SUBJECT: DISPATCH CONTRACT - CITY OF REDLANDS
RECOMMENDATION:
1. Approve a contract between the County of San Bernardino and City of
Redlands for the County's Communications Center to provide 24-hours,
7 days per week fire and emergency medical communications dispatch
services effective January 1, 1987 .
2. Authorize the addition of one Radio Dispatcher II position in the
Facilities Management Department, Communications Division to support
contract requirements.
3. Authorize the purchase of common equipment related to the operation of
the Communications Center including:
a) Programmable Universal Tone Encoder
4. Authorize the Auditor-Controller by 4/5 vote to increase appropriations
by $31,071 in the Facilities Management Department, Communications
Division and offset with $31,071 anticipated revenue.
BACKGROUND: This contract will provide the City of Redlands with fire and
emergency medical dispatching 24 hours per day, 7 days per week. Comm Center
presently provides similar dispatching services for three cities and four
special districts. This addition to the Comm Center responsibilities should
provide improved area fire coordination.
The revenue derived from this contract is sufficient to fund one Radio
Dispatcher II position needed to support the additional workload to fulfill
the reqirements of the contract. in addition, the one-time charge cf
$10,800 will provide the revenue necessary for the purchase of common
equipment related to the operation of the Communications Center.

IT IS HEREBY AGREED AS FOLLOWS:
(Use space below and additional bond sheets. Set forth service to be rendered,amount to be paid,manner of payment, time
for performance or completion, determination of satisfactory performance and cause for termination, other terms and
conditions,and attach plans,specifications,and addenda,if any.)
1. The County will provide to Redlands the following services for fire and emergency
medical communications:
a. Full period awake coverage of emergency telephone.
b. Full period awake coverage of fire and medical radio circuits.
C. Full period alerting and dispatch of personnel and equipment.
d. Full period tape recordings (logging) of all emergency traffic (telephone
and radio) .
e. Four (4) microwave circuits for emergency telephone and radio control.
f. Administrative services necessary to support "a" through "e" above.
2. The communications system components and agency responsibilities consist of the
following:
a. Telephone
1. Redlands shall contract for telephone wirelines as needed or
desired for use in Redland's local operation or for delivery
of services under this contract.
2. Telephones or other wirelines required under (1) above shall be at
no cost to County, and Redlands shall pay all charges to telephone
company.
b. Radio
1. Redlands shall provide any and all base station, mobile, portable,
handheld paging, monitoring or other equipment devices required
for its own local operation. Such equipment shall remain the
property of Redlands.
2. County shall provide common equipment related to the operation of the
Communications Center, including dispatch consoles, microwave backbone
equipment, facilities and equipment maintenance.

3. Equipment or devices needed in the Communications Center or at other
locations specifically for the rendition of services under this contract
which are used solely for Redland' s operation shall be provided by
Redlands at no cost to County.
C. Fire dispatching for Redlands will conform to standards published in the
National Fire Prevention Association IINFPA), specifications as pertains to
Public Fire Service Communication NFPA pamphlet 1221-1984, by January 1, 1988.
3. Compensation
County shall charge Redlands, and Redlands shall pay County for services provided
hereunder, computed on the basis of the cost of furnishing equipment, providing
maintenance on same and dispatching personnel performing the fire dispatch duties
on an annual basis, the amount of $40,542.00, payable quarterly, in arrears,
at the rate of $10,135.50 per quarter, with the first quarterly payment due on or
before April 1, 1987 and successive payments due on or before July 1, October 1,
January 1 and April 1 of each year. In addition, County will charge Redlands a
one-time charge of $10,800.00 for common equipment and labor charges necessary
to configure the dispatch center for operation with Redlands Fire Department.
This charge will be due and payable on or before April 1, 1987 and will be billed
by County with the first quarterly dispatch bill of $10,135.50 for a total of
$20,935.50. Payments shall be directed to the Communications Services Division,
777 East Rialto Avenue, San Bernardino, California 92415-0740.
The annual charges shall be subject to adjustment in each fiscal year computed on
the basis shown in Item #4 with personnel and equipment charges limited to no
greater than a ten percent (100) increase over the previous fiscal year. Written
notification of any change shall be given to Redlands by January 31 for the effective
date of July 1 of the calendar year. Failure to give notice by January 31 shall not
prohibit such changes from being adopted for any year provided notice is given not
later than March 31. The County shall make a reasonable effort to assure such notice
is given by January 31.
4. Computation of Charges for Services
Charges for services shall be computed annually using the following formula:
a. Computation of personnel costs.
1. Total regular position salaries.
2. Salary per position (total salaries divided by number of positions) .
3. Benefits per position.
4. Leave coverage cost per position (vacation, sick, holiday) .
5. Supplies per position.
6. Cost per position (2+3+4+5) .
b. Computation of staffing.
1. Quantity of calls (calendar ,ear) .
2. Staffing standard of 2500 calls per position.
3. Required staffing (quantity of calls divided by 2500) .
C. Computation of charges.
1. Cost per position times required staffing (a6 x b3) .
2. Cost of Microwave circuits at current rates.

5. Term
The term of this agreement shall commence on November 1, 1986, and continue
thereafter until terminated as hereinafter provided. Either party may terminate
this agreement as of June 30 of any year by giving five (5) months advance
written notice to the other party of its intent to so terminate this agreement.
This agreement may be amended at any time by mutual consent.
6. Assignment
Neither party hereto shall have the right to assign this contract without prior
written consent of the other party, and any assignment made without such written
consent shall be null and void.
7. Conditions
Each party will hold harmless, indemnify, and defend the other party against all
claims, demands, suits, judgements, expenses, and costs of any and every kind,
insofar as it may legally do so, occurring or resulting from negligent or wrongful
act or commission of the officers, agents, or employees of the indemnifying party
in the performance of this agreement.
County shall not be held responsible or liable for any loss, damage, detention, or
delay caused by accidents, strikes, lockouts, fire, flood, act of civil or military
authority, or by insurrection or riot, or by any other cause which is beyond its control.
8. Severability
If any provision of this agreement is for any reason held to be invalid or
unconstitutional by the decision of any court of competent jurisdiction, such
decision shall not affect the validity of the remaining portion of this. agreement.
9. Any notices required hereunder shall be in writing and delivered in person or sent by
mail as follows:
