper documents in notebooks. When an emergency takes place, the firefighters can proceed to their vehicles, the emergency location will appear on their MDCs, and from this the firefighter can choose the shortest route. By zooming in on the location the firefighter can locate the closest fire hydrant and any known hazards in the area will be displayed. Upon selection 7 of the actual emergency location, any additional information on the property would be indicated. All maps and grids would display as graphical images. In the case of an extensive emergency, not only would the ability to maintain this information exist, but it would become possible to provide this and additional information to others, vehicle to vehicle or vehicle to Emergency Operations Center or EOC to vehicle. This would also include information regarding the areas surrounding Redlands. Analysis could be done to determine safe routes, evacuation areas, and prioritization of events. Evaluation and Dissemination The Fire Department maintains detailed logs and digitized data of their response times and effectiveness during all emergency situations. The success of the proposed solution can be determined by a statistical analysis of this data during simulated training exercises or by comparison of data before, during and after an actual major event. Performance measures will be used to gauge the impact this project will have for the citizens of Redlands. A time line is used to measure the progress and ensure that the milestones are completed according to the schedule. Upon completion of each phase, there will be a review to ensure that all expectations have been met and that appropriate conditions exist to proceed on to the next phase. A measure of success will be the extent that the information within the system is used with both quantitative and qualitative measures. An example of quantitative measures would be the number of times the information in the vehicle MDC is utilized and the replacement of the hardcopies kept on the vehicles. Qualitative information measures would come from the firefighters themselves through group discussions and surveys geared to measure their perceptions about the systems and the project. It is the intent of the City of Redlands to share their experiences with other people and other communities. The City of Redlands and The Redlands Fire Department Internet Home Pages will include information outlining the technologies used along with other information about the project progress and implementation.
